evening ladies and gentlemen welcome to the Jasper County School Board of Education monthly school board meeting Monday April 14th 2025 the time is 5 PM Jasper County Mantra is Student Center of future focused our vision is just for Scholars today's Learners tomorrow's leaders our mission is Jasper County cultivates an environmental experts through innovation inspiration and opportunities and partnership with the community and have a motion to accept Beacon oh yeah call to order sorry I keep doing that every week I'll never do this right also roll call Miss Bonaparte here miss Riley Miss balding Dr B Miss Fraser yeah all right everybody's here media has been notified according he's right he's doing right now 2 Section 3048 media we're notified now approving the agenda I can't hear nothing I don't know what you're saying if you can't hear me all right I just said notification the news media and now we're approving the agenda I move that the agenda hello Janice Balden and I'll second that motion I need agenda oh Madam chair I want to like to um just the board policy duties and position I don't know if this is how much oh you're asking to amend the agenda we have to prove it before we manage okay do you have the policy yes do you have the policy that you want to I don't know the policy number I'm not good with the numbers yet um but it's it's dealing with the the um the duties and the the policies of the the board positions okay is it a r i I wrote down letters a r bdr I wrote down letters about I found that at duties of the board members for the entire board board chair board officer which policy all 3 all Madam chair I believe the motion would need to be amended or is it a standing motion on the floor as of now to approve the agenda as standing so so for us to move forward you still can amend it she has to state that she's amending the motion that she wanted to add to the agenda is she amending the motion so we can I would like to amend a motion amend the agenda amend the agenda agenda to include the policies that regarding board officers and board members and responsibilities in in executive meeting thank you okay second if that's the motion okay uhh the first 1 yes and yeah I remember that all right Frasier second to the amendment motion that was amended and now we're going to vote on Miss Miss Mitchell we're calling for the vote for May the agenda I'm not hearing 1 to say don't talk loudly we are calling for the vote to amend the agenda based on what Miss  part is ated regarding the policies that that includes boards offices and responsibilities of board members okay Mr MO yes he's balding Dr B is no Miss Frasier yes Miss Riley yes Gerald no we do not have a majority of the board voting so hang on how many people said yes Miss Riley what did you say raise your hands let's count them 6 of us 3 4 that's 5 that's 5 people so this will have to happen in um you're taking notes right I'm trying to figure out 2 thirds okay majority the majority of the people voted something else the majority of the people the policies yeah for clarification can you list the uh policies so I well the person who made the motion doesn't have when I pulled it up only thing I could find on the um School Board website is letters our BD r e r e okay it's usually be it starts with a B yes Dr beer do you have that yeah motion to discuss the policy of the board Dr B is taking notes to hand to the uh person who writes the minutes and that he needs to make sure that he has the motion written out correctly and that is why I'm referring to him because we need to make sure the minute are correct and that everything that's stated stated clearly in the minutes okay all right so the motion was to amend the agenda uh to discuss policy of the board arbd RN executive session and it passed moving right along now we approved the agenda and that's got done Pledge of Allegiance please this morning all moment of silence may I have a motion to go into executive session for see to legal advice regarding superintendent search that we go into executive session to seek um receive legal advice regarding superintendent search s discussions and follow winter sports I'll introduce our fall winter coaches who are with us today we'll start with volleyball with Coach Joe and then we'll move to wrestling with Coach Gearhart and Then followed good evening my name is coach gerar I'm the heart of do Venn coach um a lot of my wrestlers are uh dual athletes are they in many sports so a lot of them are at baseball right now but I will go ahead and introduce them uh Trenton Austin Brian Sanchez Joshua tell Aero David tell Aero Dean Gillard Jason Dunham Brown Carlos calistro and Britain Jenkins and to follow up with our football team uh coach Hawthorne is our head coach coach Bush assistant coach Jonathan Brown assistant coach Gavin bush assistant coach Marques young assistant coach and Charlie Morrison Ford and like wrestling and evening I guess you can hear me but now we're going to give you the same on the rigid side I'm going to introduce you to our coaches I'll let them tell you about our players and our players accolades for this season we had a great phenomenal uh following winter season so I'm going to introduce you to coach Goodwin who is our football coach and he can introduce his staff followed by coach Alexander who is bat girls basketball and Coach Tatum who is boys basketball good evening we would like to thank you all for having us this evening um we had a phenomenal season um we went 75 this year um 3 and 1 in the region and uh we were region region 1 notes behind uh Bamber um we go by uh a model protectory and then we feel like that we did that pretty well uh with winning uh our first home playoff game since 2014 14 um and well just even hosting the game since 2414 uh some of our accomplishments from this year um we did have a uh Allstate player when I call your name please stand up Mr Winston Smith Awards or the region offensive player of the year Mr coal region offensive line of the Year Mr Deontay West whole region uh defensive lineman of the Year Cordell mlan All Region uh athletes uh Mr Winston Smith mlan the auto Henry St Angelo Forest every time I will announce our team Mr um to the front all just beating Winston Smith Alex Garvin Cayenne Mulligan Paula Crawford Cordell mlan us this evening my name is coach record on Alexander and I'm the intro head coach of girls um Larson basketball this year we went 6 to 12 third in the region unfortunately we lost in the second round of the playoffs but they accomplished something that we set a goal out to do and we did it so I want to thank them for giving me a special season especially my worship being a head coach thank you um at this time so when I call Miss Latrice Perry she was all reading in basketball this is Jaden Exley not only did she score a thousand well 2 a thousand points for a career she's a Allstate nominee and she's all region other All Region player I call them my heart and soul and my defense Miss Allen Harris across the state will be recognized Miss Janar or give you a walker Latrice Perry I do have a few that's not here Kamala Kamala Joe um Zakaria or Kiana Singleton and also um Chenise has which is not she's not here tonight um she's on vacation but that's my team thank you so much I appreciate it Miss Dana next this 1 I would never never be able to do this if it wasn't for the help of my assistant the coach Lithuania um I kind of feel out of place because I made this super super long list but it is what it is first of all first of all before I begin I want to head coach for the voice on the basketball uh I want to thank a few people because um that was kind of sort of a dream of mine to uh be a head coach so first of all I want to thank our principal Miss then I wanted to think on the superintendent for giving us the opportunity to be recognized and I want to thank my assistant coach um Coach