good morning everyone Welcome to our first um Federal programs planning meeting for stakeholders for the 2425 school year as plan to prepare for the 2526 school year my name is Dr Eugene Bellamy Jr and I currently serve as the interim director Federal programs and a math specialist for Jasper County School District thank you for joining us this morning as we share some Vital Information uh please message your family and friends to join us this morning or for our 5 oclock session both links can be found on our district does she have any questions please add your name to the comments with the attendant for attendance purposes and I will add that if there's any information that you would like uh personally or for us to get to you um or questions that you don't feel a fully responded to when you would like us to contact you personally please feel free to leave your number and email address as well so that we can follow up with you after our time together our agenda for today part 1 um is a quick welcome and purpose we're going to go over the uh Essa Act of 1965 which is and how it relates to every student succeed 8 of 2015 go over all of our federal programs Title 1 title 2 title 3 um and title 3 immigrant will be handled by Miss Dawn they are coordinator of esol and GT programs as well as our title 3 FAQ then we'll hit title for and Title 5 um if you have questions again you can drop them in um and I'll give you the contact information for our office of federal programs and then we're going to go into phase 2 which is the strategic planning sic information and talk about how all all of these things are tied together for our district so first the elementary and secondary Education Act of 1965 and every student succeeds Act of 2015 is The Guiding Light for us in terms of federal programs um um it is it creates a long-term commitment to equal opportunity for all students it includes the following Provisions that help to ensure success for students and schools um it advances Equity by upholding critical protections for America's disadvantage and high needs students requires that all students be taught to high academic standards that will prepare them to succeed in college and careers ensures Educators families students and communities receive annual Statewide assessment information that is vital to measuring students progress toward high standards help support Innovative approaches including evidence-based strategies and interventions and maintains an expectation of accountability and action to impact positive change in South Carolina schools those programs um there are a total of 9 of them for the purposes of this meeting um as I stated we have had a 1 part a title 2 part a title 3 part A and this year we were also fortunate to have title 3 immigrant again which Mayo will talk about title 4 part A and Title 5 part B each Grant is accessible to a school district for a period of 27 months and 1 determining a liability cost must be necessary allocable reasonable consistent with the state and local policies supplemental and add adequately documented so practical questions that we consider before we make any decisions is does the school district really need this item this program this resource this professional development is the expense targeted towards a valid administrative and or programmatic need that's the school district have a capacity to use what is I purchase is the cost considered a fair rate and if asked to defend the purchase will the school district be able to do so 1 part A this is our largest uh pool of funding it is to help local school districts improve uh teaching and learning and high-poverty schools and help children failing or at risk of failing meet challenging State academic standards the purpose of accomplished by such efforts as follows providing an enriched and accelerated education program promoting schoolwide reform through schoolwide programs or through additional services that increase the amount and quality of instructional time significantly upgrading the quality of instruction by providing staff and participating skills schools with substantial opportunities for professional development and affording parents meaningful opportunities to participate in the education of their child at home and at school there are 3 fiscal requirements uh for our Title 1 plan and that is supplement not supplant and that is we are paying for things in addition to the level of services that will be provided in the absence of the funds which means if we can pay for or something is paid for out of General funds it is to supplement that it is not to be the primary funding source for the particular resource of tool we look at comparability um that is state and local funding of Tolerance school is at least equivalent to the fund provided to non-title 1 schools and so there is a rank system for uh the levels of poverty for each of our schools and we compare that each year and then the maintenance of effort the state and School District are maintaining the current level of state and local financial support for education from year to year and so we must meet all 3 of those requirements in order to proceed with spending the funds that have been uh sent to our district the allocations we can do District set aides and that is funds that are spent from the district level to support our schools and as well as uh provide professional development for administrators teachers and District staff private school allocations we do have some of our private schools who participate in these funds as well um and then schoolwide allocations each of our schools receive a specific amount of money however when we submit it to the state department it is 1 applicants and the district set aside for district set aides it is required that 1% of those funds um are reserved for parent and family engagement if the current allocation is 500,000 or more 90% of the 1% for parent involvement must be allocated to the title 1 schools and so all of our schools currently are Title 1 schools and so those funds are allocated for parent and family engagement and we are working uh to end this year strong and that area as well provide systems uh protocols uh and procedures next year to strengthen our parent and family engagement and then for homeless District must set aside funds for homeless students no predetermined percentage is required so it is at uh the behest of the district