good afternoon ladies and gentlemen we are at the Jackson County Board of Education called school board meeting today is Monday June 27th and the time is 5:30 at this meeting is being held virtual it's time to chill entertain a motion for the to call the the roll I'm sorry guys I'm on the phone so we had Miss Mitchell on the phone Miss green and the sprays are we having this Rollins virtual is Gerald mr. Boyd Miss tuner and myself and Miss Riley Riley join us this rally is not with okay notification to the media as required by South Carolina code of laws of 1976 as required section 32 or a t e local news media or notified of the date time and place and purpose of this meeting this time we will have the third reading about budget of 2020 to 2023 by mrs. Jennifer Carter our Director of Finance is Carter turn it over to you giving everyone I'm going to slightly share my screen with you yeah I'm still trying to share my screen with you I'm sorry that's okay so this is the final reading erotica school year 2223 budget the budget is balanced and without the use of the district's fund balance as well as the request of educational Knowledge from our County Council I'm showing you today is pretty much just the changes that have been made in the budget since I last presentation the South Carolina Department of Education has actually released his Revenue projections based on the new numbers on allocated and and voted for by our South Carolina legislation and I gave us a 15.3 billion dollar Revenue Source from the state as well as we have a 25 million Revenue Source from the county that gives us our 25 to 75% more than I-25 to 75% that the local is supposed to find as well as the state is supposed to find so we met our criteria and that regards when it comes to the state budget and very Quest also included in this budget is the is the mandated $4,000 increase to the certified salary scale as it's well demanded a step increase for certified staff so that has been added to the cost of of a approximately 1.5 million dollars with benefits increase is included to the human resources budget if caught it added a little bit of money there for retention is initiatives and you'll see that in your purchase Services line he also added I'm or decrease the budget from maintenance and Technology to support the other increases to be a certified salary scale as well as the increased to the HR budget and the superintendent project front to allocate for a certified salary increase so what you see here is a decrease in the maintenance budget and I didn't turn in your maintenance equipment behind as well as they did increase to the superintendent's budget for that certify salary increase and the decrease to the technology budge for technology equipment do to that to support that increase so at this time do you have anyone have any questions regarding the increases and decreases to the third reading of the budget I do have a question I can't seem to find my second reading just so that I can compare the difference is cuz you tell me what the superintendent's budget was for the second reading versus what it is for today's reading yes the superintendents and if you don't mind I can go ahead share that this is the second reading here here of the budget or the superintendent's total budget was 595000 795 let me see here but the changes it has actually increased 260 1675 hello everyone I made it to my laptop I love my screen does that answer your question Miss tumor can you if anybody else at and I'll go after them for my next question I have a consultation the $4,000 was not approved across the board and so in the superintendent's budget because of her being a certified staff member as well she's do that $4,000 that every other staff members getting is that correct that is correct so that certified when I mentioned that before thousand increase was for the certified salary schedule and not to Anderson's contract she is to get that $4,000 increase with all other certified staff okay Miss Carter Miss Grant Miss Boulder I was going to clarify exactly what you clarify because the superintendent is a certified employee in the state of South Carolina that's what the state Richard bocci for all certified Personnel I understand these mandates in the is it I mean that we must adhere to but I just want to know what maintenance going to be deferred and the technology how much would that be lessened by if anything initially we did the it was approximately 1.5 million dollars between the two that I I had to subtract in order for us to balance the budget and that was for the including the $4,000 increase for all certified staff and that included benefits and just a friendly reminder that I've benefits have increased 17.1% this fiscal year as well as a 1% increase to retire I meant so we are budgeting all friends at about 47% this year and that kind of took it a little bit over the 1 million dollar mart to have in order to be able to afford those a salary all those mandated salary increase thank you Miss Green yes Ms Miss card you said 4000 increase can you bring the screen a little bit so I can see I'm looking at because I'm looking certified professional staff from 200 to 210 yes that is correct so what. The answer was the actually mandated $4,000 plus what's the cola increase so that put her to approximately 210,000 432 so those are actual increase of 10000 and Annette $10,000 increase you said 4000 is the mandate Cola increase cost of living her doctor Anderson's contract the last in the last sentence in the compensation portion of it states that the superintendent shall receive the same percentage of salary Esme from time to time provided to other certified employees of the district week and I kind of configured it just the four thousand plus