Phillips thank you and and lastly um and most importantly I want to thank the parents for being an opportunity to coach their kids to move into um I the first person I want to recognize he always had 00420 season was room for me here that he failed 134 shot these are 3 time all regional player first team player you made All Region 3 times in a row he was also um All State on the dimension a third um All Region players was um Jordan Sanders the rest of the team and um we'll go from there we had a freshman start in hakeim China field you all keep that name in mind he's going to do great things for Richland number 2 the bond Phillips number 3 Javon Harris and number 4 Samar head hits number 5 Marcus Hunter number 11 Ahmad Garvin number 12 Jarvis Riley number 13 Deontay West number 20 DJ Pitney number 21 Frederick touma number 23 AJ beaten and number 3 Josh Wilson and Frederick to yeah once again I just want to say thanks to Rachel and secondary Academy for giving me the opportunity yes thank you we are very proud of all of you you are definitely shining and causing Jasper County School District to shine to it takes a team and your parents you won't be there be there without them and principals and coaches thank you it takes a lot of work to do Sports been there done that but it was fun guys I'm glad you're enjoying it thanks for coming yes definitely standing over to the person who came up to D athletes I truly thank you for all you do to make our district shine um Sports is a very important part of our school district and we wouldn't be where we are without you so to the coaches and to the players thank you for those players who came by me to teach me the sports thank you just I'll let you know where I live okay thank you very much it's Jared she is student athletes this is why we here it's all about you correct we're here because of the students at Jasper County we wanted to recognize you and we feel that your uh what you're doing to shine and show a shining light on Jasper is who makes us so thank you so much for your your your uh input and continue to be students centered and athletes for a second thank you can I say something to the students yes please students I'm the youngest 1 on this board and I want to tell you that I've been coaching since I graduated 94 the girls assistant coach I coached her there you go and I say that to say this if I was willing to give back since I graduated since 94 I want you all to go out be the best you can be and bring it back to your county this is where it is I really appreciate each and every 1 of you all for going out to do your best and stay working at it it's definitely all about you you can be seen thank you very much we're going to continue with our agenda students are the reason why we're here we don't have you guys there is no school district there is no school board and we're about Excellence we want to do what's excellent for all of you because you are the pride of Jasper County you are the future of Jasper County you smiling away over there yes you are you really are thank you for what you do I know that you're keeping up with your academics and I'm glad that you're using your skills to make everyone proud of you too sport skills we are going into executive session the next second 1 and I can have a motion please Madame try to make a motion we go into executive session and start an open session second any discussion let's go ahead and vote by saying I I opposed the eyes have it are there any action items that are coming out of um executive session yes Madam chair I move that we accept the acting superintendent's recommendations for the renewal of certified employees for the 202526 school year second second Mr Riley right any discussion that's for both Miss Mitchell Miss Bonaparte we need to talk louder so that the whoever's videotaping us can hear us just like I have a hard time today thank you Miss Balden Nae Dr beer yes to Horton yes Miss Raleigh yes Miss Frasier yes Gerald yes are there any other items coming out of executive session yes Madam chair make a motion that we accept the superintendent's recommendation that the contract of an annual teacher employee a not be renewed for the 2025 26 school year subject to the employees right to appeal pursuant to statute 592640 of the South Carolina code of laws second golden second any discussion call for a vote by saying I I opposed no Mr bolt um motion passes we are at the point of public comments I have a statement I need to read there is nothing in the law anyone here that prevents you from saying anything you wish to say what you say will become public information which is subject to the Freedom of Information Act or for your laws if you choose to call specific employees names you suggest that you don't it's get you to inform you that you will also be subject to defamation laws according to your statement School District policy allows you 3 minutes for comments board members in the superintendent are not required to on to your comments unless they choose to to the audience there will be no public outbursts of any kind please remember that this is a meeting of a government body and any person causing disruption will be subject to applicable laws that allow the removal of any disruptive person from a public meeting the rules for speaking during public participation The Jasper County Board of Trustees welcomes the public to our meetings we encourage the expression of opinions regarding matters being considered by the board or educational matters which are of concern to residents of Jasper please remember that your comments should be directed to this board and should not be directed to others in the audience the board appreciates your interest in the Jasper County Public Schools each person will be allotted 3 minutes for comments the public hearing portion of the board meeting will not exceed 30 minutes the following guidelines will be followed you must be a resident of Jasper County or have a child in the Jasper County Public Schools refrain from commenting on any student or employee present your comments without using offensive language or making comments in a disrespectful manner comply with a 3 minute time limit thank you Mr is right do we have any public comments need a motion to approve the consent agenda please I'm sorry make a motion that we approve the consent agenda second the value made the motion Mr morgue second and it need for discussion yes ma'am um the minutes for March the 10th 2025 um um missing from that was a discussion that Mrs well I Mrs jail made about um censoring board members the policy um it's not included in the minutes and um at that meeting um my name is Fraser with call and that's also not a noted in a minute and I would like every that was said noted in the minutes please also uh March 15th 2025 um it does not reflect the reason why we were in executive session it just say we ended in 2 weeks active session okay take it into into consideration the correction to the minutes we will notify Mrs Right of those Corrections we approved the minutes when they're corrected it's a lot of stuff to include so we may want to just table this until we actually have the written minutes you made the motion I think there's a motion already on the floor so you're asking Miss Fraser to amend the motion know I'm not asking that on the table to table the motion because table the minutes and we approve the other portions of the agenda because there are too many correct for us to go ahead and improve ahead of time yes the motion does the next section of our agenda is reports and information that's Doctor work elementary school media update report Elementary principals does anyone have any questions for them we watch the videos thank you they're wonderful very informative Bond referendum update Mr Davies good evening nice to see you all again good evening my name is Matt Davis I work for Poland law firms