Anderson's on the line but I will introduce this video for our dual enrollment program is underway at our high school led by Mr Corey Burgess and we created a video to Spotlight one of our students to show the progress being made in the program so if you will enjoy this video hello my name is Tatiana a work and I am a senior at ridgeland-hardeeville high school I just got some great news that I've been accepted into scale for dual enrollment classes or the spring of 2022 I am the first person is a great opportunity for my little siblings and cousins are going to look when I get into college I want to stay Health Science and graduate from downwarren to be grateful I'm applying to other colleges and my dream College in South Carolina State University banner Road in Bluemont I'm a senior at Liberty High School is going to help me get a head start when I enter College I will be answering College as a sophomore now that I'm taking you on the classes and I'll probably approached me while I'm in fourth grade at River Heights awesome congratulations Tatiana we're excited about our enrollment so kudos to that great video that we want to share with Tatiana Tiara Priscilla green congratulate Tatiana so proud of you and excited about our program that is so exciting keep you in my prayers that is awesome getting proud of you responding to Tatiana congratulations I know that you are excited for yourself but in your parents are I'm sure that they're just all the joys in knowing that they have you being example for your younger cousin younger siblings I pray the best for you that in your endeavors that this does not be just the beginning but it will be the greatest beginning that you can have duration with college will be successful and that your aspirations that you have that you've been to meet them and your life will be better for it congratulations talk to you the best of luck to you regulation Madam chair congratulations and Tatiana real proud congratulations Tatiana we are proud of you and make us proud of Life by getting someone else to do the same thing thank you congratulations Tatiana I'm very proud of you continue to do great things continue to put Jasper on the map of showing great things and that we do have great students that come out of Jasper very proud of you good job with Rollins graduation Tatiana I am so proud of you as well as I know your family is I can't wait I would like to be at your situation love you I'm Tina Gerald congratulations Tatiana on your Trailblazer for your students that attend school with you a Trailblazer for the students out there in Jasper who are not sure what their future will be you are giving them an opportunity to see what's ahead and what they can accomplish it's awesome that you going to Early College. How to say congratulations to Tatiana graduation an example for your siblings and your cousins and whoever that is below you congratulations again I think that was everyone I think today so yeah I had the privilege of listening to Tamara Hall Tamron Hall who talks about someone that stepped this home for her being the first African American woman anchor for ABC NBC news I'm so Tatiana you are a trailblazer as Miss Carol said and you are sending us to town so kudos to the team that saw through getting you all the way to the process of being accepted into this dual enrollment at we expecting great things tightening feeling excited news to hear of your endeavors and again thank you on behalf of the entire board and we're proud of you so we are down to our accepting of consent agenda the chair will entertain a motion for the approval of the consent agenda December 13th 2021 I had this but you moved we accept the consent agenda monthly meeting December 13th 2021 special Emmylou by Miss Mitchell & 2nd s wallet that we accept the consent agenda are there any question hearing none, how do you vote this Riley Rollins on Mitchell I razor I miss the motion passed we are at our reports and information facilities update will have ties with Todd wise and be kind good evening Madam chairman Dr Henderson developed other board members pleasure to be with you again this month my report is in your packet very simple and very brief report this all the lions for the storm drainage repairs are in we're estimating those now we should have that estimate before your next meeting and I can bring that fourth and as well as a schedule also to the plans for the call repairs art still in process there was just a lot more they had to get done to put everything into one set of plans so they're not behind don't be behind if they don't get them to me sing and I'm on everyday about that so I'm expecting them literally any day now and once we get both those sets in will start to evaluate both to Seth and get them out for bid right away so we can get this work scheduled for give as soon as possible any questions any question ladies thank you. Thank you so wise item bssc capital projects to John and Ben good evening sir Anderson Madam cheerleading gentleman's board thank you so much for allowing us destroyed how to update you on all the progress was what we've been doing last months it's been an exciting months I think the most exciting thing was for us to be able to knock down a wall at West Hardeeville with some board members and dr. Anderson it was a it was an amazing time and I'm so glad that I got the opportunity along with the team to actually have that process just so you all know I'll stay on West Hardeeville worry about 50% complete already we're ahead of schedule and we're actually going to right on to B Street on the 24th of this month and we're going to start mobilizing their do both those projects are going along very smoothly and ahead of schedule I'll jump right into jkap and I I sent you all that presentation we've got some beautiful pictures of the receipt it we've got some training set up for the field