environment of Excellence through Innovation inspiration and opportunities in partnership with the community Miss Mitchell Mr Moine here Mr Horton is Riley is not here and he's going to part is on the way she stuck in the right place mentioned that we approve the agenda 1 nation under God indivisible with liberty this is motion to approve what what what I would like to um ask this for if we could add um not not public comments the executive session to this agenda tonight I think we need to discuss that because for the last year or so we a little bit and I see that yeah but I just want to say so the last year or so we going to Executive session at 5:30 we don't return sometime until and I don't think it's fair to the public um we can't get any public input No 1 to come because I think that's the reason so if we could put that on there I moved to add executives if not we can discuss that at a later time I need to clarify the request and you're requesting that including executive session at the end of the meeting because it's already yes yes yes yes it is madam chair point of order we have an existing motion to approve the agenda is the second however you uh proceeded to do the we did not go back to vote for it so we just need to call for a vote you tried to amend the motion all in favor will be approved eyes please say I do in favor so ask going to Executive session for personnel reports uh contractual matters and Personnel matter superintendency Dr Bethany Gray I'm assuming as well to go into I can hear you can you hear me now want to Executive session no session Joyce and I Dr B Miss we had 1 day for the policy you have to explain Mr Moy according to pass to say I wanted to add uh um executive session 2 of the agenda so that we could discuss it no 1 didn't come back and said we could do it at a later date so that's why I wrote it down passes ladies and gentlemen we're going to session business is there a motion coming out of that we uh executive session to open the session coming out we have any additional functions coming out of yes Madam chair I move that we accept the Personnel report um that was presented by Dr whack and Bethany correct 7 again welcomes the public to our meetings encourage the expression of opinions regarding matters to be considered by the board or educational matters which are of concern to residents of Jasper County please remember that your comments should be directed to this board you should he directed to others in the argument the board appreciates your interest in the just for kind of public schools each person will be a lot 3 minutes for college the public hearing portion of the board meeting will not exceed 30 minutes the following guidelines will be followed you must be a resident Jasper County or have a child in the Jasper County Public Schools refraining from commenting on any student or present your comments without using offensive language or making comments in a disrespectful manner comply with a 3 Minute Timer thank you there's nothing the Lord and he went here that prevents you from saying anything you wish to say what you say will become public information which is subject to the Freedom of Information Act lawyer laws sell the insurance if he choose to call specific employees names who suggested you don't it's my duty to inform you will also be subject to defamation laws according to their statements just policy allows you 3 minutes comments board members and superintendent are not required to respond to your comments unless they choose to be audience there will be no public outbursts of please remember that this is a meeting of a government body and any person causing disruption in subject to applicable laws and allow the removal of any disruptive person from a public meeting SC 17 173 do you have the Torso thank you madam chair good evening to all board members and people who are here I just want to speak very briefly about a few things regarding the district I obviously Davis news regarding to pay out of the former superintendent that has brought a lot of comments and concerns to the district giving the amount that was voted on by this 454 um and I was just curious to see if there was any intention by the board at any point to release the report that was tax dollars um to come to the decision that was voted on 7225 superintendent months ago and that decision to be a great thing out of over 300,000 I do recall and the board meeting when uh it was voted to bring on the action super extended council member muy mentioned that he voted against bringing him on because of the concern of the amount of money being paid multiple superintendents uh yes the board passes by 54 to 800,000 so someone who aspired uh publicly a month ago is concerned so I do think it'll be fair if you guys want to increase transparency which you run on and you preach on the public forums with a few forms that you do engage in uh that you just released a report it's called the money issue because information and for those that voted for the hundred thousand must pay out and that should be able to justify why you go to in favor of that unless there is concern that you feel confirmed that investigation that may not go your way and how you voted um and that's just a slew of things that this board has done historically when it comes to financing whether its capital project to be approved that are not necessary such as a security buildings are being discussed and voted on to be built over a million dollars when you can use that money to do something that's more productive to children or you can pay $300,000 to improve the ml Department that way the biggest issue with the most emotional have the lowest score in the state when it comes to a reported 1.6% kids meaning or standards that are requirements no longer be an L uh but if we're going to do capital projects can we do something that's productive like adding a third field to the article statement in that will cost you less than what you're currently going to pay for Security Buildings that is not required or necessity uh that will bring more trouble than good and will actually help the students currently if you guys don't know how to build has about 3 or 4 teams in each division boards and girls that uses our state the stadium and the city is unsafe with playing tomorrow they can play a game because it's flooded because that city is not in good condition but instead of paying $300,000 or a million dollars for this project or approving a million dollars worth of drawings of a uh field house that's not required for 1 Day School maybe we should be more proactive in how we use our money and either pay more bus drivers who don't have transportation issues pay more teachers so we have better teachers and teachers coming back pay the ammo department so our mlcs are not lost they're not getting appropriate uh attention they need to because over included facilities are actually married and benefit the kids now rather just sit here every day spend 2 hours in the executive session discussing personnel management superintendent matters and then coming out here and just sort of doing the same thing over again which effective unproductive so for these sort of work and we'll be good yeah behind we have 2 sets of nights that we need question I didn't understand what you say that and say thank you for your comment and we are going on to the next thing on the agenda which is constantly gender approval of minutes 2 for the ages Madam chair make a motion that we approve the monthly meeting for February 10th 2025 and January 24th 2025 second discussion calling for you're really the consent agenda items please go high we disagree but no 1 May according to policy is treasury need to explain number I wouldn't name because the the minutes of not reflect um my comment on the um February 24th meeting and I would have liked everything um in the next piece your specific statement you want added to the event yes ma'am I said February 24th we are going to be made to the Deborah 24th May so we're going to go back to the first 1 and go that first 1 and then go back the second 1 empty so we have 1 minute reports and information SSC thank you I have a request yes to your company yes ma'am everyone else is presenting to word sentence of video representative to actually do a video