on how much they set aside for our homeless students examples of non-required District set aside activities is Leah Administration which is using fund uh use uh for funding administrative staff supplies equipment travel Etc at the district level for Title 1 administrative purposes um other summer school preschool programs additional professional development School Improvement Foster Care Transportation Etc set aside for the purchase of supplies and Technology with being tied to an allowable activity program or intervention are not allowable districts are strong strongly urged to place bulk supplies and technology in school wide plans and so often times when you hear about uh the purchase of a lot of Technology if it's not coming directly from from my technology budget our principals and the school teams will determine um the needs of that building and purchase those technology supplies and so these other things the LA Administration and other are things that you will see um an hour Title 1 plan um but they are not necessarily a requirement as the other things are that we mentioned previously so for 2025 um the title 1 part a budget was 1,917,259.36 the total distributed to our schools was 1,148,554 um and the district set aside that would leave 768 7705 0366 from which 14454030 Cent were distributed to the private schools Legacy Christian Academy Thomas Haywood Academy and John Paul uh the second Catholic um and then indirect cost which is cost that can come back to our district was at 25731752 and so the activities that we placed in the budget were for parent and family engagement support for only students partial salaries and matching um for our director of academic intervention um professional development expenses for meetings and administrative supplies and technology equipment for 2026 our preliminary allocation will not be made available to us until May um however we are looking at potentially adding parent and family engagement back to the plan uh support for homeless students will remain uh part salaries and matching benefits we do have have that position there but there may be other positions that we add um as well professional development and travel expenses for out of district meetings administrative supplies again if the private schools request those fundings having that uh set aside for them their allocation and then the indirect cost none of these activities can happen unless they are approved by the State Department of Education and so a part of this session are part of this time is that we're sharing with you what we have done this year well some of things we plan to do next year and we're asking for your feedback and your Insight um on things that you would like to see us do as a district so that we can consider that as we're developing our fiscal 2026 uh plans are there any comments concerns and our questions about Title 1 Mr Washington do we have anything no no sir there are new comment in the chat okay awesome I'll keep pushing all right title 2 um improving educator quality state grants originally authorizes Eisenhower professional development in the class size reduction programs under the esa Act of 1965 was in 2015 by the every student succeeds Act while Essa was authorized in December 2015 the Consolidated Appropriations Act 2016 extended the date by which certain parts of the ACT would be effective um this particular Grant focuses on improving teacher quality across our district for title 2 um the purpose is to increase student achievement um because consistent with challenging State academic standards in that ties to increasing teacher quality as well as administrative quality um which we see in the second uh bullet improve the quality and effect to the principles and increase the number of teachers and principals who are effective in improving student academic and schools and providing low-income and minority students greater access to effective teachers and principals so you hear a lot of effective um high quality principals and teachers for this particular Grant we have to look at what is necessary and reasonable reasonable means call should not exceed that which will be incurred by a prudent person under similar circumstances should be in the school district's plan reflect Sound business practices and reflect market prices for comparable goods and services for the geographical area again we talked about that supplement not supplant it should be used to supplement the educational activities um pay for activities that in the absence of the funds will be uh provided with state and local funds uh it may be used to fund only the PD activities that supplement those mandated locally or by the state and can supplement those discretionary PD activities at the school district what fun in the absence of other local Interstate funding and the following instances it is presumed that supplanting has occurred if the school district use federal funds to provide services that will require under federal state or local law and the school district use federal funds to provide services that will provide with non-federal funds and the prior year so we are looking at all of that before we make these decisions and again these plans are approved by our state department so if there are any questions about the type of spending if there are any questions about whether or not we are on the border of supplanting those questions will be directed to our office and we will have to respond in writing that we've addressed the issues before the plans are approved allowable uses of title 2 initiative to to recruit and retain highly effective teachers professional development to increase teacher knowledge and improve instruction in the classroom professional development to improve the quality of instructional leadership teams principals and other school leaders multiple career paths and teacher advancement in initiatives not allowable expenses are full General substitute teachers instructional materials evaluate the training because of the planting issue map testing and other Benchmark testing technology and Equipment recruitment giveaway case um with District logo on it we can purchase recruitment but they cannot have the district logo for this year we received 180,570.99 and our total allocation 13,130,067 and 67% of that went to Thomas Haywood Academy and John Paul the second Catholic School um the following activities were included stipend