the call the increase however every wanted technically look at dr. Anderson salary time that that'll be that we're looking at right here we are we're pretty much looking at maybe a little bit more than that she should have been receiving a 25.5% increase which would have put her in a little bit more than what we had was there here why the 12.5% I am I'm sorry I'm I apologize for just getting myself together in here so I'm just pulling up in notes I think I am a stranger Denham Springs okay I was just going to ask him about why I would have been against 12.54 be still increase to the certified salary scale equated to about a 10% increase from the beginning salary of this fiscal year of 36,000 9:15 versus the 40000 9:15 for starting how are you I'm a teacher so when we are equating Nat that's about 10% a 10% increase and then when you're looking at the cold increase that's about it 3% so it has been more like a 13-point 5% or 13% increase 2 versus what all certified staff is receiving currently or for next fiscal year I'm sorry okay guess my other question is just as mandating is $4,000 and I guess I may have missed it what portion did the state contribute to the $4,000 so the $4,000 if you can recall previously about the government mandate and that mandate actually inside the new government spending formula and end up spending formula local government is responsible for twenty five percent and now state is only paying 75% when at one time they were paying almost a hundred percent so what we're looking at right now is that the local portion of that is the 25% and state is 75 + that applies learning chair yes I'm thinking at the moment I'm just trying to find again with Miss Carter I know it but I'm just because there seems to be some confusion about the increase the governor and the state legislature appropriated 75/25 increase certified teachers salaries and the local local people are responsible for paying the 25 the other 25% that the state used to play yeah I think we understand that from his hardest I'm trying to figure out if that's what the difference is because it doesn't  your  to me any other questions on the phone thank you don't the person that I have is that the 25% of whatever we have what time budget is this coming out of that is covering the local portion should be okay and if so could you call that would be yes ma'am this is our Revenue for the next fiscal year 25% of local Revenue at 6.3 million okay and that will help. okay thank you be a 15.2 and I think you said what the local Revenue would be coming in dollars for fiscal year 2223 and then we are all that say 5.5 million increase from last fiscal year as I scanned the funding and that's our feet in lieu of taxes funding has increased somewhat to about 1.3 million and then for our state funding we are projected to receive 15 points $19 and that is a 2.5 million dollar increase from the last from the previous fiscal year okay thank you the other Quest with the increase in DHHR budget for the retention incentives can you provide like what type of retention incentives those are the increasing is it in Warsaw the end of your activities being able to afford more than just the teacher of the year the teacher of the year incentive that the state sends the teacher sense of sight the states and about a $10 for the district's teacher of the year so to be able to give a little bit of an incentive to the School's teachers of the years and to give a little bit more to the district teacher of the year that portion has been added as a for funding for that as well as the retirement ceremonies and just ask the small things we have at fiscal year in our I'm sorry school year in Ford staff before we were able to cover some of those expenses and some other lines that that ate to District that we would no longer receive from the state so we're still trying to factor in a way to be able to the luxuries that we have funding source that the state has to be able to pay for those those incentives Miss Green yes it's Cola increase mrs. Carter is do everyone receive the cola increase yes ma'am so it's already everybody else on has been factored in except for the superintendent that is correct it was originally factored into the second reading of the budget the cold increase however that 4,000 when it hit us with that $4,000 for the mandated I had to give that to. Anderson as well just to hurt her how her contract needs see your hand yes I just wanted to make sure that everyone understands you know I don't know the details the finances of each district but comparing last year's budget to this year's budget in the hundred percent 75% and all the percentages is very difficult because what happened this year is how the new formula and whole just kind of way we are funding from the state is very different so it's not the same I think everyone here has done a very good job of explaining what things are being done I just wanted to make sure you all understand that we're not comparing apples from the from last year to oranges of this year cuz it's just it's different that is the only thing this non-finance person wanted to say was that that that is a little bit different because we're we're so we're really tell her changing how things are okay let me see if I can just say something real quick misspelled and I'm sorry I'm just going back to what attorney Hannah just say it and see what she says is correct the District 9 have its reporting even reported on its website differently this year showing the 25% portion that the state has required us to pay so as of September 1st when they sent us the tablet from the state I'll be posting that to our website exactly how they are mandating us to actually report our finances on the website and like I said that change