and then we will ask you questions based on what we see yes ma'am thank you so much yes ma'am well good evening to everyone I do a quick overview of a couple of the projects as far as the superior boots we're in a harder um they're just finishing up the last pieces of the infrastructure for that little building for both buildings um it's still scheduled to come in and meditate but that's it nothing more is going to be done with the the Security Buildings it's been stopped outside of that um but once they come in we'll work with Mr zerman in the district to uh find a location for those buildings and just make sure you guys are ready to move forward um with anyone else um regarding regarding those buildings uh next slide so the athletic um project going on there in ridgland as of right now we excavated the uh retention Pond there in the back part back um and we got the additional from there to put it in the tennis court area as a it is braided uh we have a surveyor coming out tomorrow to check the compact for that location before we start doing anything more as far as the foundation for the sensor Works um we are also lining up the um building get like building there in the room um we're hoping to have that done kind of next 2 3 days and then hopefully fire the next week we can start laying some content on that area as well and again this is the foundation as far as the electrical and the um communication fiber um conduit they're on Grace Highway it comes around that has been completed uh going to towards the back of the building here in case anybody um due to the weather it's been a little slow but we're still on track right there so um and as far as our meeting with the school district or originally leadership we do have me tomorrow the Earth Day Center uh with Mr Zimmerman the principles um and so on just to kind of get 1 update on where we're at and uh the next steps next next slide please I added these 2 and then you're just because this was discussed at the last board meeting and it has to deal with the capital and when it comes to the security defenses around uh partyville and the original campus this was back in 2021 and as part of the measure plan or definitely 10 years and this was presented um and in there it actually didn't have the perimeter fencing around both locations uh I know there was a question that again I wanted to make sure that that was brought up just to show we are doing what is being asked not just because we want to do it um and back on 7121 this Capital plan the facility assessment active plan was submitted to these Department of the school facilities there is an Charleston um but previous superintendent and again it's just for documentation but as far as um anything that happened moving forward you guys do still have that Capital plan and uh you know what do you guys want to continue sharing with the public or however it works you guys are more than welcome if you guys need additional copy of any more than happy to support that to you guys through Dr W but again I just want to make sure that as far as Communications and what's actually happen projects um this just I'm being transparent as possible to let you guys know that there's any questions or whatever documentation I'll get back to you okay you have any questions for me yes sir what what principle you mean uh we're looking at with Dr I mean Chris well maybe principal green tomorrow they're at the UK Center we met with them last month uh after the board meeting and we're scheduling tomorrow as well any additional questions I would just like uh for you to stay the to Dr W I'm just about everything that you can find yes ma'am regarding these projects as far as even approving previously you could just compile it and predict this into 1 yes any other questions thank you know sir thank you very much good evening you have your packet the finance report any questions uh 1 question uh third bottom line we're going to net revenue yes I meant expenditure the very last part of that everything else was dependent on but it says there's something about the Thousand 78% can you explain that a little bit to me if you take a look at the uh year to meet pleasure at the bottom and the remaining budget part that is showing you because we had such a large um uh deposit for have a little taxes that is through things out of whack to be in such a large amount so what happened there is that it shows that you have collected your a thousand percent of it and as you as you go along you'll and maybe go down each month because the amount of money you receive from the county is going to be sub significantly less and you as you know January 7th February is where you collect most of your uh tax thank you on the first page second item pending the liquid taxes um why for the delivery the penalties we paid on the updated everything else no no no this is revenue coming here from the account okay that's people paying their taxes and they over to us at the category of delinquent ability look at the question to that I still want to question that is it though I'll leave the link within anything that we need to be paid or whatever in our right now because we had to change it in the we are making the federal tax thing that we have to do and I can say it's like a pay period as far as committee we spend the country just for clarification purposes that line out of this is penalties and intricate taxes is talking about the people who did the Jasper County would not pay their taxes yes just receiving the revenue right as it over to us just a moment yes um this is March and we're only 4 months away from our fiscal year July 1st when are we going to start the budget workshop and also I want to know if the 130 million is going to be included in the budget this year well the that's a bond issue that wouldn't be included when we do the job but because as a bond issue we have already started that wet um had a you know start working on budget prep last month when we started to uh preliminary meeting with the principals HR has met with getting FTE together and um that's great about me once a week so I put it out stuff together so that we can get ready to work on a budget matter of fact we will be in a budget workshop for the system on Wednesday right this week okay thank you and also Mr I know my goal is to try to start having those formalized public meetings enable thank you I would like to ask the question how are we doing with the audits that are being taken care of the assistance from the state we're waiting on the state department now um give us the go ahead send this up to the auditor so that they can read that they are reviewing um you're reviewing an item now and once they give us get the go ahead and you can set it on to them uh the 2 Auditorium contacting utility and once again through the public for clarification purposes the state department is offering technical assistance they do not take over our budget thank you thank you currency update you're asking just go ahead and start answering the question that I know that I am well if you got 1 question sure I asked a question so how many tools do we have and how many habitually the terms of students doing that okay um let me get the definition of the definitions first shrimp a child is considered Truman with that child has missed 3 consecutive days or a total of 5 days a child a child becomes habitual whenever an AIP in attendance intervention plan has been put in place for a job and the child still appears absences now your question is 2 4 minutes based on a report that was ranked the total number of truancy that we chronic truist that we have for the district is 1,600 students however Elementary students cannot be considered a crime true okay so that number falls down to 423 between our middle and high streets so that is the specific answer are there any follow-up questions that seems like an awful lot of students so is that individual students or clients that they game Chronicles and then you know the interventions are working for a while and then it happens you get a couple more players so the intervention is included but not limited to phone calls from teachers and letters from teachers phone calls from our managers let us from our data Clerks from home visits by your student uh those so some of the interventions