and matching benefits for teacher mentoring program liaison and mentors consultant serving as mentors for principles during the school year Frontline software program and stif and matching benefits for continuous math curriculum uh project uh that will go through June 2025 for next year again that allocation will be made available in May and we're looking at continuing um some of those those things going into next year um I I do have on here um but should note that the usage of Consultants will be limited next year so that's 1 of the areas where we will see um a change in our plan you will not see as many consultants listed out in our plan um but we um our prayerful that uh with the training that our current leaders are undergoing with the current Consultants that we have we would have built their capacity so that they can continue to lead the charge with the PD that is needed for our staff and our principles comments concerns and our questions about title 2 right I'm going to keep pushing and at this time I am going to turn it over to Mr so that she can talk to you about title 3 hi good morning thank you Dr Bellamy um okay as Dr Bellamy has introduced I am the district title 3 um multilingual and gifted and talented coordinator so I'm going to dive in a little bit about the title 3 part a um our funds for our multilingual Learners and our funds for our um immigrant students as well so basically what we're looking at is the ones that are um allotted for our identified multilingual learners for basic language instruction that is very specific to providing service models and language instruction for um English proficiency so title 3 is responsible for the oversight of language instruction for our multilingual Learners identify through their home language survey as well as immigrant students identified in the enrollment um in the enrollment and registration process this is accomplished by administering Grant programs that help children develop Proficiency in English and Achieve grade level content standards so the recommending policies and promoting best practices for me meeting the needs of MLS and immigrant students it is strengthening in collaboration and coordination among federal state and local programs serving multilingual and immigrant students monitoring our funded programs and providing technical assistance that addresses outcomes and accountability thank you um we identify our students as immigrants they must be aged 3 through 21 to be provided Services they were not born in any state so that would include our Puerto Rico this would include our US territories as well so in DC they have not attended 1 or more schools in any 1 or more States for more than 3 full academic years and this is an accumulative basis so it doesn't have to be consecutive so allowable uses for our um title 3 part A immigrant funds is family liter and parents and Family Outreach training activities that are designed to assist parents and families to become active participants in the education of their children the Recruitment and support of personnel including teachers pair professionals who have been specifically trained or are in the process of trained to provide services to Immigrant Children and Youth the provision of tutorials mentoring and academic or career counseling for immigrant Children and Youth and the identification development and acquisition of curriculum materials educational software and Technology to be used in the program thank you so this includes as well basic instruction services that are directly attributable to the presence of immigrant Children and Youth in the a including the payment of cost providing additional classroom supplies cost of Transportation or such other costs as directly attributable to such additional basic instructional services for immigrant students other instruction services that are designed trying to assist immigrant Children and Youth to achieve an elementary and secondary schools in the US such as programs of introduction to the educational system and Civics education the activities coordinated with Community Based organizations institutions of higher education private sector entities or other entities with expertise in working with immigrants to assist parents and families of immigrant Children and Youth by offering comprehensive Community Services so we have to also identify our multilingual our multilingual Learners and what that looks like so as discussed earlier they must be between the ages of 3 and 21 and on their home language surveys when families come in and enroll or register another language other than English has to be identified and that is identified on the home language survey then there is a screening process our students go through that provides a qualifying score with their English Proficiency in order for them to be placed into services so there is a triangle of allowable uses that is provided to us um with the Federal Grant and allowable through the state of South Carolina so 1 thing we have to provide our language instruction educational program so what is that curriculum look like professional development for um general education teachers very specific to multilingual Learners as well as the multilingual um program specialist so our ml teachers and then the parent and family engagement piece so the total allocation that we received or the title 3 received for fiscal year 25 is 105,771.91 the following activities were already approved through the state of South Carolina and include the sheltered instruction observational protocol or the scop training for all general education teachers to provide specific language objective strategies for their ml students in their core content classes the ml teachers attend the annual SC tesol conference we use elevation for individualized language acquisition plans and the strategies toolbox for general education teachers the curriculum resources that are provided by weda standards framework and the curriculum and resources from Continental Press to include teams finish light and new markets parent engagement resources for well-being and language acquisition support are provided to parents so the purchase program that we have for the esol program and our ml teachers and ml students is as discussed before the elevation program and this is how we go through the identification Pro uh process to provide language plans for our students as well as the state