Bellamy start off with what the data says and then I will come back with more information for you good evening everyone we wanted to take a moment to make sure that we share with you research and data as it relates to underperforming school so within your packet the first thing we're going to look at is what works and improving low-performing schools and districts and this comes from the education Commission of the states the practice play some educational reform 2007 still taking us back to 2007 when this first became a topic of discussion and among the studies for that several things were apparently there was a need for supported alarm systems for greater Performance Management and for Community engagement all of which are flexibly gear to the needs of a given school there was a need to improve instructional capacity and conditions and the need to empower strong leadership for the case also indicated is that more rigorous research is needed on the factors that specifically influence the success of schools and in need of improvement the good news however is that there are principles of leadership instructional conditions and capacity and govern an organizational structures that can make a difference and so when we talked about our beliefs and we talked about the mission of Jasper County School District Commission faded jcnc cultivates find me the directions to Innovation inspiration opportunities in partnership with the community and when we look at this specific study one of the highlights in that first point was Community engagement so that is critically important that the entirety of the Khmer he is engaged to move our schools forward in the second article leading underperforming schools School leadership and management and this is from 2022 so a fairly recent article the Contemporary evidence on the lines again and again that successful leaders in school in challenging or difficult circumstances Bill collaboration consensus and Community they model compassionate but constructive leadership and they engage parents and stakeholders and transforming children's La Liga leaders believe in young people to fight. they understand and often to their personal and professional cost the sleepless nights and stress that this brings yet every day the school leaders 50 and the humanly resistant notion that any label to find all the young people within it so that simply stated is that regardless of what the state report card says we know that there's some great things happening in Jasper County School District and just like with any piece of data we can take these numbers for what they are but we have to look at the totality of what we're dealing with and what we're going through as a community much of which will be covered in our presentation tonight but again we see that idea of collaboration and community, and that article and then aren't they instructional lost new state test for show impact of covid-19 in schools and this was released this past September and within that article from our own State LA the percentage of third through eighth grade us meeting or exceeding expectations have surprise I need a prepaid debit scores when it comes to math student scores haven't Kombat Komplete pandemic scores what we're seeing with mask or the South Carolina married or married at the national level we really need to redouble our efforts there and put our resources into instructions so that just highlights the notion that it's not just a Jasper struggle with some of the data that we're seeing this is a Statewide issue in a national issue and so when we are looking at it we have to look at this again holistically and it's your that why we're looking the numbers we're working collectively to truly move our district forward and so now I'm looking at the annual report cards that came out in October and standardized test achievement data we have a 84 R32 schools that has an emphasis on English language arts and Mathematics then we have fourth and sixth grade science that is tested and all of this is conducted online and turns about high school we have an exams what you've heard of time and time again for Algebra 1 biology 1 English 2 and United States history and Constitution and that cover students from grades 9 through 12 are typically most of these classes are taken either the Freshman or sophomore year but they can be taking the New Year as well those are offered online as well and though getting an understanding all I report card and how that is measured if you will look on page 6 / 12 basic flight 12 and this is just a brief exercise so that we can truly understand that you have to look at the schools for what they are whether or not they're Elementary Middle High We Can't Live set them as a one-size-fits-all and so we are going to take the number 5050 is a magic number 50 is a magic number so if okay so 50 Miss Riley Miss Mitchell and Mister Morgue Allen Elementary School. About ye Miss green and his bowling alley middle and Miss Fraser Fitzgerald and Miss tumor y'all are high school just look at that column and think the number 54 and our first group if I was at school and I got a 50 on my report card what would I play What Would you lost cool place what rating would you want just get the elementary babies what would your rating be the 650 is your number so average okay so y'all are playing flight 415 today you are average Middle School Route 50 is our key number what would you all be good name for a high school group what would you all mean below-average and so we can see that this was one number those were three different ratings at three different levels and so when we are looking at our middle school I'll just technically speaking based upon our state I'm going to have the CVS pasta reaching average good and excellent I elementary school has the second easiest path but look at a high schools and what they have to get to get average they have to have 51 plus point to even get to are you good or excellent Anthem we're looking at the ratings for our school those are things that we need to be aware of and we need to be cognizant of so that when we're looking at something like this the threshold is not the same so when we're looking at Hardeeville call Junior High School in Richmond secondary secondary Academy of Excellence middle they have a lower threshold to meet average good or excellent grass when were looking at Hardeeville Elementary in Richland Elementary does a little bit of a higher threshold and with both of our high schools there's an even higher threshold and so we see these this is not new information to anyone public information the current ratings for our schools where we have three below average one and satisfactory one average and one good when we can pair that over the last 4 years did past year with salt and increase with Hardeeville Elementary School in Richmond Elementary School as well as the Middle School Bonneville Junior Senior High School the regular secondary Academy of Excellence middle school with a new school so that's their first rating so how'd it go junior senior high school high school was a new school so that's their first rating and then we did see a dip for the reason take it there Academy of Excellence the High School portion when we look at the overall report card rating again we saw that for Hardeeville