yes ma'am thank you you are broadcasting live you can start whenever you're ready thank you so much good evening ladies and gentlemen councilman welcome to the Jasper County Board of Education school board meeting that is virtual the date is Monday August 18th 2025 and the time is 6 pm we're going to have call to order so folks will know who's online Miss Gerald that's myself and uh Miss Mitchell Miss Mitchell's just respond please ma'am yes I'm here yes Miss bone uh part here miss Balden here Dr beer okay so we have a quorum of 5 people attending the meeting uh the media has been notified and um there may be a need for us to amend the agenda to include public participation unless they have a way to do so offline is that possible Mr Washington no ma'am okay and then there is isn't much we can do about that then if they can't access it do they have the link to the live broadcast Mr Washington yes ma'am I was posting online okay so then they do have access so we don't need to um do anything other than that I don't believe approval of the agenda please I would like to I would like to amend the agenda to add uh Canton uh for I don't know how to say it for uh recanting my vote but we haven't voted yet so this is a meeting that we're going to be voting in okay thank you you're welcome so I still need an approval of the agenda motion to approve the agenda move that we approve the agenda for today uh virtual meeting Monday August 18th thank you Miss golden has made a motion for us to approve the agenda for this meeting Monday August 18th need a second and Dr balliet second the will remain seated or standing for a moment of silence and now we need a motion to enter into executive session to discuss for the discussion of the State Board of Education Declaration of State education emergency under SC code section 59 d18 D1 1640 Madam chair yes for a motion yes ma'am we need a motion for us to go into executive session that we enter into executive session okay Dr balliet started before you missed Bing you probably didn't hear him he made that motion so now we need a second second so Dr B made a for us to enter into executive session for this discussion of the State Board of Education Declaration of state of education emergency under SC code section 59-8 1640 and Dr um and miss Ben Bell said second Miss Mitchell um before we go Miss Frasier just said she's on but she you can't hear her oh okay um thank you for telling me that can you hear her Miss Mitchell know wow Mr Washington or Mr Shelton can you see if you can assist Miss Frasier please sir gentlemen did you hear me ma'am I've invited her to the meeting I don't know what else to do okay thank you for assisting minority so all in favor I'm going to do the vote at the end because I don't remember if we counted all in favor say I I closed eyes have it we're going to exit this session I know it's inappropriate but before we go into executive session on and she can't be heard can um Can somebody just call called her was Bonaparte can you call her and she can hear we can hear her responses on this terms on on this team what got you don't it don't have a knot on your on your phone can you call her on your phone and then turn they leave your phone on she can hear and we can hear her yeah um it it won't let you do that on this app I'm on the app on your phone on your phone yeah I'm tell me it's the same number that he called before I sent him the link and you if I don't have it so dialing by phone it's in the same message that I sent in Mr Washington is there any way for you to send that dial in number to Mr Moyes sir it's in the same text message we'll send it over in the email again but he already has it in his email no he's not in the email can you tell me the number and I shared what I had that was texting me to um Ted and um Miss Frasier I don't know if they got it okay yeah because your never come through on my on my text messages they never come through okay well my phone it said I sent it to you yeah I believe it sent it but it just hadn't come through yet I'm terribly sorry don't be baby quick father help me he will not y'all heard that yes I do so I'll be his Audible for tonight we not we not audible to the to the public are we not yet are we I think so oh once you go into General Session it's I'm just waiting for the rest of the folks to show up Madam attendance on Bones 2270162 and 2636984 okay those all numbers I don't know who phone numbers they are they're just listed on the their attendees they're they're on I don't know who they are and that has to Miss Riley and Miss Frasier then you sure are there are the district numbers no like we just talked about that okay they're listed under the attendees at the bottom they're watching events and I don't know either 1 of the numbers by heart so I can't help you well we said I called the numbers up before and they said who they were so um you did you tried to get Miss Frasier Thomas Reilly I got Dr ballet on the phone so I can't dial someone else at this point I can get another phone but I don't want to get up to do that try to send a message can you hear me yes ma'am that's Mia no it won't let me do it that way either because I was talking to her I like a merger and like that but it won't let me do oh no no no no you can't merge her with this you know okay oh s*** well anywho and Miss Riley not on either no my husband's ringing sack I can't do anything about that either there's not 1 of them calling you or they don't have your house number though no Madam chair yes sir I don't know if it's thing or just mine I tried and tried and tried and have a look and then I went all the way out and when the next time I went to come back in you know I went down and got the number with the number of the meeting behind it and before I mean I tried everything trying to get that wouldn't let me in so he might have to back out all the way and then come back in hey y'all that was me