um provided the uh esol endorsement through elevation teachers can choose to opt in or not opted in but it is provided to them to receive uh credit hours towards their certification and to become esol endorsed the Sia training sheltered instruction observational program we are beginning our fourth cohort which will run from June 9th to June 13th uh for 30 new staff at this time we have 84 staff that are certified the plan is to move to onboarding so once all staff that are currently employed at Jasper County School District are scop certified that will that will then be moved to onboarding for all new staff coming on to Jasper County our curriculum material that were purchased that followed the weed of Standards framework and align with our South Carolina College and Career Readiness standards and this is just a basic rundown visual of what that triangle of allowable uses looks like um our funding is provided by the 180 800 day Counts from 2024 when that was pulled that included 1,218 identified multilingual students and today's count for April 2025 includes 1399 identified multilingual learner students so that roughly comes out to be um around 87 dollars per identified multilingual students that is broken down with the process from the state so what that looks like as discussed before the 3 the 3 areas of the tears that have to be covered other professional development for the teacher the curriculum instruction for the students and the parent engagement for our community so our title 3 part 8 immigrant funds is a separate bucket of funds that we receive when we meet the threshold of percentage of immigrants through our power school enrollment so we did receive funds again for fiscal year 25 as well as last year for fiscal year 24 that is broken down by having the parenting room for professional development offered for parents the student ambassador program which went live is a new initiative this year and will continue on to next year quarterly meetings for immigrant families resources and materials for parents to take home and newcomer kits and literacy support so when this is broken down for our next fiscal year 25 These funds that we just received um actually have not been dropped yet we're waiting for the state to drop those so that we can put that into um The Narrative as Dr Bellamy was discussing before we have to go through the approval process but for fiscal year 25 that has not been dropped for the Immigrant funds so this allocation is bought is on the number of immigrant students that are identified correctly in power school so the school district must experience a 10% enrollment increase of students not born in the United States and have not attended any US schools for more than 3 full academic cumulative years so we go back to 2 years and they pull that percentage difference so in 2022 to the school year 2223 Jasper County School District accounted for 181 identified M immigrant students and then in 2324 we counted for 327 identified immigrant students so for the current school year and the approval of the fiscal year 25 immigrant funds we identified 584 immigrant students so because of that increase we will be receiving more money than we did last year so we have to use this part of money very specifically for immigrant families so the parent professional development that is going to be offered for our parents starting in the fall is quarterly professional development to offer either self-care reading strategies writing strategies vocabulary acquisition the well-being of the child math strategies and much more to choose from the total allocation that we have received from the state is 26,825 .79 so the following activities that will be included as we're discussed on the last slide is an improved vendor will be coming in to provide that professional development to our families quarterly and then the ml team and the parent liaison will be coming behind that to make sure we're providing ongoing coaching and follow through from those quarterly meetings as well as the student ambassador statements that provide mentoring tutoring touring of the school and a check-in process to newcomer students we had 8 students provide the service this year at the Hardeeville campus and we're looking to expand that to both campuses next year so the new initiative that will be coming in um and the continuation of other initiatives for the Immigrant funds is that quarterly professional development this will work very specifically with parents on technology use of Parent Portal understanding the attendance policies truancy and withdrawal process their immigrant rights um cultural celebrations health and nutrition awareness where our food bank locations are where our health um care locations are are accessed for L's assessment information our end of course and State Testing information situation information process and then of course our parents will be receiving literacy kits bilingual dictionaries phenomic awareness and writing tools the continued initiatives from 2024 the 2025 will be continuing with the international club with students and the student ambassador program which has broken down here which students must meet this predetermined criteria in order to be a student ambassador so these students must be a multilingual students with an English proficiency level 3.0 or higher on good standing with their classes they have a GPA of 2.8 or higher and they have no identified behavioral problems these students were directly with new students transfer students and newcomer students also identified as multilingual and fall below an English proficiency level of 2.0 newcomer material kits are provided to these students and the ambassadors will be working with new students outside of their normal class attendance time and they will receive the statement and community service hours towards the graduation at the end of their school year each campus is has a goal to have about 4 ml students serving in grades 7 through 8 and 9 through 12 um looking forward to the fiscal year 26 we usually don't get title 3 doesn't drop until later than the other titles as Dr Bellamy was discussing those drop dates um we for title 3 part A to be dropped um early fall September um October and then if we do receive because of increase again for 26 we will look for that to be dropping um around this time again for you looking for early spring February March Time and I