now the question that you asked are the interventions work in some cases they work but they could work better because the school is limited the district is very limited as to what 150 and if if I may take Liberty to just give a little small example there's there's a particular student at 1 of our schools who should be in the these are the fifth grade when I was in this position in 2020 3 I dealt with this particular family when I started banking in anywhere I built it I'm dealing with the same thing I get it the same excuses the bus does not come which is not true because there are other children in the house who come to school 1 of the interest matches that we have in place for this particular family is that there was an individual who was assigned that we did for 2 weeks 3 weeks to call the house every morning that's why am not to wait with child but to wake the parent up the child was placed on a AIP attendance intervention plan the child got suspended from school that is a violation of the plane well we did not value the child to a petition the child has missed further things I sent a certified letter I sent a copy of the letter to my the child which basically States you at the end of the road and the only intervention that will be left is a petition that is to get the challenge to court that was basically that's that's what is supposed to happen whether that will happen I don't know but the next time that I was actually from school I'm going to push the petition so to answer your question some interventions do work some interventions do not work and there there are other reasons why kids are out of school besides just being absent something something is a bit of school get out of that typical man because they are scared of masks some keys on this these are schools because of shock immunization records uh there there's there's a family that that we've been working with the government 1 of the elementary schools they have they had given food to the thing because they are limited so there is a gamut of reasons why kids are true we have to disciple the the reasons and the 8 that people attend the intervention planning it is a document that is to prevent any excuses that the parents can come up with as to why the child is not in school now the frustration part of that is again when the school has met every possible need of the parent and they still violate but then our hands are tied when it comes to our outside interests taking the lead steps and that is a process that we are still trying to Grapple with I have a question for you how is the state interesting from I was a state of address to state where similar to what I just explained there there there there are no 1 fixed answers in various places of support outside of schools are a little bit better than other places um someone go to my attention that I legislators on the problem in the process of reviewing involves sign up Tracy enforcement um but it's a it's a universal problem in other schools question I'm not thinking when you've gone with the they are attending schools that you can do where do you go to the the a local agency that you go to those parents so let me let me back up and answer your question thoroughly what we do all that and we are supposed to do a part of what we're supposed to do is put the child up for a hearing just like you do for hate you individually and the child should be placed at alternative school for a shortest amount of time for a week 2 weeks 3 weeks but we are limited in doing that so we don't have that component in place uh whenever whenever everything is met if you know perfect world when everything is met follow what was your second question we the outside agencies okay so you had DSS and you have DJJ I'll give you a real life example so example I gave earlier I called DSS hotline I called my hotline they sent someone out but it was a tug of war we don't want to go out until we know what DJJ has done so then you turn to DJJ DJ says well we can't get involved until yes yes and I am being very transparent because it is it becomes very frustrating when you when you try to put policies in place and you you're trying to address an elephant because because this is an elephant there you see 1 person standing here but there are many many hands that are involved in trying to resolve so I'm going to be very I'm a lady of calls I'm thinking you are limited and I didn't even go on as far as the solicitor's office because when I spoke to the solicitor earlier this year she said she is not prosecuted but uh insurance State case and over 3 years in gastro County I as I stated I I just the petition the meditation will be the second because another school just didn't want a couple of weeks early so it is the figuring out process who's on first base who's on second base who bets first who bets second and we kind of narrowed those those directions down who goes first and I'm I'm the 1 I'm going to I'm going to try I'm going to try the system so so that's why I already presented the petition I'm going to see okay so here's the petition what what we going to do now so maybe later on I can let you know what the results was from the petition but that's where we are trying to figure out who is next at that and the legislation that's in the process of being voted on in Colombia should make that easier for you because it's far and Far More outreaching and we could ever do this because service it does because they have to hold the attitude patient since they haven't even presented it's it's very it's very cumbersome to get all the pieces together in trying to intervene uh whenever there's a a tendance issue it's not just you know a cookie cutter situation and folks so many other duties that they are responsible for but just 1 case can consume your whole thing is they appreciate what you're doing they're not there students who intrude and you send information parents when a parent is the problem with students getting a how do you all have that whether the parents fall by the children you know they don't follow up with the with your plane being on fire up the third or issues they end up being the larger thing the more petition do we actually do that this we supposed to do I I have 1 already in the works and there's a second 1 that is in the process 1 more assets and it is okay this will be a case where the parent is solely responsible because it's a Elementary child and that that's another that's another reason why most cases because there is some deficiency in your own and those who make the laws feel that if you are really stringent on truancy you going to put it you're going to pose another imposition on families that really can't afford it that's that's that's 1 hand of the of the argument but the other hand the argument is you still have a child who's not being educated I mean young children you have a lot of Truth say 6 children 6 to 10 uh yes was uh about 30 41% 41% at heart on our heart middle school and 37% on Richmond Elementary School it's really not a bad thing it's about certain things and and a lot of the light sometimes or you have parents who just withdraw the kids put them in the other and you have to you have to track that down correct and it is a process so how many Department so the uh every school the data first so that's 4 data first also Mr Mr Shelton our social workers uh I hope miss miss miss um the answer to your question is about probably about 15 people and when I say that I can must have reported that I don't do all I don't do all the work I have a role to play all right and whenever it reaches my role that's when I participate but there are other individuals um who Dr Dickens your role as a star is when the child is chewing and hasn't shown up in the sense that A&P I report that's when the quarterback kicks in and go to the homes when they when they can't find the child or there is no communication back from the home that's when I when I when I activate and you're a whole department um if you want 1 thank you yes thank you very much thank you thank you in a little bit about that um you know it wasn't even the 1 so we thought that we brought him that primarily because we are in high school that is unsatisfactory primarily because of currency and it's a primary reason uh it is there happened a lot during the