will be shown as of September 1st I just wanted to make sure everybody understood that small comment that you know it's it's going to be a change to our financial reporting moving forward and that's just making us a little bit more transparent to those looking in is Frasier you have the question yes since we had to take this out of the maintenance budget and from the technology budget how is that going to hurt those to watch everything that was in those first two leaving a little bit of extra money in Revenue coming in at that time from the local level that we were using to incur those budgets tremendously from previous years so I just kind of defaulted or just took those from those two budgets that be increased in the second reading to be able to balance this budget however we do we may be able to I'm men some of our Easter funding to be able to support some of our technology and maintenance needs moving forward so once we've completed our final claims for this fiscal year and he's a budget may be able to amend those budgets to see what Ashley is going on some of the projects that we first thought we were going to put in those budgets we probably can change in demand a little bit move some money around to be able to afford the needs of the district as it is an allowable cost under the Easter Grant okay the other question the $4,000 for certified staff this is going directly into their salary it's nothing where they have to wait for it off sign on bonus anything like that scale as mandated by the State Department of Education Carson is on I know we had went to increasing the bus drivers that still in effect and I guess that 3% increase for the classified staff stuff that make them at least by my guess I mean when you look at the certified staff and the cost of living that they're getting I guess the cast by staff at the 3% and the cost did the cost of living is the 3% that's all they get yes ma'am that's what the housing is certified as mandated by the state so classified staff will be receiving at 3 percent okay thank you attorney Hanna Utah no I don't I just probably am technologically and able to take it down there any other questions Miss Carter did you have anything else you wanted to add I'm no that'll be all at this moment I would like to see if we can please have a vote on the third meeting of the budget and thought Grand final version of the budget for fiscal year 2223 second or the third reading of the budget should be finalized question questionnaire and yes I know we've had this month and we've had to read this is very concerning to me that we're coming at the third reading of this budget with the change that should have been called sometime between the first and the second reading so that right there and I know we're saying that it this should have been included but this should have been caught on prior to us receiving this at the ninth hour that we going to this budget so this is all I just want to let you know I'm going to record let you know this is very concerning to me but we can go ahead with with the motion if there's an ocean floor are there any additional questions the third reading to approve the saying that is something that should have been in there you know these changes should have automatically been in there and I'm just because it should have been called prior to now I mean why would she have a pending motion but can you explain what occurred with I'm sending out earlier budget and then today updating this particular budget that we are seeing these two items that you made adjustments in cuz that's what I'm understanding I got a budget earlier she updated us on this yes ma'am if you can recall when we had the second reading out the budget and we actually we're still waiting for the state legislation to decide exactly what they were going to do at that time that did not happen until after I second reading maybe a couple of days after and I still didn't have the revenue projections even then so when we cancelled our meeting I think it was on a Thursday we did not have those Revenue projections at that time I'm in the state had just actually decided or the South Carolina legislation had just actually decided that it was going to proceed with the $4,000 35 salary scale increase instead of the 2,000 that was originally being that day want to do so that was the difference between our second reading and after agreeing to a third current reading the form of the budget I sent out or am. Anderson said on my behalf on Friday or Thursday I can remember but that actually did have all of the for the $4,000 certified pieces in there it was my and I apologize for this part it was my oversight that I did not recall that in the contract is stated that she too receive the 4000 and the percentage I should say of what sort of a certified staff at receiving end of clothing pieces so that piece right there with the part I left out which came to the pay just that I sent you this morning but please believe that the $4,000 increases that I had included was in your budget on Friday it was just that one piece that I actually had to decrease increase and make a budget balanced today to ensure that what was after due to the superintendent was actually received it's got the motion and what we want to discuss today was to get a vote on our Gold Bond resolution which will not exceed five million dollars and that will cover the cost of repairs to both the Hardeeville and the Ridgeland campus is we were trying to put some of repairs as a part of our referendum should it pass in November however we know that some of these repairs need to be made as soon as possible that was shared with you again on last week to nothing has changed in that but just as just for us to be able to borrow on a short-term