maintenance on the 24th the contractor will be back we're going to meet with the athletic coach the staff from the high school and also the maintenance team and we're going to go over how we maintained it take care of it so it's a good thing that's happening just so you know they started pouring the asphalt for the track base they put it down the week before Christmas the plant shutdown during Christmas and when they open back up after Christmas plant broke and we had to put off our asphalt for a week so as of Monday next week the track will be complete with the asphalt and then we'll be ready to put the synthetic substance on top 10 cures the jump the Jumbotron drop the welding was sort of expected and now the actual the actual screen is up mister Shelton's got some work to do as far as programming and and getting fired up but that's that's well under way it's pretty much ready for the the gravels been done the compressions been done the grading is going on right now I think you you be able to see they poured the concrete in front of the school where is it where the visitors parking lots going to be and I would expect to have hopefully within the next three weeks we still have our OSF substantial completion meeting scheduled for February 28th and we're pushing hard for that date will keep the board updated if there's any changes but really we don't really expect that many from right now the survey back for Hardeeville Middle School and 7th Avenue we will have the sure be back for the high school and we're looking for that in a few weeks once we get that survey back we're going to be able to see and be arranged with the potential baseball field softball field tennis courts and the rest of that campus is as far as the master plan and that will be coming to A and very soon too I think I jumped right on through my and heard anyone have any questions any questions comments I'm going to be back and I'd like to schedule another walk with the team if we could maybe at the end of the month give everybody a shout out for those who would like to take a stroll with dr. I don't have a lot to say didn't have a report this month because we were out for the break but I we will certainly resume that in February will get some dates for me from Doctor I'll read in regards to preparation and I'll send those out to you all I would ask and I'll send an email to you I'm for the February for the January board work session we would probably need to look at changing that adjusting that date to fit the schedule doctor already so that we can train everyone at the appropriate time but I will send that to you for your approval and I want to wish each of you a happy board appreciation month thank you for all that you do for our district for our students and for our staff in this community we certainly did you guys feed and we wish you well in your endeavors as you continue to serve in your realm as a leader as an elected official thank you again for what you do and I want to send a Kudos and a shout out to all of our schools for supporting our request to support I board member as you always come through we appreciate you thank you might start to understand and the schools for knowledge minute recognition of appreciating the board board appreciation month a week yes yes Miss Mitchell I personally would like to you to take my thank yous to the school for what they've done even though it was the question you they didn't have to do it and it didn't have to do it at the grandstand that they did so from me I want you to just tell him I said thank you very much and I truly appreciate what they've done yes ma'am anyone else sayings to workout BFF thank you if Brazilian green thank you everyone really appreciate it wizard games yes thank you Miss Madame Cherry dr. I miss green mask mandate has been kickstand for 30 additional days in reference to a policy bdh public participation couple of board members have addressed contact the chair regards to 1T to allow the public attendance to be reinstated back on the agenda and if for your information in your minutes in your the minutes and the agenda I was included to show that the board voted due to covid 2 to adjust the the policy regarding the public participation so if it is the pleasure of the board at this time that they would like to have public participation placed back on the agenda we would certainly take that a motion for your in that manner or if you would like to keep as is so this is a discussion now open to you to discuss as to what is your pleasure we are virtual is it anyway possible that can have the public to send in their questions or comments and at a reasonable time and then we respond back to them the policy states that they would have to give us ten days I need to State it send that information into the proper person which would be the Washington on this right now read this at this point the superintendent. take bath and then we would 10 days to send it in and we would hear their comment and then of course the board was if we choose to supply them an answer back in return but that that is. yes I would jog will we be reading the questions thank you the questions would be sent to us and a format where someone if it's a public information officer whoever is has getting those questions and they can they can certainly read those questions to ask in the board meeting and we can take that under consideration to come back with an answer okay but the policy are Lay's that out clearly I can make sure that if everyone does not have one that we can certainly send you a copy of it but it's on the website thank you madam I like to make a motion that we reinstate policy bedah public participation I said my Mochi manager then move by mastrena S by Miss Mitchell that we reinstate policy bedah public participation are there any question Madam chair is sterile with regards to the motion are we stating