co time you know of course the way you have to graduation is tracked now it starts with that cohort of kids and of course when I got back you know we found there was a large number of kids who the year prior were missing and so we could not afford that can happen again and so you know ultimately I went to the doctor Dickens and he graciously agreed uh and so he stepped back and he was helping out the high school uh as an AP because there was some vacancies there but uh we were we we just couldn't wait any longer and so it may be a department that could eventually evolve um but at this point we do use all the other elements of our student services department like social you know social social workers and all those pieces that are helpful of course as a job the schools have to do as well and so all those elements are are in place and are continuing uh to evolve so as um the department of 1 that we need substitutes is on the report cards right so we will come back and we have to stay in the serious this is truly right now so I'm just wondering because since what the something to do is not really getting what we want to be so when we go to do that our truth well we can't say that it's not doing what it's supposed to do because we just really got got it going again you know remember you started in January so we can't build skyscraper in 2 months uh you know ultimately uh coming from a district the same size we had 1 tourist a person if you go across the state you know which is probably why you see much of much the state bringing for support certain um strategies to solve the issue as a formal principle you know if we got bogged down in the children who missed 10 days half the school would repeat but Elementary children don't drive and often times is the parent does not do it the part to get them in place so those are some elements you know there are some pieces that we'd love to address but then that are just beyond our reach uh such as we can ask parents we can put forth these plans but at the end of the day mama got to get up well Daddy got to get up or somebody got to get to get them here and so and and we you know in certain cases yeah we can go get a kid but when we start adding that factored in we we could never do that consistently so I I thank you for the passion behind this because it is a personal passion of mine children are being in school and ultimately we they need to know that we're watching uh where they are and where they should be and so there's was so much of that we can do but I think Dr hit the ground running and our staff doing everything they can to ensure that we get children in school consistently well thank you Dr thanks again good evening Madam to your members of the board Dr W stakeholders you received a copy of my presentation so I will take any questions that you have at this time detail any questions that it's going to report its really nice to see um the thoroughness in which you go through this process of hiring folks and training on boarding them um that was very reassuring in terms of how we go about that process my 1 question is which states do we advertise in um so our 812 job post um and also indeed those are of course Nationwide postings that we use um so those are the 2 sites that we use that are nationwide any other questions oh you have a job description for all positions yes ma'am and um and how does the interview panel so that it um so it depends on the position any District level position um Dr wax will let you know who he would like for us to choose on that interview panel that's what we select but we do choose a wide range um so it depends on again the position type at the school level if it is a teacher then the principal determines who is on that hand that was 1 of the other questions that the principal um and um our our salary schedule in line with the disease and the years of experience yes ma'am so um of course what we're doing now if there's a have a teacher for example um we would use their certificate from the state department and it has to have their degree level posted on it if they tell me that they have a master I can't go based on that I have to go based on what is reported by the state department same here when it comes to experience from law it's not something that we can choose not to pay someone based on user experience and it's possible for someone who is a teacher who has a doctor who may be way more than some of those who don't have a time this rally yes job fair basically you have here on list about job fairs how often would you be conducting job fairs or do you have any in the lineup so we attend them as often as they are available also right now we use our Sarah uh which is a Statewide portal that is used um Sarah has not had a job posting available since January or job fair I'm sorry available since January we also use a handshake portal which is Nationwide they have not had any postings posted yet but again those Change Daily so we check them on a weekly basis and so as those are posted we have job fairs for Education that are hosted we do um everyone is vetted the same way on the show yes sir right and um how do you come up with the questions it on the different jobs it's it's just that you and the panel who just elected so I will send out an email to the interview panelists and I will ask uh each of them to provide me with 3 questions that we do have standard questions that we asked um for each interview as well thank you is right um the other long question because you mentioned something like everyone is treated fairly and hired whatever um what about nepotism yes ma'am so uh again that relates to higher barely making sure we're not selecting anyone based on their relationship with anyone else um and so we go through the same process those that apply for a physician uh the highly manager will send does the names of the individuals that they're interested in we will vet those individuals to make sure that they have the qualifications first to um the interview and then we'll go through the interview process Dr Gray I know that chattan County as well as in the county how job gives last weekend so considering an intense adjustable working job here in house yes ma'am um our first job fair that has been in discussions of course for bus drivers but after that we do hope to post a job fair for teachers in the district no ma'am I'm not getting we're still in the planning phase any other questions about the bra thank you thank you secondary schools that was everything you can tell that it does and the great strategy is to have in place to ensure that the growth looks necessary um this is about a tenant that the students have to be there um my question would what about the 10 minutes of the teachers and do we have teachers to go along with all the programs and strategies that you have to offer to fulfill it teachers do have to be there um that is addressed that we Revenue we don't really have an issue with teachers not coming to work um we do have some vacancies when you have some issues there so we don't necessarily have someone in every place but we are strategizing to make sure that we address those so we don't have some for instance I came in this morning with a grand plan and presented to the Middle School teachers about uh how we can add in some more intervention time as we prepare with these next 6 weeks for Essie ready and that involves using some dark speeches who are duly certified in core content areas so they will be stepping in to help with math and English and specified times during the day as well so that we are not having those deficits I've also stepped into and students and teach classes as well because I am certified English teacher I can't sit there and not let the kids we don't have someone everywhere but where we don't have them here making the changes to make children still cover those standards I do have a question um do you have writing across every subject we have writing is incorporated most of the areas 1 of the things we did this year to make sure our students are prepared for writing as we prepare English with um creative writing first semester because what we saw was a trend in our students in on Etsy ready where they're when they're writing scores got added to their reading scores their overall score dropped