Pope Flint Law Firm file Council for the school district uh Dr whack wanted me to be available to you tonight just in case there are any questions uh after about a referendum as a reminder in November voters in the county approved a 1% sales and use tax to run for 15 years to provide funds for the following projects Construction Russian and equipping of An Early Learning Academy in both party build and Ridgeland upgrade athletic facilities located at Hardeeville Junior and senior high school and Ridgeland secondary Academy of Excellence construction and the thing of a career in advanced technology Education Center in Hardeeville construction and equipping of a facility in Richland for educational and auxiliary programs including alternative programs for grades 6 to 12 adult education district offices and storage space and renovation construction and equipping of the existing Buford Jasper Academy for career excellence so those are the reference and improved projects okay voters also approved the issuance of up to 130 million dollars in general obligation bonds to be used to pay for those projects the general obligation bonds are expected to be paid in part from the penny sales tax collector the penny sales tax is the projected to raise approximately 8.5 million dollars per year increasing by 1% each year through 2040 all of the approved projects might cost more than $130 million so a task for the school district of the administration and the school board is to prioritize projects once the prioritization takes place then we can have a plan to issue bonds and construction can get started also I wanted to remind you that the school district cannot issue bonds uh or borrow money until the School District's audit financial statements for the fiscal year 2024 2024 deleted I know you all have been working on that and administration's been working on it everybody's hands are tied until that is completed so those are the main updates I'm here for you if anyone has any questions yes hang on a second do you have clarified 1 thing about the bond that we are approached about in a consistent basis which is when can we do something with our bond you've clarified that we can't do so until the audit is taken care of and it's important that people understand that that it's not something that we as a board have control over at the other question I have for you which is something that we have constantly coming out of you for just for Ace we ran a referendum and we included bu for Jasper Ace in our referendum at we are getting questions constantly for us to send money to do for Jasper a or for them to do whatever it is that we said we would do for them please explain the legalities of what our responsibilities are with reference to the bond referendum that the people of Jasper County approved we included you for Jasper Ace and our referendum because they have a lot of Rapport repairs that need to be done normally with a referendum we do rfps and so what happens as it pertains to BU for Jasper Ace we have 3 board members from here who are in their board and 3 board members from viewer County they have a separate board uh the viewer Jasper Ace improvements are authorized by the referendum but are not required by the referendum correct you have 7 categories of projects which are authorized it is the decision of the board which ones to prioritize as it pertains to the funds when the reference and the monies start coming into the district which we know will not happen until the audit situation is taken care of if if we were to say boufford Jasper's Aces building Renovations Etc is number 3 on the list what is the process for rfps and for paying for those repairs to be done some folks think that we should send the money to Buford County for them to spend as they see fit that is not of course that's not a course of action that I am familiar with exactly exactly I needed that to be clarified so that we won't constantly get requests for us to do that they're on our referendum because they have a need but we also have needs in our district that we're primarily responsible for so that we need to prioritize those and then we will do what we need to do to support our students who are going to be for Jasper Ace as long as we have members on their board from Jasper County Miss Bolden I guess uh my question is um it's really a comment I think um that we agreed that we would have the uh referendum committee and we would uh start to meeting with the communities and so we can prioritize what are the needs that we see first we as a board want to address first and we know that early Learners The Early Learning Centers are a priority on both ends of the county and so I think that you know if it's a Davis to sit here and and try to tell us what we're prioritizing is the job of the board and we need to start working so this time that we meet with our constituents and start to ask them what is what are your needs are what do you see we need to do for the referendum 1% 1 Penny tax that you're going to pay to 20040 and then we come back and say this is how we're prioritizing he's just here to guide us as to how we can start getting the money before he can start to send out in order for us to get bonds to borrow against the referendum money is that correct Mr that's correct that's right okay the money from the 1 Penny sales tax is it's being collected it's it's a crewing it's being held in an account with the County Treasurer so so that money is being mind so I think as a board we have to do the work it's now time for us to prioritize doing the work and and and getting our community uh to tell us what order they want to see their money spent exactly okay thank you yeah you you answered 1 of the questions when we can start um the process you said 2024 after that fiscal audit is completed that's when that is that is a requirement to issue the bonds you're not going to get any investors who will lend money to the school district or or any school district without that thought those audited financial statements okay once we are our hands are tied until then once I would say once we get that and once school board and the Administration has decided which projects to prioritize then we can go the process of borrowing money so you all can get started okay and so when will the treasure start collecting this money is being collected now March 1st yes okay by this 1 money started going into the new account up until that point it was put into the old account okay thank you of course thank you very much just going to ask a follow-up question because I'm on the different Jasper Ace board um and understand what the facility studies and and those requests have been so I understand we can't just send our money over to Buford and let them pay for the the facility uh Renovations that you for desperate Ace board has already kind of agreed to um but what would be the process would project say putting an HVAC systems on on part of the building uh for say a million dollars so Buford will do the Contracting because the Contracting is kind of through them but would we then pay our share of the contract to the HVAC people uh or rather than send the money to Buford who has a fiscal responsibility for the center yes uh it's a good question I'm not familiar with the contract the agreement with Beaufort County or for County School District but if if you all would like me to look at it I'm I'm happy thank you yeah we clarification is needed because it's floating around all over the place and we're getting um I'll get you in a second emails about the referendum and sending funds for them to do what they repairs and I know that we just can't do that at this point so that's why these questions are coming out and that's why we asked you to come so we could approach the topic and it will be videotaped and that everyone will be would be on the same page Miss Gerald I'm I'm sure there is an agreement