that the public is going to be able to participate live or are we going to State the motion based on our current reality but while the policy would state that on the policy states that actually we would have to we can post the policy which is already on our website if they go in and and and visit read the policy as it relates to public participation but we certainly and I am in that motion to state that they would have to send in that information if you can that would makes you more comfortable with except in this motion I believe our journey is there so she can let me help us if we have a question regarding that policy I believe that we should face on the cover of w understand the video ddh only deals with people who want an item added on to the agenda public participation and I'm going back here but vedh is Public public participation at meetings and and that deals with it and the way the policy is written it deals with people wanting someone is all in magenta correct deals with open for which is right with open up one more minute Vance that's the part that that I believe is up for discussion that public participation when they can come in and actually haven't if they have an issue they can have that disgust you know I don't have the policy open in front of me but I certainly can can open it but there's a form that they said I have to submit it within 10 days to the correct party in order to have their and send their item back in in 10 days is that correct and I'm not seeing that it's 10 days but but also let me make sure that I'm at the right part for you cuz I don't want to I don't want to say otherwise but I'm not saying I'm not seeing that it's 10 days in advance so what I can just kind of hurt Russian and thought purposes what I could tell you is that districts across the state who are having board meetings virtually are allowing people to send in their forms their questions by email or in person to be read and discuss or to call into the meetings you know through this virtual link as long as your virtual just like they would be at a board meeting so I guess I did not I'm not seeing that it says I'm not seeing any sentience so open forum I love you set it says open Forum the board May provide a specific. Of time for comments that works is that where you are expenses a group representing and then it says all persons who wish the comment during the open Forum. Wolfie stop the appropriate form which is bede the chair of the board will introduce the speaker and so so we're now going so how do we get to spend I think under policy bedah bedah r o o m b d h e public participation for I think the only thing is and you're absolutely correct we want to do it virtual still I do recall I'm sorry I do recall us having a 10-day for some reason maybe won't be with me by then came up with after the estate said it has to be a citizen list the subject list a group representing complete the form 15 minutes prior to the schedule meeting so we we need to really discuss this matter because we are reversible so they can't 15 minutes prior to the board meeting so we'll have to have that time so what it what is your recommendation here attorney anything that said 10 days and then again I'm just doing this right now so I didn't know this was the issues I'm not send anything that says 10 days in advance I could be missing something since I'm going through my phone is I'm sitting here with you but I see the same things you're the 15 minutes yet to submit a request on the agenda as an agenda item that's different but just to be on the agenda that's probably because the recommendation in regards to public participation for a virtual formant how do we allow 15 minutes based on policy or how do we do this I'm in my recommendation would go ahead and put teleportation public participation back on the agenda but then decide you don't have to decide how you're going to do that cuz if your dad would say we have the January mean today you're going to have the February meeting so what are you going to put out between there that says how do you do public participation do y'all have a work session between now and then or do you just let people in and you put out a notice that says sending your emails if you have a question okay this is kind of one of those two things either don't pass it now make the motion for you to have a group that comes back or or just say we're going to have polar biscuit at Nation at end of this is how we're going to do it send it to us okay so am I understanding you to say we need to table this review it and then come back and with the group whoever is God policy committee working on that to revise that policy as want to clearly understand you're like some amendments to talk about when were virtual cuz let's all be honest we're not going to not be virtual off and on for the foreseeable future I don't think you want to do something like that but you can also go ahead and say you know end in February we're going to have a boy meeting and we're going to have public participation and is going to be virtual and just sit in your emails you can do one or two two things or three things you don't think you can do some or not you can even put it off until next month or you can say we're really going to study this and bring forth a firm proposal in February but meanwhile far February board meeting we invite people to send us emails and I Miss Cheryl I do believe that we need to have something firm I agree with our attorney that this is not going away anytime soon but that in the interim people should be in change to email us with your questions or Mister Washington I totally agree and you know as we know the virus is continue to be a virus so we already a new bearing out so I believe that we should have a group to meet and come up to at least we visit this policy then we come back and add it to the agenda on February if that's an