so we made sure we paired that Our intention was to also to offer a reading and a writing section at the middle school but we haven't been able to do that because we need to improve it we need more staff because we grew tremendously this year and so we have over 100 kids that each grade doesn't really have 4 Teachers so we're looking to do that nonetheless we have been writing the curriculum in our middle school areas and we have added that creative writing with high school how about the Esau students and their writing because I know that's a huge challenge for them especially the students that are not that before we have unfortunately this year we have 3 esol teachers we didn't have any for the last 2 years so we have a wonderful esol support and so make work with this content Area Teachers to help the students understand the language and work on the writing 1 of our areas that we still work on too as well is they don't read or write their own language so we're trying to help them understand their language reading and writing it as well so we incorporate Spanish into the middle school level for our students as well as high school and that last statement 1590 is a commonality that has been with that population as long as I can remember going back to is not a matter of not being in the case the hardest thing to bring English speaking students learn level 1 thank you any other questions yeah um your highlights congratulations tell me about the um Middle School the model School you going to be present we will be presenting and I um topic is rapid recovery and we're going to focus on those strategies to help us move from a lower average to average last school year so we put a lot of things in place working with our bottom 20% doing small group instruction we offer a blitz where students are grouped according to the IRA scores and they travel into those groups for different days of the week and focus on different skills and so we'll be presenting all those wonderful strategies and how we would award them incentivize them and move them from below to average the school year we're hoping to continue that inspired not having some people in place but we're hoping to continue that training very good so so yeah this I already this is a comparable to with they used to have with the Benchmark testing here I'm doing here yes ma'am we do the the irony is our Benchmark okay testing that we use the grand Benchmark testing but we also use teachers instructional data to move kids in and out of groups those groups are flexible they don't stay the same depending on the topic that's being covered so they move around depending on what's Happening I don't have a question that I do have a common and thank you um out of the 82 seniors on campus here's a 77 on track and I've all day career ready or uh or taking the assets or the wind so that's that's fine that is so thank you very much for that I'd like to see the the progress of the students from the fall we haven't seen it the number of the scores we've doubled the number of kids the double the percentage of kids who are at a B grade level and reduced the number of who are full that tells me volumes in terms of what you staff were able to do with the students so your interventions seem to be working working well about maybe out of out of the box question um and that is what I do is do you have maybe not for this summer but for the Summer's in the future to impress the the the decline in scores of spring that's when the students are at home traditionally across this country that's the time when when students weren't really well in the first place typically declined so do you have any thoughts on how we hang out or she'll be depressing that to try to reduce that decline yes 1 of the things we did this past summer is our lobby for my old summer school we were supposed to be moving summer schools from 1 Campus to the other and allowing for my own down in the creative this past summer and we had over 200 students middle school students in our building over the summer and we also offered a um an art Fusion summer program and so that pulled some students in who would not normally come they the take along with the poor academics they took drama um Visual Arts courts and dance and so they did half of the day in academics and the other half of the day they did those creative things and so we are constantly looking at ways to Google students and in addition just even when they come back we have put in place this year our night program which is that extra tutoring that they get during the day that's come it comes from TFA teachers for America we're trying to continue that next school year and we're I'm also using our dual enrollment students who have some time in their day to get a full-time dual enrollment students they not on our campus we're pulling them in to help build some of those gaps that we see um appearing after they come back to school in the fall so we're doing those little things and we're hoping that those make thank you have any questions really have to ask you that same question about summer um again the scores tremendous growth during the course of the year which 2000 to the South and the improving the chart um but we have this drop off during the summer so when kids come back in the fall we got to kind of go back and think about to where they were so what ideas do you have what those are are you thinking of putting in place to address that so we can reduce that summer drop and very similar to what was made by so they did on the original campus again we were traditionally we had campuses with summer school both campuses you know and this past summer we actually had split summer schools and my staff has been teaching staff they came up with the idea very similar to this main thing they wanted it to be more about to get students there during the summer than just all academics and so Thea or stem classes they even had a short time period class during the day and they were on a rotation and on and on and focus on academics but theaters in classes and we had about 15 students that showed up and attended summer school so just keeping that shortened day and keeping them at school keeping them in a safe environment you know somebody being there with our students is very beneficial question when I looked at the data at the end of the school year last year fifth grade it was actually years and that's 2 years later and I looked at the Acres it seems like they're not growing as fast as they need to current model of physical Improvement the state has adopted every child has a shower with greater relationship and every school has to shower forget about the district because if everybody else doesn't show up the district so my question to you is how are you addressing those deficits because they have a huge chunk of students leaving with ready last year who were even meet the standards 1 thing this past this this our second year for our our fifth class within 678 CR focus on reading and writing so we have 5 teachers for the grade level and so if you look at the ELA scores in particular from year to year we had good growth there I don't know was wondering this is you know this year as well last week we took our routing Benchmark um next week we again our I already screened Diagnostic and so we use that as soon as it's completed we're doing ours the first week so we can have it over with plans made for prior to spring break and then returned for spring break period um before we get safe tested So based on the data that we saw I do have a discipline wide writing program as science social studies when we took our Benchmark like I said the windows because we're asking all Wednesday our dads should be back this week looking forward to seeing this thank you very much we've got more than 10 days up there and we're going to um do superintendents update we're also going to discuss policy can you get that up on the screen for the purpose to see we're going to go to committees for a minute working on that um the following committees are what we need to be looking at having members from the board policy committee hang on random to me now when persons are assigned to committees they do not speak for the entire board the meetings that they have will be public it will be posted on the district's website