between the risk there is Mr who had a question I'm new on the board um the projects that you mentioned I feel sure there was an estimate of what each of them projects was going to cost the district how can I get a to know the projects the price that they have the money they had allotted for that project to see if we can stay on so so when when we did the referendum when we worded the referendum um we did not put prices on buildings we wanted to give the school board flexibility uh so so um with respect to the referendum there are no limits or requirements on how much has to be spent with respect to each project so so for example who Who as a board who is overseeing the projects and the amount of money that we're spending on on even right now with different projects going on who oversees that and who and uh don't recall that anybody came to this board and gave us an update we spent x amount of dollars on this I like to know what's going on we're not there yet sure so far first we have to decide what we're doing and then the RFP process and then you'll have an update we're not there all we're talking about right now prior the prior reference will they bill in athletic fields we we've been told that we got security shot so she had to come in and have no information no information that's the prior reference that's not a part of this new referendum that's the previous referendum there's a funds that have been left over that had been if you want to talk a little about that Matt the funds that were remaining you had any front end correct correct from the all the referendum the um the penny sales tax that was instituted 20 years ago performed so well that there is the last time I got an update there was more than 18 million dollars left left over in the account held with the County Treasurer that money can be used for projects that were approved in the referendum from 20 years ago Mr Davis can you specify that that money has to be used on the OS projects that the the voters voted for that you cannot add a new project because 18 million dollars is in the treasures office we can go back and add athletic facilities we can add to what was existing in that original referendum is that correct correct and nothing else and nothing else that you cannot add projects to the that are new 20 years ago case in point the field Athletic Field in the heart of a campus is in terrible shape and so we need to do something about it for students to start getting hurt Etc they fixed the 1 in Richmond already so the next 1 will happen that will be fixed will be in the heart of them that's from the first reference yeah and the way that I have Mr Zimmerman has been emailing me when he gets an invoice that is applicable to the previous referendum and I have looked at invoice and I say yes this appears to to fit the project from the previous reference so there is an accountability process that's being followed the money is not just being spent willingly because it has to go of his office for it to be approved to ensure that we're still in keeping with the legal side of the original referendum that we're now coming up with something that was never mentioned in the first place is that correct uh it's not a requirement that the administration run it through me but as an additional balance check and balance they have been running um and you are correct that that money cannot be spent on projects that were not approved in the first place thank you it's important that we understand the history of the process with such a long time ago that we've forgotten some of it Mr Horton why do you say money you can't be used on any other project it's in the statute when I was saying the whole thing about statues and what was done for referendum we was told that we can do anything we want to have the board we as a controlled the money it's just hard to go back to tax payers and ask them for more money when you didn't use the money the way you asked you know what she was asking for in the first place so so you saying we can't I'm not so sure that we we can and not only that the referendum is only 45 million we done spent 80 plus the thing we almost 90 we have like 90 million dollars on that project that was a 46 million no problem with a referendum the um Regional School only was offered like 1.2 million dollars to update the athletic fields okay Hardeeville was was like doubled what reason was for the athletic fields because they have it so I mean the whole thing is say we can't have to use it that mean 18 million dollars but we only use 6 the other the other 12 million dollars that's going to have to be sent back to the taxpayers the statute pursuant to which the initial referendum was run says that if there's money outstanding after the bonds are paid off that money can be for the projects that were approved in the initial referendum yes if you actually when we was on the board that 1% sales tax was going to the thing and um the property taxes of the taxpayers is Jasper County was supposed to go down it's not supposed to accumulate money there's only supposed to um generate that money and then after that yeah it's it's it's not a property taxes sales tax this is this is this is the penny sales tax I was talking about that so we don't get so we don't get um we're not doing Millions because of the referendum we're not claiming the millage that as a school board we're entitled to because we run a referendum we it's I think 2 way for the referendum was the last time that we did millage through the county we haven't done it since because of the referendum we've had enough money to do what we needed to do as a school district when it came to capital projects because of the reference and that's the main reason why the second referendum passed because people understood that it would give us the funds we need to do the capital projects that we need to put in place for the school system without increasing the military even though we have a right to do so the referendum was cheaper on the general population for us to do a referendum than increased demand Miss Gerald exactly um I'm not the financial for the school district but the the idea is that the penny sales tax um largely for partially taxes people who are not residents of the county who are just driving up and down 95 so the idea is that they would contribute significantly to the sales tax Collections and every penny or dollar you collect from Taurus um is a 10 year dollar you don't have to collect in property tax from your Investments That was that's the idea and we haven't since we passed the last first referendum literally most of my agents I think that we have um exhausted tomorrow hang on as much as we can unless anyone else on the board has any questions reference to the east the referendum for Mr Davis thank you sir thank you all we had a SSC update came in the form of a video that we should all have seen is attached to the board minutes and the board agenda all we got to do is click on the link and miss he's not here I'm at for ports and information here yes he had to leave so that's why I did that first yes yes they they're here and I had him go first because I knew he had to leave so um midyear updates from our principles you sent us videos correct and I talked about the videos and they were very informative they told us exactly what we needed what the public needs to know is that when you go to the board's website where it has the agenda all of the videos from anyone who is on this agenda are there all you have to do is press play and everything that we saw in our email you now have access to it the information is public so you don't have to try to scroll through the board packet that's online to try to read the teeny tiny print in the PowerPoint show we can't read so um does anyone on the board have any questions for the elementary principles based again based on their presentation I believe I said