make a cake good evening good evening thank you for coming to the second public hearing for the Jasper County School District in District and I'd like to start the meaning of bird with them location representative Bradley if y'all can ride with him thank you for the opportunity to gather together then we allow your guidance on the discussion today and allow nothing but good thing to come out of your son Jesus name we pray amen is this is a public hearing, a lot of what we have seen them a lot of new faces that I'm seeing the night in that wonderful but first I'd like to do it on the table Senator Margie bright and asked me that Matthews and starting at the far end coming back towards me I'd like each of the members of our delegation to tell you a little bit about themselves and and where they said where they want us to go tonight but it's just grab that represent the newly-formed reapportioned to include a portion of the levy southern part of the county down there I don't know where you get I have a whole life you don't want to pick up your talk a lot so I'm weird directions to be here tonight and hear what you have said so I'm wet the Newton District 124 teams of Beaufort and Jasper County up for the Ridgeland city limits look forward to hearing from you all night. We had one of these a week ago and unfortunately we didn't have but a handful of people there and smoke you know this happens every 10 years so it's nice to see simple folks that want to weigh in for those of you are in an ultimately it's math we're taking the existing number based on the population growth and dividing by the number of seats turn on the school board today they've been somewhat of a bind and suggested we probably ought to reduce that number to at least consider reducing it to something wet for the plan actually in Columbia last year that produced it 27 have been selling at the last meeting that suggested we ought to make a change it to a parallel what the County Council has and you just while none of us responded to that last week there a whole host of issues as to why that won't work, and why that cannot work within the confines of what it is that we're doing but suffice it to say about the difference between malapportioned today we have more than a hundred percent deviation in terms of population so there are issues and we've got to fix in terms of the map again how many people are represented by each of the members of the school board that look forward to hearing from you all night thanks again to come at and I'm Bill jagerhaus e122 I have the western part of the county to include the city of Ridgeland and the City of I also represent all of Hampton County and part of Colleton County and a little bit of Beaufort County but I've got two very large District I'm the new kid on the Block cuz it's all new to me too so I'm learning what we're doing here so glad to be here and glad to help where I can thanks photographer and of course you I want us to First understand one thing you want to hear from each of you but if any of you have anything written that you'd like to submit to us and Lewis you telling us something at this hearing the delegation secretary Ellen please stand up and raise your hand so I can you please feel free to give the information to her and she will make sure that she relate to each of the members of the delegation they're certain I've heard a lot of comments we heard several things you mentioned last week one of the things that we cannot take up tonight because we're here for to establish the math proposal map as a result of the new numbers that came from the last sentence just says Mr Newton representative Newton said we have and in the Cartographer will Robert just want to explain to you five things that we have to take into consideration so if it's your intention to be here to tell us that you want us to reduce the number from 9 districts to something else I have heard that and we understand that but the purpose of this hearing is to to deal with the nine districts that we have and the number descendants numbers that we have and we'll have I would introduce yourself will it be with us in the house and the Senate and his job is to go around the state and fuses for a district like yourself and he's going to tell you the five things you need to tell us that give you concern as well place to your area when you look at the map and for those people that have come in there are maps with statistics on them down here or you can always feel free to point to something on top of the maps on the thank you will might be helpful one question two with the folks that are here for the process after tonight ultimately this play the station that has to be approved by the Senate you all approve it I think it's just the delegations you and Senator David and in the house we saw 124 so open up later changing to the district has to be approved by by both bodies in the inlet map first try to get some type of resolution from the local body being the school district where they directed sisters this map is agreeable to us that's the preferred method to get a resolution from the school district they send that to us and then we proposed it in the sentence or either they said they can propose them in the house but Tom Davis and I are the only Jasper delegation members Henderson proposing the proposed map as will be wrong by mr. a 79.13 plus a 26.94 give you an overall rank deviation of 106 .07 we need to take these lines and it just that one is 6.074 below 10% so what does shutters mean this is one of the largest ones I've seen this decade is this 26.07 number to have to look at the map is there going to be a lot of change that we're going to spend is going to lose a ton of people is going to look totally different and throughout the pain when you have a large population like this just in this one District can you start moving a large number of people is going to have a ripple effect not the entire camera so that's what we're seeing in the Jasper especially having that large geographic area in that Southeastern side so I'll order Boulevard Margaritaville in the Tri-City area I want to go to talk about is the the school board meeting that you really didn't want to hear from us that they want to hear from Al continue with this group because they are the ones who eat letter and that paper boys we have to be a boy swivel so whatever asking you all to do let's be considerate last message be careful of what we're doing here and Bob we want to talk to the school district from 9 to whatever I think with all the engine is all the people that come into the area all the homes being built I think we do need to focus on the job school district and I think we need to keep it at 9 board members be tested it yourself growing and the people need a voice you got a 3000 now okay to 6008 East District five to ten years it's going to be $10,000 this week you can tell you to do their job we do we have problems yes but I'm asking you all to please work with the sitting board to see what we can come up with you guys are all delegation respect you all you all boys until up and we need you right now we really do because we had too many Charter Schools coming to this area right now and if we continue to allow all these Charter Schools you can tell me the coming to this area with only 2,700 kids in the school district pretty soon