and they put through the public will be asked by the poorest leading the specific green and then they will bring that to the board the board will review and discuss all of the meetings and the anything that really needs to have acquired and additional persons are needed to clarify any of their suggestions then we will have additional purposes Dr Valerie can you make a note policy committee no we have to pay people okay so that was a board officer will need to be on each of these things so miss been I'm just ratting you rinsed your hand first okay our budget committee Miss Fraser and anyone else sorry to make this clear as far as a referendum batteries and we're going to be on the record yeah and you would receive more this morning is um our representative the school board's representative for the counties referendum committee advisory they then bring their findings to Big um counties preferences but their transportation reference the same thing will happen here Mr Thorton on this golden St Louis he's on the important things so we're looking at board powers and duties program a little bit please all right so it's not that we're actually going to vote on this tonight and just need the public to see this specific policy states we what we are going to be doing as the board needs there will be reviewing the policies bringing any additional suggestions that I need with regards to the cost not just the key section and that's why it's important that we're trying to do this and then the board will vote on it where it says borrowing anticipation of the collection of taxes state and federal aid that finance department and that's what the bond are currently is revealed okay the next policy please the board members permanent residents ceases to be in his or her go to District it's important that public knows that they cannot continue to serve in that if you move out of your District especially that she would have to be uh running a vacancies is created immediately the second you move out of your District that no longer has representation and it will require you to resign in a positive test board and the public at least to have the next because we're not countywide the length of this board of issues we're elected based on our residents and therefore I cannot move the sense that could be because I have regarding that anyway but and they decided I'm going to stay in this particular because it's not the same do not have County Legacy so it's important for the public to understand for vacancy On the Border occurs when the numbers on able to come is on her term the vacancy must be fertilized special election as provided for in the law this also means that if the governor removes the number of the board on the board there is a decision special and having come to this point where we're talking about board positions and board members duties and or responsibility it is important that the public understands that there is 1 official spokesperson and also for the board members for the board that is in cost that person is the board under no circumstances can anyone who is on this board even his bowling or Dr vallier sleep the newspapers or on behalf of the board it's a violation cost now the process any policy says when that happens the person has to be nuanced there's is 1 person on the board has received that morning already and they continued to speak to the newspaper and you'll find out who they are in a second and they continue to discuss board circumstances and our situation without approval from the board officers the court chair and our violation everyone who reads the newspaper who's watched WTOC notes that is inspiration of her concern with Israel has been talked to about this situation before and I believe the first time you've heard it was when this Walden was we need clarification for policy purposes as well as to whether or not this department speaking on behalf of the board there was a um regarding the voice does have a sensor policy that was put in place because of this so it was basically appointment and what does it mean this job we we probably and then uh they could actually see for themselves number when I have yes and when I finished speaking and we can respond okay is possible female highlight essentially were so we have a scenario with um or trusted treasure who when we stated that she was going to do exactly what she did speak to the media about personality as a board member that was a violation is going to distinguish by the board because she did not call the house it was not the first time officers and then okay thank you um we are talking about the policy the State Board chair who addressed the meeting phone number speaks to me there's nobody said it's there it's for them they're depending on whatever then they had that option they had that right to do that and the guest is the fact that these are stringent on some policies and in some policies others break forward parts of the fluid so I think if we're going to be stringent with the policies the and it's not done across the board then those other persons as well between the chairperson it should be recommended by students of the definition they can thank you they can't changes um pick up persons because they did 1 thing and we are doing something else we doing something else at least to what they're doing and so let's observe all policies please thank you okay great question it says appreciated please act on it 55 um as I can recall I'm not the only 1 that spoke to the media just to go away name was in the paper that he said something to the media I just spoke to me I didn't speak for the and I didn't speak for the board either for me but that's on you they they believe me no I'm not giving you out because this policy and the policy is for me the policy is no we will have I'm not the only 1 has spoken to the um to the media you've spoken to the media off renewed not the chair and WTLC the news the other day was for my information it came from the freedom Freedom of Information Act so I don't even know how they got that information they just because I get the how did I get the meeting that was uh recorded by Mr with him to the news report you walked out of the Court meeting and declared that you were going to contact the media and share the information from the confidential Personnel folder which is a personal folder what did I what did I get the media out of the personal news also you know what thank you it was clearly saying that someone claimed that they had um your daughter confidential personal and my daughter did that just around you and everybody else up on this board and then did you ever see them did you ever see the information from that packet in the in the newspaper on on the um 1 1 and you know executive session over and over and over again because she as as as as talking for the community and the people in this community and trying to help them out or whatever we do that's not right are you using the board I'm I'm okay with the board because we do not do anything that's right we do not follow our own policies thank you for making any Administration Mr Daryl ma'am um when you do an assessment on the board I think all board members need to know about what's going on this is just by surprise and I want the public to hear this this is exactly by surprise and that is not prayer to the Lord Lord officers does not speak for this board board officers does not make decisions for this board the entire 9 River board this is something that has been done around tonight by the chairperson and I'm going to say it again and I'm not trying to divide this board this is wrong this should have come through the whole entire board before you did something like that and that's all I've got to say now you are you are a character with that thank you we ask the audience not to disrupt the meaning and then good evening Madam chair to the board as a whole uh my update is a pretty quick tonight I do come though uh asking for your assistance and forgiveness um earlier today came to my attention that we have a textbook adoption uh that will be due on April the 11th um unfortunately our board next board meeting is not until people 14 uh and we have uh had our math specialist working with all grade levels uh to select those books uh that should of course first received