that when we got there go ahead Dr so I I appreciate the reports from both of you um the uh you know it's nice to see the scores going up as as always you guys are doing a great job with that I I do wonder and and I don't know the answer to this but um so both of you are running either after school programs for 20040 kidds depending upon the building but I understand it correctly is there any way uh within our data system to flesh out those students who attend those camps or programs um and compare them to students who don't in terms of the progress in essence how effective are those camps and does it is it reflected in our in in the test scores somehow I don't even know if you can do that as a phone number no okay it would be nice to to get that information I you know the more effective the programs are the the the better we are to support them and for the after school program started it is mostly geared towards our third graders um that's the vast majority of the students that are enrolled and we're trying to make sure that those students that are in Jeopardy of being retained in their grade because they don't do not have sport needed to go on the fourth grade get additional support so we are tracking those students and they receive special education and if all of them did not join then we open it up to other students for the vast majority um is our third graders um we're trying to support those just to make sure but at the end of the year we still have to turn in the CSI report um and share the state department because that's how we got the funds to even have the after school so they want to know you know what students intended what grade levels what type of growth that they make from beginning of the programmer to the end of the program so we definitely do have to share the information and we can share with you all as well perfect appreciate it thank you I have a question yes ma'am so yeah after school programs don't start until February January unfortunately due to our financial situation did not we were not able to receive those funds until February but typically we start in September October but this year again due to the financial situation around it didn't produce to us until because of the audit oh well that's Federal money and I had it's all attached and I think this question may have been asked before um the dividing component that you um do is it all on the device or are we doing paper and pencil and some areas testing the TDW but all know not not just for um testing I think it was part of your after-school program or whatever you have I have to go back and look at it but um I just noticed that it's math writing and um Ela so but I just wanted to know are we using actual paper and pencil at some point um that they can write because we need that you know in my in my personal so I want to see what I can information it's not so we've been working really hard this year to make sure have opposed to my access to something that we use teachers still use that we use we do both um because on estimating assessment the students have to use the scratch paper and write it out and then after they finish their prewriting then they're supposed to type it in and all of those scratch paper that they use is turned into the teacher and of course that's turned into my testing coordinator who shredded of course but you have to write it all out on paper first so we allow them to practice at school now a lot of them are typing experience is done with um Media Center when they go to that connect so when you guys visited um are yes I was able to take in the media center and that's what the fourth graders were practicing when you were on campus they were practicing typing in an estimate that they were on paper so we were practicing school day mostly but just writing it out on paper pencil in the afternoon okay Mr Riley I have a question no with your after school program do you have enough certified staff to work those programs yes I only have certified teachers working parent support um but the certified teachers have was a fifth graders yes we had an abundance of staff and that's important with that yes how is the participation of the students in the application program we have a transportation issue or something like that so typically we you know we're going to start off with a large numbers as soon as you come and massive numbers 12 um but if we are Transportation issues or we have to send them to this home because we don't have someone to run that route that we may be down to 80 or 90 kids that particular day but um for the most part the number to after school especially this short span of time at this point and so after school is moving in Rich type thing okay yes and when we look at the data and the the fall of the year you will be able to based on the um computer software that you're using identify our effective the programming after school programs are challenging and Jasper they've always been that way they start up with just everybody coming and then things happen in families Mama changed jobs she can't get back on time cannot find a babysitter so even the bus gets them home you know we're we're a little different from the average place because most of our plants do not work here in Jasper County so thank you that you have those numbers and it will still make a huge difference in third grade is like your your your major accountability grade that's where the rubber meets the road because if they can do it then you've got some hope put forth and fifth grade so thank you for what you're doing for the children it's a lot of work and please thank the teachers from being willing to stay after work when they're exhausted already to work in an after school program any other questions we appreciate it thank you thank you situation here in terms of the heart of campus is not similar to the Richland campus Because when you drive past the bridge and campus they are no Woods in front of the the campus it's just all concrete at Rich at Hartville however there was a very thick what it is which we had to thin out for security reasons and I have noticed that the trees are growing back they're about 3 feet high now because we've had so much rain so do you have a plan to keep that area clear that is something I want to meet with the grounds folks uh this week and I come back with making sure that with Dr thank you yeah because those those pine trees are very like this big big real fast yeah and then you have all the other brush there were trees that were actually cut down well the roots are still there so that doesn't prevent them from shooting up and they are actually doing that right now and thank you for cleaning out the front of the heart of the campus actually mowed the lawn and then the trees growing on the side of the road anymore it looks like we're taking care of the property and where we are down there and if even if we speak people keep an eye on those properties if they don't look like they're being kept they think been abandoned and someone actually said that once in a in a public meeting what's we do go to these creeks and we've been to West Hardeeville just to check on property make sure the pets are still low nothing's happened and dealing with the Sheriff's Department told me to set up their periodically so just they verify hey who's who which is great they do the same thing happens in hard I pass at campus every day but no matter where I'm going I have to pass it it's not optional we're the only Road from where I live to the rest of civilization so thanks for evening again Madam chair members of the board um of course uh we know Mr Zimmerman's uh personal situation so I did reach out to him uh his update was to share with you that um all general fund spending will end uh on April 17th that's this uh coming Thursday so that he can begin cleaning up uh the negative balances that you may see um I know there's been a lot