we won't even need to school this don't ask me the preview and deposit y'all need to get up tonight and tell these people how y'all know field this year thank you delegation what about bear stick to the facts that I am off of what your what your thoughts are as opposed to the boil-n-go on the charter school network I don't know that we need to have to worry too live in Frederick Maryland is with the constituent a class of 32 in one or both of the mask the two different numbers for 2 and one from The Benchmark to The Proposal besides if the number changed as far as one being a larger area than 11 on the Benchmark the number came in at 2 so the geographic area looks like it the same but you changed your number so you're looking at constituents now being in the same area but having a different cuz I want the same geographic area and we presume it could be the same number of constituents but they have different representation and then I'm also looking at five six and eight on the proposed oh my head again the area looks drastically different on the proposed plan versus The Benchmark plan plan so I'm wondering if you know what can be done to remedy this apparently is leprosy in the constituency consistency with the population in the number but it looked different in different one of the thank you very much I can just tell you before you before you leave this plan that we are operating on was probably one of the most out of deviation out of whack as far as the numbers are concerned and as you know Jasper County into the Hardeeville area Sun City area that was some of the heaviest growth pattern over the last 10 years so that's why the numbers the elementary way to say it but I'm going to ask Will to explain it before her. very little room we can do call them 10% overall rank deviation we have to get it but go back to the benchmarks that if you looked interested I meant Mark at 5546, population district one has Interstate double the population of district one until when you have that dramatic discrepancy what we basically did in the math just did a clockwise shift so makes me disrespect looking at 5 somewhere around Hardeeville area district 6 going to come out of town to the Sun City going to push to over to make it to an 80 open to the western side. So that's how that shift occurs is called we're bringing sneaking into the Sun City area to put something in his home district and then everything else just doesn't clockwise shift around to the different one month into the downtown Hardeeville area District 5 shifts to the Southeastern side of parties and so we had to basically skip all the southern districts around dramatically can I get back my old shoes representative Bradley definition of Anna I want to do it but thank you by the way the plan was drafted in as quick as a result of court case in 2014 basically Drew these life and I'll try to address your computer point the judge basically threw these long cuz he had an agenda and he had an object if he was trying to, right no I'm not I just want to make sure that smart plan is almost the definition of gerrymander OK Google, something hasn't has gone back and taken the five guidelines that we have in his tried to address the five guidelines which actually is the more Equitable outcome may not be exactly the same types of cross-border but ended with the five guy. That's about it for this week okay what time tomorrow will never question this is a community and put me most of the people in here tonight have just seen this map the first time so I guess my question is how soon after this meeting will you all make a decision on this and how what is the deadline for the tentative Matthew said that they can contact me some power that they have any more questions or concerns when is the deadline for their questions and and how soon would this map go to to be passed and would it affect the election of 2024 it looks like I'm going to wait until May of next year we can't hear anything like that on okay thank you we can go until May of next year at the end of this current second they were in which two years this is the first year of his eye and it'll be on in May of next year so the board that the numbers on the board that is up for election for election this will take effect for the November elections in 20 that is correct that is the intention for community members to get information to you all before you make a decision we haven't set a deadline yet and that's the delegation can talk about quite frankly what we were trying to do is have a community hearing get input give it give you all give the input back to mr. Roberts see what he can come up playing in anyway and present it back to us if you noticed each of us have been writing your comment we want to take those in the consideration when he does the presentation to us of a Revival now thank you and in there again miss Priscilla feel free to contact Mister Roberts directly I have no problem good evening good evening Shalonda December district one school board representative I guess my concern is King at the new proposed map it is basically taking me out of my community and we talked about the consistency of a constituent so that's my major concern it looks like with the purple and whoever is representing District 2 will be over in a district that I represent and that District representative is from Hardeeville what is your District I want to make sure I heard you write your District presently is one and where do you reside within the Blue Area there that is marked for District 1 I do hope that it's only a small for I feel like my neighborhood I feel like I'm being I'm being displaced from the people in my community and who out of her District members will change but if your district one now you can you be District 2 player it looks like pH of 1% representing 31 people over what the target 3096 I understand your concern is you don't have the same right it has put me I would say I stay out of the city limits and where it has put me at now has actually brought me into the city limits of Ridgeland that's okay thank you will you have any comments to her concerns that you don't have to if you weren't so what we had to do yeah I see exactly what you're talkin about the reason for that dip and didn't want to take a couple. So when you get this in the bench just got that western side of Morganville the population and we did what you did but he moved down from Sun City to vacated that geographic area so they got his work for district 112 come in for district for Injustice but this is one being right there and where your resident is compared to where District or reside we just move different one into that Western Hardeeville area instead of drawing district for down that we could have done it where did the Ford Company in a heads up that Western Hardeeville side we would have to take district one almost all the way up to the northern side of District 4 where is Under The Benchmark which could have potentially put two and coming in the same district so in order to keep the zip code to the Republic separated into the groove disappointed with 40 buildings and then had District to come up on the west side of the county did you say horny baby I see we have another taker action or give me the address to us is what we use now I believe their own too long back to the bigger what days trying to do is