think that is all for title 3 part A and immigrant does anybody have any questions for title 3 yes ma'am there were a few questions from Facebook um and I'll read them to you um the first question is what percentage of our students are directly served by the title 3 Program you answered the first question um which was how many student how many ml students we have it's over 60% um 1300 or so students but what percentage of those students are directly served by the title 3 Program so you have a group of students who are receiving service models and then you have a group of students who are considered monitored um the monitored students do not receive direct service a direct service model what they do receive is a progress monitoring quarterly so during our quarter 1 quarter 2 quarter 3 um we do progress monitoring with the gened teachers so out of the 12 19 you're removing um 143 students that are monitored so just taking those that that amount students so we're looking at a total of percentage wise it's still the same 58% are being served yeah 1100 or so yes um how how is that current plan working in your opinion current plan regarding um the working with the um ml students and um moving them forward that's the question from Facebook um this year we have had um the correct ratio of teachers that has been providing service models um however some of our our ml student ml teachers have been in assisting with regular gened classes um so we have been stretched a little bit regarding providing Services um the ratio that is approved by the state is 60 to 1 so 60 ml students to 1 ml teacher um right now go ahead that that leads to the the next question from Facebook is um how many ml teachers does the district have now so that's what I was going to cover perfect so you're looking at um at both partyville Elementary and region Elementary um each of them have 3 multilingual teachers um to provide services to kindergarten through fifth grade at Ridgeland secondary there is 1 ml teacher for umm 9 through 12 and 2 ml teachers for 6 through 8 Hardeeville junior senior provides um Services a little bit differently but um very effectively if you will in grades 6 through 8 there are certified ELA teachers that cover reading intervention strategies for newcomer students only so grades 6 7th and 8th are all provided services at a class period so they all have their own person providing that service 9 through 12 is a little bit different they have their ml teacher that provides pullout Services as well as um their ELA teachers providing reading strategies but it's not the same it's just pull out services so the total ml certified teachers we have 12 districtwide what do the student ambassadors do student ambassadors um have a very specific job and of course they were identified last summer and how they would provide services so we have a high influx of newcomer students that come weekly whether they're coming from um and when I say newcomer I mean less than 3 years so even though they're transferring from another um District close to us they're still considered a newcomer student if they've only been with us for Less Than 3 years so their job is to welcome the student in to introduce them to their teachers to tour them around the school to show them where things like the cafeteria is who they need to talk to for laptops um they do a check-in checkout process with me where there is a form that must be completed that says like how are they doing in classes where do they need help where are the struggles might be um and then there are kits that are provided um that are purchased through title 3 immigrant funds are provided to those little ambassadors the ambassadors deliver them to the students I bet that is amazing for students who don't know anyone here and you know I've been a new student and I speak English and it's terrifying so I imagine that helps a bunch it does last question um what does progress monitor ing look like progress monitoring is done directly through elevation and it is a forms cycle that is um created by me and elevation and it pulls all of our monitored students that are still monitored and not exit so for 4 years we have to monitor our students to make sure there's not a lapse in language acquisition so our goal what we do is I send out the forms to the general education teachers and I usually Target Ela and math and those teachers fill out form and make sure they're progressing at a normal rate they are doing well um there's nothing holding them back and there's no extreme behavior problems so once those forms get returned to me if there's any red flags the team and I discussed those students and then we would reach out to the Jenna teacher as well that is done quarterly um we do have a question in our Q&A Miss there um just general our kindergarten students being served in our program kindergarten s uh students are fully immersed so they are not getting pulled out this year that's a great question so um in discussing with the state idea um at our title 3 conference is over the last year and a half we had decided to keep kindergarten students where they're at they are 5 they are integrating with students with both languages English and Spanish so the only check in uh push in they receive is on Fridays with the kindergarten ml teacher just to make sure that there is not extreme issues in a red flags going on with language that is all the questions I have the questions thank you Dr Bellamy you're muted thank you Mr steyer let me see if I can go back okay again title 4 part a um this was introduced in fiscal year 2018 18 in the state of South Carolina These funds can only be used to supplement educational program activities and districts may not use these funds for activities that would otherwise be paid for with state and local funding the purpose of these funds is known as student support and academic enrichment it is intended to improve student academic capacity of State educational agencies local educational agency School and local communities to provide students with access to a well-rounded education and proof School conditions for student learning and improve the use of technology in order to improve academic achievement and digital literacy for all students the well-rounded component has to be at least 20% safe and healthy has to be at least 20% in technology can be no more than 60% school districts may not spend more than 15% on