of questions about the audit uh and I asked to please give an update I did reach out to the state department uh they did they have not responded yet uh but he said to me uh that uh they are waiting on Manley Garvin who are who's the Consulting auditors uh to that the state sent uh that the state approved I should say to uh release the trial balance to Green Penny who's the actual order so he's in waiting until that to manually carbon says all right everything's clear send it to the auditor now that's the 23 on that's not the 24 on it so once that is done and they get the balance is all squared away then they will begin working on the 24th because you have to have the 23 audit in order to do the 24th them the projection was by the somewhere around the end of June that they have the 24 on it done well 23 was supposed to be done February so 1 backs up the other hopefully though according to Mr Zimmerman uh they have been following the same Gathering process that they've done with the 23 on it so the um also there was a question uh asked pertaining to pack fees he he says he is in the process of uh researching that um in terms of how much we actually receive I know that was a question we discussed earlier and thank you for sharing that as well that information um y'all excuse me I'm reading this text it's as I go along uh you just heard Mr Davis talk about uh the referendum the old penny so we know that what's happening at uh of course we'll take a a a good piece of that but based on Mr um Zimmerman that they should be somewhere between 7 and 8 million dollars left after ridgeland's done uh to be able to work toward uh the Hardeeville issues uh and so I spoke with him while you were in um executive session and he said that does qualify for that so it's mainly about moving forward either and you saw in my update that I gave to you either looking at um the project or the planning that had already been done by SSC or looking at another uh contractor to to look at getting that done I do understand the priorities particularly with that field uh and there are some issues there that need to be resolved and so uh hopefully within the next few weeks we as a you as a board and along with myself come up with a plan that can get things moving once The Season's end so that we can move into maybe doing some things this summer may not be ready by the start of the year which means there's probably going to be some crossplay here in Richland with with the harder Bill teams but it's worth it to get that done and probably have everything ready for the spring as it relates to the football field now uh which is the big big issue but uh that was 1 of the other things that uh I asked them about as well so uh that is the report that I received from Mr Zimmerman are there any questions that hopefully I can answer within my knowledge base and I'm not a finance person for a sake did you you mentioned something about um a trial balance that they're going to send to the state what is a trial balance I thought because even have a balance I don't know uh because I'm not a finance person either I read what he gave me uh so I don't know I'm sure it has something to do with accounting and but I can't answer that um I can send that to him and he can I'm sure he'll be able to because that's the word trial let me see if this pastor is okay and if it doesn't pass then I'll go back and do something else you're not have trial you know yeah sometimes certain words being certain things for certain it's an account yeah so unfortunately that's not my area what's that there's a summary thank trial balance that there's they've sent to Manley Garvin right is that what he said or waiting he said that he is waiting on manly garment to stand a trial tell him it's okay it's okay to send the trial balance to the state the state department Green family and kin does he have a date when he sent it to try up to Manley when when did Manley Garvin get the trial balance well that's what he's waiting on know he said he he sent it he's waiting on their approval so when did he send it to them for their approval because this is urgent it is it is so I will have to ask him that question okay because he didn't put that in this okay so if we could find out when and how long they have been holding on to telling him yes or no and I regarding that working in tandem with the state department which is why I addressed the state department uh and asked them specifically can you please give me an update uh and so because it's almost like we've been in this waiting pattern and so if the state has come in specifically to take over the audit process then in my mind they would have a better sense of exactly where we are in completing that so that it can go to the auditor so I have just not gotten an answer yeah and apparently there's uh something going on with audit firms because Ace no longer had their audit and we have the same manly garban doing Ace so it's like something's going on with that in the state of South Carolina but it's uh it's I would really like to know how long they they've been holding on to that thank you we just need a projected date that'll work and tell them we're going to hold their feet to the fire for that to happen we can't keep waiting Miss Fraser um I don't know if you can answer this question but you mentioned about the 7 to 8 million dollars that would be left over from the 1 cent tax for originally campus and that would be enough to do Hardeeville is enough to do Hardeeville meaning that just a football field and correcting the issues there or is it meaning that this whole um project that SSC has brought to us will be underneath that 78 million dollars and no more well what I would assume is that you look at that SSC project and and the parts of that project that can be done within the scope of that 7 million because that projection is more than 7 million and when I gather so right now the priority is a field the field is and so we want to make sure that that field is done now from just past conversations I've had the field could be anywhere me 1 to 2 million dollars because it is an artificial turf but of course there's the grading and all that stuff that has to go on with that uh my thing my thinking if I make sure that would be that we could look at adding field uh and of course adding storage because part of the issue is there's not a lot of storage for like track equipment and all those other things uh so but you know it's trying to take that money as far as we can also realizing that the new penny has funding toward that just depending on where you prioritize it yes so um that would be my thoughts on that okay I mean that that football field down there has had many Works done to it um I mean when it was first there it was done then it had to go back and take everything off again and redo do it and I don't know whether they did it again or not but um it's just that it's a lot of money and time and effort had went into doing that Hardeeville football field so I'm hoping this time they get it right thank you Mr I would agree and and to piggy back with them is Frasier I think it was built on Wetlands so that's the problem I mean we've got to bring in so much dirt to fill that up and help it yeah they need I needed to do in the first you still have to build it up before you add the order you know so that's the main thing with Hardeeville it's Wetland which couldn't make it even more expensive and it may perhaps even need me to look at all the other site if it to investing in something that is not you know sustainable you know but okay thank you they never did they didn't do the kind of job part of the site that they did in the original version side because it's not the same type of landscape the land right okay property it was just a bog that's what they built the heart of a compass on the swamp that's just be real you go 100 to 200 feet past that campus