board approval uh for that and I bring this list of those uh textbooks to you at this time uh and I've got uh Dr Bellamy who is with me today to just come and briefly describe to you um the process that was used textbook um review and for the selection of those books and if you would uh I I would ask your Indulgence uh and support in approving these textbooks as gastro County school districts textbook uh selections for the next 5 years for mathematics good evening everyone the process that we use um was that in the seventh and I with the district now Specialists we attended um state level math Caravans our math standards are changing significantly um as in the first um column all of the new math courses are many of the new math courses that will be offered throughout our state and 7 is also set on several committees at the state department to truly understand you know the textbooks that is coming um with them every Textbook Company had to leave the threshold for high quality instructional materials presented by the state department um and these are the recommendations that we have for uh continuity of services or most of the K8 we are recommending reveal map by McGrath Hill um and we have our rationale as to why those were chosen uh this text was chosen and then for our high school with the exception of a couple of courses because there's only 1 publisher that has been approved by the state um we are choosing status for all of our High School courses any questions I hear you there's only 1 publisher that's for the Sebastian and it's recommended by the state know if you look at applications and modeling um which is 1 2 3 4 5 6 now BW Walsh the only publisher for that specific Math course okay so and the rationale column when you see the only publisher approved by the state um some of the courses there was only 1 puzzle out of all presented okay so so please play the process that um staff uses to select um the the particular book so we had all of the books on display and it rooms in all of our schools and the staff had a chance to go visit and look through books and what was offered um I can speak for what I did with r say we bought all the teachers into a room we did a PLC we walked through actually looked through we compare um what math Nation I um McGrath Hills status um we looked at all those books and so what I encourage teachers to do is look at the tool from the frame point of you have to use this for the next 5 years and as although we teach data so we know encourage the usage of textbooks from front to back you know that there are teachers to do that and so we told them as you're looking at it make sure that it is a tool that you feel comfortable with that you can use potentially from front to back and you feel like we're going to get um the best thing for our book the other piece that we looked at are the supplemental materials that are provided for each of the textbooks so like with McGrath Hill that comes with the online platform Alex and they're just kind of like a 1-stop shop for that textbook whereas with some of the other uh textbooks there are 2 or 3 websites that a teacher or a student would have to go through to have a entirety of um that textbook and so we looked at we looked at all of those pieces 1 other thing is the more important to finish so we then we did a survey so the teachers had to fill out a survey with their their language choices and that's how we came to our conclusion so you guys are asking us to approve this tonight yes it has he is not able but since within amended gender would be okay all right okay I just want to make sure we I asked oh okay all right okay so um yeah Dr Bellamy I see that you're saying that possibly with the uh K5 the rationale for choosing the right now is that we will yes possibly and that's primarily because some of the what what we're looking for is what to very well to the new map testing that they will have as well as what matters to SC uh and map along with um which was very strange curriculum uh align program that aligns well with 2 map as well as this 1 and so we actually been consultant sometimes State Department of Education as well with some areas throughout the state that have been using some of the programs that we're looking at and uh he didn't need to tell this to Mr Delaney but the reveal was 1 of the choices mistake itself suggested to me and I I didn't realize that that would be the choice here because you really want to be a teacher driven that they know that their selection is what we you know we've listened to this not decided to do it uh individually uh the addition in math I can speak for Mr Bellamy or not before him he is president of our state math Association that's the person right here that so they work closely with the state uh in this area and so they have worked diligently and so when it was brought to my attention today I I told them initially I said well it might be you know what I said we see what we can do to try to just bring It Forward because we don't want to be late and so I'd rather ask for forgiveness now so that we can have this on time than to wait until the 14th can be like okay I guess I'm just trying to understand the irony uh We've invested in that so what is this additional investment I mean to just so our rating from this standpoint let's go and is the diagnostic so the state approves like 3 2 or 3 other Diagnostics so we have map nwea and we had run as I was wondering with star and so our issue is looking at shifting away from Ira diagnostic to either nwea or um Renaissance Learning and star when you look at those other 2 this textbook that data goes directly into the system so like right now we do already Diagnostic and we have ready math it will the same process we were mapped prior to coming I don't know who were when you came on board is when we made that shift Ira so we've been predominantly IRA and we made that shift because what you just described at the interactions but we do feel based on my talks with principles that we're not sure that we're you know in may we we ought not be guessing where our children are and we're not sure that we're getting the true alignment with I already as we know we got with Matt and so that's why we're looking at this change not to like the president and I already stood before instead he knows that I already man does not correlate with South Carolina in that state he presented to the board what were the original 1 of the schools the Secondary School auditorium I was concerned when you make yes he actually said it himself and I will also tell you if I may be completely transparent at 1 point I already turned off this I have a problem with it especially when we play this company hundreds of thousands of dollars exactly to turn off my system for our students is a problem no other uh program but I would if it was not anything we could help we paid for our ready through federal funds federal funds can't get released until the audit is clear so there were there were circumstances as to why the Joe payment was not made okay but they turned the system off I personally have a problem with that and I felt like if you're willing to turn this system off for our children when we placed you over the years hundreds of thousands of dollars then maybe you just don't need our business anymore and there are some quality things out there that are not things but programs that will support our children you and it was only for a day or 2 but that was Day 2 minutes in my opinion thank you I'd like to make a that we improve on the recommendation of the superintendent and staff for the math instructional or recommendations as presented because it's we have a terms of the agenda we have the possibility of adding motion when it's not on the agenda if there's some sort of emergency and I think this file was in for that emergency criteria second motion by and discussion the call supplies comparing the 2 comparing what we've had uh what we're going to is is less expensive um you know is it it is less a little more in the first year but it falls dramatically almost by my 6000 dollars after that and I excel has has really been showing some amazing and I'm just don't don't let me fool you now is already here because utilized and pretty much everyone of our schools we are just making a