elementary Richmond Elementary and Hardy go Junior Senior High School Middle there was an improvement with those rating both of our two new schools have the first rating as a below-average and the risk of taking the Academy of Excellence High School Drop to unsatisfactory anthro with that overview the Federal every student succeeds act or Elsa require State education agencies and local school districts for an annual report card which is what we saw and there will also be a release of the report to the People by every school in the spring of the year the report cards includes information about the district and schools including academic achievement and for Success student progress multilingual learner's progress graduation rates College and Career Readiness and school climate thank you and I will turn it over to dr. Westbrook to go over the data data so what we going to do now we're going to look at those different indicators that was just share overview page academic achievements and prayer for success to the progress multilingual Learners progress in school climate you'll see that for your elementary and middle schools the changes for your high school you have academic achievement Airport Express multi language Learners progress in the graduation rates and then your College and Career Readiness so they're different indicators again for your elementary middle and then your high so as we look at our data notice and academic achievement the total points that you can receive for that indicator is 35 points and that's for all of your schools as we look at next year's report, 2324 that will change your high-school the will bring that back to you when it is time to share that so far 2223 as you look across at the trend am academic achievement is over English language arts and math math so you can see 2223 that all of our schools are there Elementary region Elementary School Cartersville Junior Senior High School with metal and Roofing secondary Academy of Excellence would you be had in 20 122 all increase in performance there as a c in Gray you will have the schools that this is their first year black when we look at Roland Avenue celebrate you want to look at third through eighth grade and this is as a district on your first call him you're going to see the English English language arts we can exceed change from 20 to 23 2122 changes are in green so you can see that our school increase in 3rd 4th 5th 6th 7th and 8th grade we had a dip in sixth grade as you see it as read write 4 SE run with mathematics third through eighth grade meets and exceeds changes from 20 21 22 22 23 we had increases in third fourth fifth sixth and eighth grade we had in 7th grade okay now as we look at the report card and you do I celebration we just want to highlight on this slide that part of it Elementary Richland elementary particle junior senior high schools in the middle area had great gains there they would help 13.70 points 60 points and I'm going to stay this I don't know if you all understand that it is not easy I get those points now some people say over we got 37 points but you have to take at 37 and Ela in at 37 in math and then you have to multiply it by 8% 10 / 2 and when you get the point on the chart so it is not that easy to get the point so we start saying 50% we're going to stay at 50% is even harder to get to so we can see that I still have working hard at what we've been entrusted to do with our kids and we're still making changes as you can see also business secondary Academy of Excellence there there was a gym all right so we're going to look at preparing for success that's all I ask you ready we called it as he passed test for fourth and sixth grade science as you can see there we can about 10 points for our report card and you'll see your three Schools they're Hardy real Richmond L as well as Richmond secondary Academy of Excellence they gave me some point we saw a dip in the Middle School and the gray area is where you will see the first year ever for those new schools there also and prepare for Success the report card have information for kindergarten Readiness assessment is not a part of the score so much so with the 10-point is not a part of the school is Just for information no purpose so we can kind of plan for those student so as you see there a kindergarten readiness it measures social Foundation language and literacy mathematics physical well-being and as we look at that report it will show us how many of our first graders are ready for second grade in ela and Math and how many of our second graders already for a third grade and Ela and math and so as you look at the next table we just wanted to give you some information of surrounding areas because sometimes it it kind of comes clear to you when you look at surrounding areas not that any of these surrounding areas have the population that we have because we don't talk about that as well but when you look at that and that email last night I'm all just I'mma put you out there... year where there was excellent at both high school and a 2009 2000 can hear what it was good at Ridgeland High School and everywhere else with below-average are at risk keep in mind different accountability metric at that time then there are now when we move forward 2010-2011 in 2011/2012 we were still sitting School our community school everything at risk and below-average everything at risk and below-average 20 12 2013 new movie district schools Jasper County Schools there was a combination of raising children going to Hardeeville for the middle school and Hardeeville kids coming to Richmond for the high school everything at risk and below-average begin 2016 17 17 18 to State couldn't figure out what it wanted to do with him when his nose are you coming to school and pray that they will learn you something so the first report card that came out once we got raided again we had to unsatisfactory schools to ever schools still district schools that next year we improved driving happens we don't want to give him any rated we just let him stick with those doors that they had averaged a good below average 10th Avenue Jasper County at that time we were still trying to go to 121 not quite ready to share that school down and have kids day at home as we noted in our graduation rate people that the kids disappear and I'm coming from covid-19 bed is very unsatisfactory average and below-average but the average stands out because previously all we saw was at risk and below-average but now we send it back to City Schools Community Schools and we see below average average good below-average below-average unsatisfactory and so average and good evil things out because in previous ratings all you saw was at rest and below-average Dowagiac what county is not where we want to be with a specific genre of and they have those standard but don't do this are introduced to those standards the year they take English too much like what u.s. history and Constitution the year they take you as his name Constitution is the first year they're introduced to it much like biology it's the did they introduce now what I will say what US history and just working and my last year and working on social studies this year before we have to take a look and then this is why when I was principal I don't buy into the nose that social studies