agreement with Miss Miss green who has her or her motion out that still pending that we if you would white suit you know I just started this Godly demotion and then we get together a group of three to five people three to four people and come up with some parameters around this policy I do feel like the policy need to be firm but we're not changing the policy for safe to say that it's going to be long-term so I feel as if we can have have them to email us I mean email us there question I do think that if they can email us at least 24 or 48 hours in advance to give us time to do the research and to all in case we need supporting information but at least put it back on the agenda to hear out our constituents to give them a boy but to say I don't I mean I think we should our policy is it clearly states but at the same time I think that we can allow them to send in the email because we're not changing the policy to say that is set this is one way will be I thought of amending it the right stuff listen to it and then you send it out to the staff as appropriate to look into and to respond to Crystal think it's a good idea for the public your constituents to be able to bring some your attention so you know typically do you have a Monday board meeting you got at least get the the email or the request for meeting Friday we're doing it virtual Friday but if not Monday I mean Yours Truly says 15 minutes in advance so don't be alarmed if you get the emails and that's what you read into the record because that doesn't mean you have to respond it means this is what the public is asking us and we're going to handle the way we do it even if we were in person which is we're going to get a question to board meeting and we're going to say doctor Anderson we got this question can you look in and handles worse so just kind of speed it the same as if you were in person what you would do exactly what just listen and refer to the appropriate person I'm just a lawyer I'm not on board member that is that would that would be my advice is to keep you kind of going forward okay alright so green can you amend the motion to state that the the questions would have to be received via email by Friday noon before the board meeting the second Monday of each month I like to amend the motion to have the public to send an email by Friday noon before our board meeting the second Monday of each month and that Miss Mitchell was Miss Mitchell second that motion so I'm going to just kind of go back and reinstate word are are stated I'm sorry mrs. Green's motion is that we reinstate policy bedah public participation to the public being able to email their questions to a Pacific address to the superintendent's office I will just say that and by 12:00 noon on Fridays before the second Monday of each month that motion was seconded by Daisy Mitchell we are no longer happy any questions I'm going to call for the vote Miss Green is Fraser Fitzgerald is Jeremiah this Mitchell yes it's Rawlins it's Riley I the eyes have it the motion carry public participation will be reinstated effective today all right so after your agenda you see that we have there are no future agenda items listed the announcements are numerous so as you go through you can read through them I would just like to point out that we have our annual convention that is in Hardy is that is in Hilton Head School Board Association South Carolina School Board Association February 17th the 20 get all new board members will be there on Thursday I think our two new board members have already taken back that this is a great conference and how did you register have the cognitive dates that are also their starting February 27th and if you bruise down you will see where I they are the virtual meetings will be for the board members as well there are several announcement on your agenda that a partner for you that you follow and if there is nothing else is there a need for us to come yes conference do you know what are the guidelines as far as CDC covid I got the brochure and it just said I guess we're doing the same thing that we're doing everywhere else in this Mitchell it didn't say pacifically was it going to be three hundred people like last year so I'm I'm going to stay where you're in 95 masks chill with you feel safer with that on washing hands stay your distance no hugging no touching you no this place has been a breakout sessions best breakup  in the classroom so Fredo distance and last year February now when we went to the conference in Charleston a couple maybe last month probably not as spaced out but you have to use your judgment I think as well as we did we practice very safe I think as a board board members we were we were very safe so but you know your comfort is most important so you'll have to make that decision because they have not stand any limits I don't think doctor Anderson did anybody staining limits to miss right I didn't see anything in the brochure Sports how many people were going to be in attendance but I can certainly ask and follow up okay thank you thank you thank you okay and I think yes at the Pawnee okay I can make for you if there is nothing else is there an e-file return back to Executive session now that you mention for us to register are we registering ourselves or is Miss Right registering us for his conference room numbers right registers you for all conferences have you asked her to register you for the conference if that were in that okay so she would have already taken care of yes yes I'm sorry yes she's everything is always registered through executive assistant that's right so she would take care of that so if there is nothing else we are making a record tonight we are going to ask for an adjournment at 7:50 por-15 are there any questions Mary nut all those in favor let it be known by I learned and you guys stay safe United night scare everyone good night thank you