trying to add Ted and Frederick in through the app and I end up having to go all the way out and come back in correct yeah so I I tried to add them but I couldn't get them in you can't do that it won't work yeah I can't get a message not presenters so that won't happen yeah I tried though no problem appreciate that see give me a second let me get my other phone see if I can help I'll be right Riley's here miss Riley how did you get on that try to help Miss Frasier Paul has been forwarded to an automated voice messaging system well she can't hear so miss Riley I don't know if you can hear me or not but there's a little microphone at the bottom of the screen it might be muted so you have to hit that microphone and it'll be where you can talk to us yeah I just on mute can you hear me yep yes ma'am I just went on out and then I hit join know the meeting and that's what I did but before I was on listening to you all but y'all couldn't hear me I'm seeing too with me for some reason be quiet Randy don't you say another word I'm not sure what happened to Ted but I'm going to turn my call back on because I was on every home you're going to do what I said I was on my way home and so my vehicle so I'm turning my car on to get some more are okay let's start out there right now it is okay Ted I've got you on speaker phone so everybody can hear you could get on I heard all of that yeah I've got you on speakerphone okay okay thank you someone has the motion so we need a motion to come out of executive session to enter into General Session to move Madam chair addictive and it's a regular session okay second missed it made the motion I'll second the motion but I got a question okay that's all Mr Wharton second the motion for us to come out of executive session and enter into General Session all in favor say I I I opposed nay the eyes the eyes have it start much time for him to stop over his question no Miss Fraser she is she online now I'm not sure no she's still in the bottom okay let's give her 1 1 second take dog belly I sent the motion to several people in the email that we need for the meeting taser I'm not sure if he's going to make it you can wait a couple minutes here it's blown apart she's still online but yes she yes I think okay yeah I'm trying to call Miss Frasier off this other phone okay good I want to give everyone an opportunity to vote so it waits second can y'all hear misc razor Miss can you hear them I don't hear anybody now okay we can hear you miss Fraser okay thank you all right so do we have a motion coming out of executive session yes Madam chair related to the board action taken at its August 11 2025 called meeting and to extension circumstances that confirmed previously named cannot represent the board due to a conflict I move that the board retain The Firm Adams and Reese to handle appeal of the state of Education approval of state of emergency declaration as previously approved by the board okay do we have a second second and more had read emotion for us to um obtain the services of the attorney at stated in the motion and this golden second motion is there a need for discussion are we going to uh have an auditory vote all in favor say I I I I let me do the roll call because I don't know if we can tell who's voting um Mr my I heard you say I yes I miss Bolden I it's Bolden said I miss Mitchell come back to me that's fine Mr Horton Nae uh Miss Riley Miss Riley did you hear me ma'am I can't hear her thumbs up if your eye and thumbs down is your name okay Ronnie said name oh Dr balot no did you say yes Mitchell I said yes Miss Mitchell okay now Miss Mitchell and I'm saying this for my constituent who might be listening because I want to get this right Mitchell and in the beginning uh I told my constituent I told the board that I don't think the state taking over is the right move to take that that's not the right word to take however there are persons who seem to feel that this is the right thing in the in the school buildings and the community feel that this is the right thing to do so I want them to know all who are listening and for any media that may have their if this is what they want then I won't stop it but to go on the record to I don't feel it's the best for our district if this is what they want I'll give it to them but I truly think this is not they're losing their power they're losing their voice they're losing their vote but it's they want then I'm going to let them have it take the monkey off my back so I'm going to vote nay okay and I want this I want this to be noted in any any correspondence for the media I want all that noted as for I've put you down as a no miss me too and please have my reasons why I could go to the media well it's it's being reported so the media will have your reason and I am voting yes because people voted me in to be a school board trustee to represent them and their families and I've had numerous people contact me to say don't give up right to be in control of our own School District numerous and this came after the I 95 publication publication that they saw in the TV of a line of people digging shovels into the ground and not 1 of us was recommend represented there and that is what they are the most concerned about okay so we have 1 2 345 Miss Mitchell says no correct Mr Horton says no is Rally says no Dr balliet said no Miss Bonaparte said no that's 5 and this Frasier said no that's 6 so the motion passes not to go to the administrative law that's what the vote says is Daryl voted yes Mr my voted yes Miss Balden vote voted yes hey Jared yes Mr muy second did did we just vote not to go to administrative Court not to hire the attorney we it was both Miss Mitchell was both okay well say say both you just stated 1 ma'am the motion failed the motion failed yes that's it okay and we are joining this meeting at this time take care everyone it was been a pleasure serving with all of you I have a wonderful evening