there's nothing but water it's just 1 point and that's what they built the compass on now we get lots of rain here so it doesn't help and it's possible that the people who did the work didn't understand the demographics and the type of rainfall we're going to have I don't even care at this point we need to fixed the problem so thank you for um addressing it Dr whacking for keeping on top of it so that our CH our children deserve better down there they truly do plus is dangerous people that don't go correct correct okay and 9 they don't know the problem and do the do the more samples to find out how have thank Junior Senior High has 691 originally Elementary had 793 and Hardeeville Elementary School had 79 so that is our attendance which is pretty steady yes yeah very scary it's stating the 2900 it's almost the entire year yeah excellent uh next up are your next to uh videos although we celebrated our amazing students and I want to thank um our board member Bolan who actually suggested that we bring in our students and it was well worth it because you see the Excellence that we have here with our students so you will see uh The Faculty staff celebrations that we normally do and we also have another Jasper Jew celebration which is a stem video uh from a from a recent uh steam activity that happened in our schools and after those videos that will be the end of my update thank you all so much is none other than 1 who the word of God to the most important and you don't have very small director of dining services this month is that under an apartment with the district over 10 years uh she took over and worked in Charles about 2 years ago and she did a amazing job she's kept our employees the turnover rate has been great with the employees and she does an amazing job with food and she's 1 of the hardest workers I've ever met so thank you so much really appreciate it good do you think that's the kind of distance High School um I would like to intervention to do this much this much skills special education teacher we are hard to believe back real real world experiences where our students will be appreciating last she still she is all around I amazing job of supporting her she is very caring and loving as she's a wonderful teaching learning she goes above and beyond to help them with whatever the case may be again if I was able to make this teacher of the month this is or of April teacher for the month of April so I am related to share with my students she is right now I just how much yeah we go is so the position your upper the only platform but for this years name 3 2 1 hands jcsd board self-evaluation we have not done this in many years in the past it requires us to do so um the last time we did this was when we were going through conia remember everyone who did it we got an email from Miss Hampton it was a digital evaluation she crunched the data and then um discussed it Miss Melissa Crosby will be coming to work with the board and board goals uh when we have our next big meeting towards the end of the month and it's important for us to complete this process where are we in terms of the School Board Association getting making that live for the board to take the assessment back to work as to yes okay it happens you know imagine this call and it will take it much they really want you to be confident they want she wants so I'm sure each board member her words will be to you that there is top of the job and uh but they're going to share the feedback that is not considered about anybody but in general and so when it takes the board on 1 of 4 and 3 to according to business oh yeah it's in our policy and the policy said that we're supposed to evaluate our sales we haven't done it in like 4 or 5 years so we're we're trying to get in line with calls and so we're doing what we're supposed to be doing so we need to vote for us to go ahead and follow repeat our board self-evaluation we need to motion for that well we have to approve it so the only way we can approve it is to vote for it it needs to be to Glenn we need an option for us to follow the policy and evaluate ourselves so that the School Board Association can then send us the link to the evaluation so the evaluation can be complete we have not done so in many years I don't know how to say it correctly I move that we complete our board evaluation process as they enter our policy discussion I just want to make make sure that we get these policy things that would be the last thing okay yes and this is my third time asking about the impact is yes but we we can't do much about impact fees until we Garner the information and then we can put it on the agenda we can ask it every meeting but we were trying to get people to Dr wet from the persons that are supposed to get so it's not that we're here just take a lot of research now we're going back to um Madam chair did you uh update before topics are you on that now or are we going back to the policies b b e d b board meeting agenda planning many of the school districts in the state the entire board involved in the agenda planning meeting it will resolve the issue of us having to amend the agenda all the time so it's not just the board chair who is meeting with the superintendent for agenda items and then I don't have to send multiple emails out requesting the items before that meeting it makes me process generally you do not have to attend but I would like to advise the policy so that everyone on the board participates in the agenda planning process this is Jefferson since I'm asked to be put on the agenda I think I should speak yes policy be DB the first thing that policy says slip intended and cooperation with the board chair will prepare the agenda would you are asking December you wanted to organize a with how we call it you wouldn't organize a site on link that only cooperate Incorporated you and other 2 board officers nobody else would have had access to that um I know as board chair policy um B b d e says that you can um for committees but they're also stipulations for that that's going to be a fact finding deliberative or advisory but even if even if you had the room to um to form that committee it does not give the right to break a policy you can't break a policy you wanted to sanction this creation for you're not sure she did but you're deliberately breaking up policy and I you know and I I didn't want to bring it to the board especially in in public I wish you could understand you know so you put it under here like that um if you are going to if we're going to be policy driven we have to be policy driven everybody you know you first started out with the executive team um you then you went to point where it will the leadership team then became the agenda for me committee planning committee these are things you can't take on yourself and you breaking the policy Mr we discussed this when had the meeting was told me at the Last Retreat and I opened it up to the entire board because I think that includes the teams in court before we return No 1 person should have at this day this say in terms of how the policy works when the board chair sits with the decision Senate and learns I can count for a year almost every board meeting there was a request to amend the agenda just about every 4 reading and that happens when only 1 person is setting the agenda and we ask that at the end of each meeting for items for the agenda and since I board chair at emailed everyone to ask for items for the agenda so I'm making it I am requesting that it's inclusive and that everyone participates in the and we're children required a review and everyone participates in a January section we are at a Crux right now in our school district we have a referendum that we need to deal with we have committees that are going to be getting their March others in terms of what they need to be doing you have a political scenario throughout the state legislation