funding in this area on devices equipment software applications platform digital construction resources and our other 1-time technology related purchases so we can get 1-time purchases but it cannot exceed 15% of this fund allowable uses of the fund under these 3 areas are listed I will not uh read those um out loud um are in depth um because of how we we use these funds in our district which leads us to this slide where these funds are transferable title 4 funds can be referred into other Essa programs so that's either Title 1 Title 5 and typically it's transferred into Title 5 as not because Title 1 is already a large pool of funds that has some specific guidelines around when those funds have to spent um the transfer funds become subject to all rules and regulations for the new Grant um South Carolina department of education program manager must be notified in writing about about the intent to transfer the funds um and it can be transfer into any of the other 4 programs for our County we actually do this process and we transfer all title 4 funds into Title 5 which provide the greatest flexibility with designating how the funds will be spent for this year we had 160602003 of which 5,356 uh 5356 and 23 Cent went to John Paul the second Catholic School in Thomas Haywood Academy um and the activity that we included were Saturday school programs dual enrollment programs and there were some adjustments made uh to those plans um throughout the year for 26 we will not have the allocation until May um again we do see some language about Consultants we leave that there in case there is an absolute need for it but we'll we'll see um a decrease in the number of Consultants that our district will be using uh in the years to come mental health contractual services uh Saturday school program we'll look at getting that back up and running fully functionally as well as potentially early bird Academy um for our schools as well and then of course we have to keep the funds there in case the private schools request those funds but we have any comments questions about title 4 right hearing none we're going to jump on to Title 5 the purpose out of 5 I still address the unique needs of rural school districts that frequently like the personnel and resources needed to compete effectively for federal competitive grants and who receive formula grant allocations in 2 small amounts to be effective in meeting their intended purposes the grant is non-competitive and eligibility is determined by Statute awards are issued annually to State education agencies which make sub-grants to local education agencies or school districts that meet the requirements again you see supplement not supplant These funds can only be used to supplement programs um and I mean school districts may not use Title 5 to pay for activities that would be provided with state and local funds the allowability guidelines is Grant funds awarded to school districts under this subpart can be used for the for any of the following activity unauthorized under title 2 Title 1 title 2 title 3 or title 4 as well as parent involvement activities so in Title 5 can be used for anything um that is granted under all of the other um grants allowable uses for Title 5 um from Title 1 part a is that we can look at signing bonuses professional development p and family engagement activities uh supplies with instructional art technology wise um software licenses field trips before and after school programs parent liaison uh for title 2 teacher Mentor stifen professional development contracted services with consultants and leadership development program expenses and then from title 3 e certification classes parent and family engagement activities professional development for teachers of el students apparently aans again this year we were given 11752446 for t for Title 5 uh we had some contractual services within the plan as well as again support for Saturday school program with some modifications being made throughout the year we do not know at this time um what the preliminary allocations will be typically that comes out in mid July um or August uh early uh early default and so we'll be looking for the allocation for next school year um and we will um consider mental health contractual services and Saturday school programs as the primary Folk out for that plan next year comments concerns or questions about Title 5 all right so if there's feedback as I said at the beginning um you would like a copy of slides you can email me at Eugene Bell me meetings and developing the plans for the 26th school year um we will have a deadline for those surveys for Friday May 16th 2024 and I want to thank you for your time and attention for this particular component of our session for our office again I'm serving as interim director we have Miss Rhonda Robinson as our federal programs consultant Miss Dante is the coordinator of ML and GT programs as well as our title 3 faculty Miss Linda brownley is our programming manager and Miss Phoenicia green is our administrative specialist and our correct her uh email um Miss Wright used to be our administrative specialist but that changed so that's an oversight on my part but I'll correct that emails so that if you have any information that you need for any of us you'll be able to contact us and so now quickly we're going to jump into phase 2 which talks about our district strategic plan um and we have the conduct this information session and provide this information annually want to kind of uh do a quick run through of this information to give you insights on how we come up with our strategic plan and understanding that the items that we put in our strategic plan we fund this plan through our grants as well as state and local funding um so I'm just going to Jump Right In we're going to do an overview of our strategic plan and where you can find it on our website as well as the connection to our school renewal plans or overview of school Improvement councils and then make the connections so the journey with me and Jasper we are constantly traveling 2 Rhodes at the same time at all times the road of achievement and the world of growth and we must successfully travel both roads to achieve our goals so for our strategic plan you'll be able to access this on our jcsd website uh right now it is a part of our office of instructional service curriculum and instruction resource book once we get the