decision to go with something that we know is working uh along with what aligns with this new massive insurance uh and and we believe that it won't show us off uh and so that's not nothing I'm going to state when I see the difference between the previous program and the ones it's not just a method the data the teachers actually have instructions here to there exactly what we need to do and what strategies that we should use and then that we come to the partnership between the school and the parents and um when it's all online the community can see the actual profile as a and I will see exactly what we are doing this section and 1 thing I did leave out I will cover all 4 content areas whereas I already only does math let me get away a lot of emotion starting with this which is to work yes okay yes Dr B yes uh our attendance for today uh for original secondary Academy we had 719 students party buildings in Ohio we had 694 students Ridgeland Elementary School we had 700 and 89 students and hard tovil Elementary School we had exactly 700 for a total of 2,900 and 2 students in attendance on today uh and next up will be the Jasper Jewels where we're looking at C or better on our EOC students that just took their test this fall we're out for 1 biology and English 2 and after that we will also see the video Google faculty and staff recognitions uh I wanted to show you and I forgot I walked out of the office I want to thank you that's right for helping me out we ordered and had some uh custom pins just like the 1 I had made here several years ago so every 1 of our teachers in the future are uh terrific teachers tremendous bus drivers District staff they will get a lapel pin every month as a means of just saying thank you along with the video uh I thought it was nice to do the video but I wanted to have something that they could have and they could pin it on their language and all that good stuff just to let them know that we appreciate who they are are what they do and why they do uh what they do and so of course I've also gotten some requests about bringing in some of our students physically so you can actually deal with the judgement and so next month that's what we'll do we'll actually have some students here in place uh so that you can see that we started doing videos just because we wanted to make sure we were about teaching and learning and ultimately that's what our role is and as I've said to you guys in the past I don't spend much time talking because it's the people behind me that do all the great work and so it's my job to assure that that work gets done and so I stand in and chime in only when I think is necessary so that's what with God I will bring songs with you guys to see them and also have a new uh Jasper County pin that we will pass out get a volume 1 and angle 2 in the fall of 1.4 around staff recognition please I have a lot of Johnson green problem Elementary School our tremendous teacher for the month of there's none other than Los Angeles Mrs Jones is an EA social studies fifth grade teacher here at RMS she does give Anam job of taking a 40 plus students in addition to now she also finished groups from other classes to support those students with teaching and learning currently she is administering the GT assessment for multiple grade levels of support ladies and gentlemen don't get snack bags to my students she goes above and beyond to some again our tremendous March is none other than for the month of March is Mrs Mrs Karen is a professional that is supporting me with a box break every day 18 of first grade Scholars Miss Harrington reading papers displaying student work and anything that it takes to ensure the teaching learning I always call us on a daily basis pass off to should we have this 1 first grade students give me 1 my name is Kimberly Brighton Middle School assistant principal here at our state and I'm happy to announce our tremendous teacher who is none other than guttering Sergeant Anthony Quaver AKA gun who has served students here at Bridgman for more than 20 years he's an Ultimate Team player living a healthy him and every time he has positive pillars of the school in this community and a mentor for every student again our tremendous teacher Gunnery Sergeant Anthony quaver now for our school painted staff the month of March is none other than this Stephanie Chisholm he's our front office receptionist she's consistent and dependable she's always on time and willing to stay late when you when there are questions that need answers she's the 1 who have them or can get them without doing our stupidness thing number for the month of March at our state is Miss Stephanie good afternoon everybody I'm picking up my good drivers and that driver uh dedicated driver um we can call her and get the job done keep doing Baltimore table it routes and deserve to be loyal um we got many more good employees coming up with only to pick 1 every month so the back to the United point greetings I'm Mr Jefferson principal of Cardinal Elementary School we come to you today to celebrate our tremendous teacher and stupendous staff for the month of March our tremendous teachers going to be none other than Dr Fria kuwasha she's on our sped teachers absolutely phenomenal I don't believe that this any days of school unless it was absolutely necessary to hear real early in the morning and often times the last person got to make their leave often times in their attitude so we definitely want to celebrate how to do that is that number for the month is going to be none other than this is she here those that she is a phenomenal asset to our team she's flexible and she moves with everything that we get her to be kudos to these individuals thank you you do a great job good evening this is senior high school I would like to give you to our tremendous teacher for the month of March I would like to introduce you to chase beard he is our sixth grade science teacher and also serves as a headrest United States Marine Corps Mr dearheart has done an awesome job with our students at 6th grade science he also coaches our wrestling team and our wrestling team is a here um program hard to go to your senior high school our team collectively qualify for the 1828 playoffs from school district LeBron Sanchez our senior to the state tournament for individuals which is also possible congratulations senior high schools within the staff gas stations every day you can be your own situation so thank you also office thank you thank you for that conclude my report just the parts that I really want to thank all of our principals District staff coming those things presented and I also want to recognize this is green she is in Washington DC tonight uh she represents of course not only yes but all elementary principals at International Association for elementary school principals so that's a shout out there she sent me a little message letting me know that she had arrived on yesterday and so I just wanted to let you all know about that great accomplishment no question I was wondering about um executive session moving it to the end of meeting right in next meeting gender on the agenda if we want to do that the word can vote to change the policy order we dress back I can't hear you okay the the agenda that's laid out in the policy was created by the at the board would like to have an executive session at the end of the board meeting we can change that but still the board has to make the decision it can't be something that this was brought back system um and this is how it goes we had a community person that spoke and I would like to have some responses for that community members speaks to the board today just a clarification is that requests have to be made writing to the superintendent because it's public period them back then the boy has to do the correction to give him credit has to get back to those men persons within 10 days the standard protocol public participation in the public stands up and speaks to the board should not be responding responses to come to the Supreme Court for us to do personally to know there's a big deal where they will know oh sorry to spend his response he usually does things like that thank you and I think it's time for us to adjourn the truth of the business of the board so we are now returning the school board