being changed constantly regarding what happened in school districts we need to be a unified school board and 1 of the most students find things that we can do is the main thing that we do every month is our business name and that business meeting is defined by this again so um excuse I am asking the Lord to consider which I said in the retreat that we have creating a committee not include exclusive of other board members not just the officers which yes I do have the authority to quit any exceptions but that's not the point I would like the Lord to work together as a team we're a 9 people in take that long to to put the agenda together okay but we are not getting responses to requests for again the items but when we come toward meetings we want to amend the agenda something we want on the agenda is not put on the agenda because I knew nothing about it no 1 respondents I even sent emails out saying send your items that you would like on the agenda in time for the meeting so to Elite to alleviate or get rid of that issue and I actually wanted this on the agenda for that very same reason for us to create are reviewed and then the policy so that we can all work together as a board to get the work that we have to be done okay you said you wanted to hold hold it participate in that we are non-member boom yes and 9 of us going to come and put input on the planning of the agenda it is working to feasible for just the 2 person the superintendent and the chair to do that each person on this board has the right to send to you superintendent would you want to have on the agenda you state and we got married when you say this is a new board group that only board officers will have access to his email that's the email that came from you you know what okay going to use issue you also stated that you would like to have that um what altar now but we you have a policy is 4 so that should come before the policy committee for us to decide not you to do it right now there's certain things I asked Miss Mitchell I am asking the board to consider this we do have a we also have a referendum from it and we have other communities all of those committees are going to have agendas for the meetings that they already have it and a calendar when they should meet they don't we don't get to make decisions with 3 members of the board and 3 committees all by themselves you're just going to be doing investigation and bringing the information to the board it'll be put on the agenda whatever your outcomes are for each committee the recording committee will have marching orders in Central Oregon policy referendum each of us will actually make up what we're going to do we have a lot of work to do we have schools that could have had great report cards but there are some areas in curriculum instruction that we need to address that's what the community will do policy of the same thing referendum the same thing so when we meet the policy committee needs this specific policy will be 1 of the first things that we'll address the board can make its desires known at that time okay well the only thing I'm saying I'm an internet this the general you cannot great policy thanks that's what you did and then later to add my name to something that you didn't invite me to be on I know my name was on it I didn't tell y'all want to be on that committee but after after after I told you that there are not agree with this committee they're not looking my name is on there not politely ask you to take it off yes you did and you every but and and please board members please excuse excuse me for this but I couldn't get it settled between the board chair and myself attended the board chair myself so I had to bring it to the board that's fine Madam chair my mate um say something on that I mean you mentioned about um um board members not um requesting things to be on the agenda and every time you look it was um wanting to amend the agenda those were math um chairpersons and I guess the past superintendent that did not allow requests to be placed on the agenda so that is why the members of the of this board came to amend the agenda so I think if everyone still sending a request like they used to and they get placed on the agenda it won't be a problem but I mean in the past it was a problem because of the chairpersons we had and then the past superintendent okay thank you for clarifying that because I don't want us to continue having to amend the agenda because it makes us look like we're not thinking about what we're doing that's okay next morning um upcoming board topics this is where we add to the agenda for every board meeting Madam chair yes um future agenda we used to have on yeah that's what it says here upcoming board topics where right before a board member monthly attendance it's been on the agenda yes and we have input that do y'all asked for every month yes mhm I don't know if I'm saying it right now phone for the next meaning could we put on a a decision I have a decision that if we having problems with the football field in Hardeeville can we see if we can get the football field moved on somewhere different on the property since we having I think it's been 2 times we have fixed that field it's been 2 times to find out that the logistics of the location being yeah see if we can move it from that location to another if we go if we're to rebuild or fix it cuz we keep having problems with that that area so is it possible for us to move it on the school you know grounds but from that area and that may help it may help the the the problem because I I do know it's been 2 times since we we fixed that field twice and I know the school board I mean the um it's been shortages with the lights and the the scoreboard stuff like that because of the moist so maybe if we move it I mean if you could put it on a for us to talk about it if we move it to a different location on the school ground thank you Miss bonus any other agenda items I know that we do have uh the BJ Ace on it and I wanted to just uh see if perhaps I know that Dr lecio is going to come um but I am uh I serve on that board and I just 1 of my other fellow board members to know that currently uh there's uh 218 students at BGA and 48 are from Jasper and we're sending over a million dollars so that concerns me and that always has concern me of our low numbers there and um I you know I constantly speak to Dr lecio regarding what are we doing how are we getting students how are you trying to sell your program do we need to invest in those programs in Jasper so I just think for the money we're sending and I know our referendum has said we're going to pour money into a facility that our students for some reason don't want to go to so I like answers to some of that and I don't know if Dr lecio can just bring it or someone from our guidance counselors or uh got you know can tell us just why are we not able to get our students to a facility that we're investing major money in um so that that's that's just 1 part of it because you know I I'm just looking at the programs and building construction we have 2 students 2 so that that I will share this with the full board I asked at our last meeting that we could have the uh the total number of students in each uh of the courses can you please share that because I I do and and I'm sure our counselor has it but reshare it with them um so with private student enrollment Miss enrollment at Ace and and you know I mean I just want to know how can we sell that do a better job at because we're sending a lot of money oh is that a possibility we can have it moved to our well I I that's another topic but it's something to discuss and I think that's down the road with this referendum and something we need to really talk about we talk about investing and they're asking us millions of dollars every year I mean to fix a facility that our students don't want to go to for some reason so do we sell it