updates made for this current school year um it will be made available on the federal programs page um as we move forward but this is um kind of what it looks like we're not going to review in depth our um strategic plan in this particular meeting it's just to bring notice to that it is available on our district website under um the office of instructional Services uh in the curriculum instruction resource book that will share with all teachers uh digitally at the beginning of the year so all School renewal plans are developed from the district straight IC plan the goals and data are congruent for both plans that means what the data that you find are the goals that you find in our district strategic plan are the exact same goals that you're going to find in our school renewal plans the only difference is that the data that is listed for Hardeeville elementary school will be different from the data region elementary school but then the district strategic plan it will be a combination of those 2 schools from a district perspective um and the same with our secondary schools the data RSA will be a little bit different from Hardeeville Junior Senior High School but for the district strategic plan is a combination of the 2 the state monitors how our district is improving each year based on these plans and both the Met state report cards will necessarily improve from year to year and so we're constantly asking ourselves uh what will our 2025 report card data reflect are we making progress towards the goals that we set out for years ago and how can we project effectively our success towards reaching our goals and so we start by making a note that the South Carolina College and Career Readiness standards are the curriculum we use yearly we do purchase instructional programs and resources but those are tools we use to teach the you know as well as to provide remediation intervention and enrichment updates to our school renewal plans should be completed upon the release of the 2025 South Carolina report cards therefore these plans are fluid documents and so that is essentially says all this is governed by the state and as we are receiving data throughout the year we are updating our plans we want to jump to school Improvement councils now um because these are quiet by law that every K-12 Public School in South Carolina convenient sic the law states that it is the responsibility of the local school board to ensure Sikhs are constituted within each district these includes career vocational and Technical Schools public charter schools make convenient sic but are not required by law and so for Jasper County All 4 of our schools do have active seeks they have monthly meetings um but just know that that expectation does not hold true for our private schools nor does it hold true for Royal Live Oak um Polaris Tech and the other Charter Schools they may have them but they are not required to have them and so if you want to know when your child's School meets um you can reach out to the front office to the principal um they uh meet the scientifically the same Tuesday Thursday or Wednesday throughout the month some of them are second uh Tuesday 2nd Thursday but reach out to them and they'll give you that specific uh frame and the dates uh that should also be posted on there uh School website on when those meetings take place our all stakeholders aware and encouraged to attend the answer to that question um is we do encourage you to attend our attendance has not been the greatest but as I stated in our previous section our goal is to increase parent and family engagement as we end this year and as we continue into the new year and how often do you attend in our contribute to your school's sic so those are questions for our community at large um because that gives he has a way that you have me uh voice the purpose of the school Improvement council is to ensure School compliance with the school renewal plan the goal is to provide a forum for administrators teachers parents and community members to have a voice in making the school successful and achieve academic excellence going from the council is required to meet monthly and should review the school's goals in data at each meeting best practices that the school Improvement Council should be made up of parents who are not employees within the district to ensure a greater sample of parents and Community are included in the decision-making process additionally Sikhs are encouraged to conduct some meetings during school hours so parents in the community can see learning in action and I know that a couple of our schools have fluctuated from 11:00 meetings during the day and 3 to 4:00 meetings in the afternoon um but again uh it is it is when the majority of the council is available to meet so when we should be planning those meetings the duties Focus primarily on school Improvement the school improvement process um provide input and feedback during the development of the school's 5-year renewal plan and annual updates assistant implementation of school Improvement programs and activities monitoring report on progress toward Improvement goals and the annual sic report to the parents and with the principal in the narratives to the uh South Carolina School report card and provide other assistance as requested by the principal and if you want information about Sikhs from the state perspective I have provided 2 websites that you can visit to get more in depth information um the makeup is is of elected and appointed members there must be exactly twice as many elected members as appointed um a minimum of 2 parents elected by parents are required in this year I did ask each school to send out a survey so that we have the artifacts to prove that we were actually uh the the individuals who were placed on the councils were elected by parents the same with teachers um and then the chair there's a minimum of 1 chair or a maximum of 2 co-chairs that are required and there must be a principal um designated as an ex official member per school or whatever designate the principal chooses uh from the administrative team um students may be elected to the SIC as well ideally SGA presidents and then be uh for high schools but then optional for elementary and middle school members can be appointed to the SIC um and all members must be added updated or deleted to be in compliance officers are elected annually and include the chair