does not matter that we are not teaching the infirmary experience the same thing with every assessment because it's based upon the State Theater since I want to discuss as we just had we can our district leaders I asked the question what is our curriculum and that this is just for everybody listening what is are correct and we determined in that meeting because it's not always clear the curriculum is the South Carolina College and Career Readiness standards are ready imagine math as an annuity all those things are resources to teach the curriculum which is the states cancel whatever one of those resources and want to bet help us piece that send it to our students that's what we need to use and so maybe there needs to be a conversation with those High School teachers about what resources to do I know when I was here before they started to some extent when they were coming to the training those biology teachers and I think a couple US history teachers they started using Discovery Education and what's out there in that platform that's a free platform provided by the State Department of Education everybody in our district has access do it do we use it to its fullest capacity no we don't as though it's maximizing those resources and tools to support our student but our students should be able to perform after sitting in that class 90 days or higher I need a lady 5 days because that is new content they should be able to perform on US History our biology or Algebra 1 or English 2 at the same rate because all of those standards are new to the students at that time cuz I know for a fact that so you said your question was not if they had more standard she said when they were exposed to it so yes they do English English to does have less that because it's based upon that genre and and and most of the time that set up and what is it not an hour-and-a-half we cycled unit whereas Algebra 1 biology 1 and u.s. history typically has it was to have for unit all of those other ones that have six or more units so again that is still working with no teachers to maximize because now you got you got to keep in mind even though they are less than there were teacher teams that sat in the tournament that that was enough time to teach those standards where students can be successful and there are districts where students are performing in that amount of time this is where we will bring in Jasper is unlike any other place in our state and so we have to factor that in all of these things were better by High School teachers to suggest that the standards however many they are that are listed in our state department it should County and if you look at my record on the district's that I work it's predominantly back black District that I believe are Diamonds in the Rough 1 hour I stayed at that time that my goal was to ensure that Hardware is in the Middle School became a premier Middle School in the state of South Carolina as I have matriculated to Jasper County that has never changed the heart that I have is a heart of a teacher and I always need always work with my three children in mind and at the end of the day at what I am giving to the teachers and the staff and the district does not amount to what I want someone to give the teachers and staff for my children it's not okay but what I must say is we have to be honest when we're looking at our data someone who is that in the seat of a principal in Jasper County School District what about Marineland in Hardeeville children and getting a good report card with both Hardeeville and original chili you can't tell me that our children can't learn and can but we also have to talk about is the fact that sitting in the seat of principle there were children who came to us a landscape that would not the best did not have the best record but guess who had except they can put them out we can they came from not the best deals not the best scores but guess what we did because we can't put them out they came from Stephen play John Hall and Thomas Heyward what is the best children didn't have the best behaviors didn't have the best scores but guess who has to accept it we did it I can tell you that it was students who came to us with a discipline record The White Queen so we accepted them thinking I'll be there no issue there just like any other student within a matter of a week a fight happened with a child that enrolled in our school because we have to accept them because where the public school so when you're looking at Dana and we try to compare to other schools and institutions around us we have to accept it they don't we have they don't there's a deeper issue cuz we can look at report cards we hear all our school and doing bad did you check out players tech report card for the state department 30 and 31 satisfactory where you at bro I can bend them they're in their sixties excellent excellent but the difference is that they put a shout out we have to accept it and that's a reality for the public school system that we often don't talk about and that is often swept under the rug we also learn sitting at the district office doing data looking at this some of these schools have mastered the formula that if we put the kids out 1040 in Des Moines have them enrolled in the public school system when accepting a 160-pound 151 say it again please on the 45th to the 160th day it's a reality and I don't know if you want to know what that's why again I asked to do this part because I'm passing the elementary that we often miss we overlooked we I want to talk about but our teachers in the public school have to deal with those kids that we have to accept on top of having an increase in population of Hispanic that we're trying to figure out what to do with on top of dealing with the behavior problems and issues that we already had within our schools before the extra came on board the holistic view cuz we're not where we want to be by far but there is a difference I teach a shorter to know that we know that there's a shortest man in the world needs area I find the music we have to refill if I ever become the band program we have the earring focus our efforts even on the art program that's a part of our District's strategic plan and will make those efforts when the work was having those meetings now to ensure that we're honoring what is written in that plan exponential growing population of Hispanics we've hit that on the head and told me any more students with limited English or know English most students entering our schools that have never been in school so I'm about schools that release students after allegations are tiny that means once they get the they send them to us that we don't have the money to serve them so we start the year with 2,400 students and then once the money is released these other schools are schools around our area weather Beaufort County George they relocated this area we don't get the phones today but we have to serve them play the amabile Sheena student expressly with our Hispanic population and then the community mindset sometimes is not one of uniformity and that community that we talk. from those articles for now we must think how can we assist our schools with the challenges so that we can truly they still be on various to achieve so there any comments or questions we will take them at the silent I