not the end up with two different members in the same district against each other existing members Tom Bailey Avenue District second of my district from Sun City is one who created most of the problems with the apologize for that I appreciate that if you have to do that to put this LOL and its management I don't understand at all I got other computer programs to help me out with it but I'm glad you're doing that for my district very compact contiguous if you're so afraid. I think that you were trying to do and I didn't understand about 170 fewer people in my district and sung as of the 2020 census but it is said about some 44th Building 200 so since the sentences because of the wife are people that live there so I know you can't take that into account I know it's 7 years will be back here and we throwing all this path but I appreciate it. Bank of America I think we have someone else so my thing is right now I mean event tomorrow at 1 if y'all take this and divide that's like that y'all saying this has to be a part of your area which is assuming and Stan hilarious I'm not sure who are what's your name again Amberly Morgan Kimberly Morgan Miss Morgan State your question again please where is Burnett's Benchmark and we've done this now then I will be in District 2 stay the same School District trustees I understand that and that would need a board member for the Wikipedia District 2 all of the district trustees represent all schools in Jasper County Elantra this is only a result of the lines for each of the district trustee members so we're going to meet this is where they're at I don't want to get another response but thank you for your question I appreciate you coming that happened yes sir George live t.i. live in district 6 I would have been City so I'm not in a meeting like this so my questions or my thoughts manual fire so I understood everything that you said I understood the whole system any try I'm going to try to do to you but I think I think it's really hard, they can see that make all these numbers work and and all these people the different districts plus you're trying to keep the rip the current board members in something that makes sense for them at the same time same time trying to do with the population in the park people that moved in made a note of the board members had to be in a certain place stuff so they didn't cooperate but I think I think that there's an opportunity in light of the fact that the Benchmark was made in the way it was made which was not the optimal way but had some other agenda judge did what he did for all the way everybody did it they weren't the optimal reasons relatives the county and the population of the time at Starbucks until the district's got all I bet that'll shake it so now you're in a position where you're trying to get back to where they really should be and maybe that they should have been in the first place what's the population for today and all that. But I think you have an opportunity here because in a lot of ways you have a number of different competing issues if you're trying to every kind of wisdom buy things at three different the, and I didn't hear that any of them have to do with keeping the current board members in the proper place for that district and keeping it this week so important nothing I miss you for them I can understand that but I think the opportunity here is the only thing I can think of that would relate to this is if you ever follow a company that's not the phone at some point they got all these older phones are might mean but some of these representatives are not in the convenient place where they represent before and you have to make a move forward in that man to get dammit repeat for a new count for a new district and someone new is not going to be for the district that they previously and if you mention it and I don't know the details about it but you mentioned that there are some issues relative to reducing the number of districts I don't know what positions are but I would say that have an opportunity because if you don't tie yourself what previous exam meeting where the board members reside what the records at now and you're going to go to the end of May which is the end of the new election cycle life at that point we have an opportunity to relax board members in new district and you have an opportunity also the same time when you doing all this this is the opportunity to actually consider possibly reducing the number and making it less governmental process less, I grew up in a place where my a high school that 30% of students that's more students in Hennepin County where I come from does that present a problem for board members to deal with it larger numbers and so I think I know where I know we haven't being in a Motorola kind of barrier but I think there's room for growth and still have let's meet for governmental oversight of the Roman number Precision Inc thank you somebody wanted against incumbents or going to be able to come and just take our district but was not without a heart for our community the people that serve them apart for the community just coming in whatever reason did you say whatever the reason may be that, and now they win because potable they have whatever they have to be able to win but when you take me to Dedicated you have people that know the community at a disadvantage because now people in the community is going to be realistic but they don't have a new card to say that and then election day they're going to be whatever reason they not going to do so is it easy win or somebody else please somebody need to take that in consideration whatever card whatever is necessary to make sure that everybody given a fair chance with this redistricting that they will be able to go out there and campaign but when the winds when the citizens come to vote they don't have the hassle that no you're not here so you have to go someplace lawyer I was trying to say they are without saying anything at all what concern McPherson's Morris lawyer my district now would be District the district now let me just use one my dishes made it with you I think the stand for my concern is that when we do the new map was the consideration the people who are already here that I'm holding answer Highway to Heaven for that know them in these districts a lot of people where we have bad luck with this. now what the community mean in the process even the educational process and they have to know the person if they have a problem both room and talk to them in there over the years. Representatives the harbor area is growing just unimaginable city of from another state and son from another country they have the right to hold and I want one but they don't know the people that make music so when you add stop to map and cut up some of the people that can help them become aware the community and let voting based on where they came from they are so don't understand I may not understand that bad the decision affect the children because we are boarding school board positions when they don't understand the community coming from somewhere out today but school board members and the community dissipating in the school if you'd notice on my trailer that we have finalized and that's what we try to do but we test out the map and take people out to community where people are familiar with them and they can Inspire now.