co-chairs Vice chair and secretary the district's sic liaison school principals and all members of the SRC must attend annual training from the state department officers must also attend a leadership training annually and the deadline to have the Sikhs in place is October 15th of every year why take the time are going to sic um because when parents are engaged in their children's education their children do better in school and the quality of school improves because parents bring wisdom to the council they have in-depth knowledge about their own children strengths and needs as well as the perspectives of other amilies in the school because community members who are not parents of children in the schools still benefit from good schools in the form of a stronger local economy and property values because citizens who are not parents of children in the schools also have unique contributions to make the school Improvement camp councils uh Senior Citizens Business people members of the faith community staff of social service agencies and others all have knowledge experiences and resources that can benefit their Community Schools so again uh that Village concept bringing everyone together around the goals that we have set out in our strategic plan and school renewal planes um the best practices to increase accountability is that the chairs are responsible for developing the agenda for the meeting and facilitating the meeting uh which may be done collaboratively with the principal um the school's principal is responsible for providing the data or artifacts needed based on the agenda shared by the Jericho chairs um the sole responsibility is to provide updates on the progress the school is making toward achieving the school renewal plan goals so let's make the connection and you know this is an interactive presentation if we ever come face to face and so questions that we ask is how are the districts strategic plan School renewal plans and the function of Sikhs aligned because that is what we talked about and I mentioned from Phase 1 that that is how we fund um everything that we do for the most part with the some exceptions where we're using State and local funds um and what can you do to contribute to your your school Success on meeting the goals outlined in the Strategic plan and so the district strategic plan offers the overall goals for the district to improve over 5 years the school will know plans are created from the District strategic plan with the same goals but tailored to the specified school and the SIC is the organizational tool used to ensure the goals of the Strategic plan Remain the focus of the school and to monitor progress towards meeting the goals um what data points do we have throughout the course of the year that can help project students academic proficiency as a line um with the with the district's strategic plan we have formative assessments um uh teacher made quizzes May test interactive assessments on cahoot IXL Etc um some of the assessments are a district common assessments are already Diagnostics which will be shifting next year to either map or STAR testing and then our SC ready assessments and we always try to focus on a 95% completion rate the only way that we'll be able to do that just to add a plug is that our students are in school we are seeing some increased Joy which uh which is about a third of our students are not coming to school consistently um but again in order for us to meet our goals um in our strategic plan in order for our schools to meet their school uh renewal plan goals we need our students in seats in front of teachers so that they can get the uh the information that they need to be successful on the metrics in which the state looks at us which are these statements like SC ready if they're not getting the information the likelihood of them performing at meets or exceeds uh is is severely diminished so we do implore our community at large to ensure that our students even now are getting to school um daily as we prepare to go into testing seasoning after spring break all of these assessments are used for remediation intervention and enrichment um where our teachers are spiraling standards through throughout the year um and our goal is to establish the testing environment from day 1 um as if it is a practice day for SC ready so again in order for us to maximize our success we need our students in the buildings and if you need any of support our assistance please contact either our office of student Department of student services um or any of us at the district office to see what services either we can provide or we can um get you connected with so that we can provide the best support for students uh daily we don't teach to the test we teach standards however we must ensure that we maintain high expectations in a high level of accountability for every student every day 190 days a year that should be 18 weekly week of 190 and the expectations must be implemented with our District's goals in mind we are currently updating the district strategic plan and school annual plans to reflect new goals for our ever evolving District and we need your support you play a major role and Jasper County School District's success and in order for us to Be an Effective Title 1 School District we need the village we need your voice we need your presence but most importantly we need students so that we can um engage them in teaching and learning and create an opportunity for them to achieve the highest level of success that their hearts desire so at this time that does bring us to the end of our presentation we've gone over our federal programs and the impacts that that has on our district and how it can be spended but we we also on the second part talked about our district strategic plan in our school renewal plans as those are the governing documents for our district sometimes of the success that we hope to see over the course of 5 years um we are excited about how we're moving we are shifting and adjusting with our ever evolving population of students as well as the needs of students um moving forward but again I can't stress you enough that we need you we need your voice we need your presence but most important we need your support so that we can uh become instead of just being the dominant and the roof we can become a diamond and truly a model role School District in the state of South Carolina at this time I will