basis to be able the funding not to see $5000000 to fix those repairs necessary on those campuses any questions yes Madam chair this is an annual ritual that we do every year correct best of is miscible yes we do usually do a short term bond but this one had to be a kind of like had to reconfigure a few things to be able to afford the five minion so yes that we do do the short-term go Bond annually and I think it's all they talked about the water intrusion coming through the campus has a couple of meetings ago the facilities updates and so this is what this is in regards to that water intrusion a piano serious okay thank you yes this is birdie Riley how much do you say that we need to do for the Barnabas Carter how much is the bond on the estimated cost I'm going to be about 4 but with inflation and the timing of when the finalized important scope of the work is complete I've asked them to make sure we had enough to be able to complete the job so I've asked for and not to exceed 5 million dollar Bond for us to be able to complete those repairs and what's the possibility of us getting there if it's approved the money we've actually spoke with a financial advisor Mr Bob Dameron with compass Municipal Andrea we should be able to just shouldn't be an issue with us receiving as we have enough capacity to be able to afford this thank you bouncy I do have one when we get this money for the repairs will there be rfqe a RFP whichever one of those I'm not sure sent out for bidding for work that would be done before the board because I don't recall having that since I've been on the board before the board game is that are you out I'm sorry to someone else have something to say we usually send that RFQ out are that are FPL we posted on in a local paper as well as a South Carolina permit website for those who have initial meetings and then we have a panel that sits down and actually decides on who should Ashley be that it into the district to receive the project so this again will be a part of that our peace process I will be sending out once we actually decide our vote on our referendum for tonight the one the projects that RFP for a general contractor our project manager will be going out on this coming Wednesday and you'll have two board members sit on that become Eddie and I like to extend an invitation as well for when we go out for this project as well for to melt board members to Ashley still on that committee during that time too if to that the vendor that we want to use for particular project I met a man I asked who were those two board members to the sitting on the committee at this point that's it wasn't any setup thank you any other questions have his car just for clarification purposes it will come before that was a question is Fraser was asking so once it has the RFP has been bid on and has been awarded the board will know about it correct that is correct and is it also posted on our website who the winning bid was well we haven't done but yes at that point yes there will be the winning good has to be posted Madam chair I'd like to make a motion that we are through is the issuance and sale of not exceeding 5 million dollars in general obligation bonds of Jasper County School District South Carolina fixing the foreman details of the bonds after Rising the superintendent of school to determine certain matters relating to the bonds providing for the payment of the bonds and the disposition of The Prestige they are in any other matters relating thereto second Google time is demoy and S bandage tumor to give authorization tombs card and superintendents to move out with a gold bar resolution not to see penny sales tax Bond referendum and that'll be placed on the I'm sorry that will be placed if approved if you approve it to be so the rest of the for this to be placed on our ballot in November of 2022 the sales tax is scheduled to not exceed or over the next few years to exceed all right Ashley to I'm sorry it's Ashley schedule to produce about 75 million dollars and sales tax revenue and with this week and we're looking to do a resolution that will cover the following projects the Hardeeville Early Learning Academy a Ridgeland Elementary I'm sorry a Richland Early Learning Academy athletic improvements to the existing athletic facilities over in Hardeeville and then making or putting the oceans and additions on the Richland campus as first configured our first voted on in our current Penny sales tax and that's one of the projects that was not done so that is moving the softball baseball in adding a tennis court over on the existing Ridgeland campus and then upgrades to the existing District office said these projects are not to exceed 75 million dollars should the residents of Jasper County vote on this referendum that would just be us continuing the current Penny sales tax and would not require increase to taxes to any of its residents so these are the are the an example of some of the project tonight to complete by completing Arkham the penny sales tax and we just wanted your vote on this tonight so we can move forward with our bond attorneys and getting that resolution together for you to vote on and I mean that placed on the ballot in August any questions I miss Connor regarding the bond the continuing the penny that's currently still on that thing and we need to go back in if it's the desire of this board to extend that Bond not to exceed question question with the original campus new athletic additions now that was on the last penny referendum so we're going to go ahead and put it back on this referendum. that we did not complete in the first referendum and my hearing that correctly I guess that's a little bit for me to explain it how I know best from what I understand from what I understood doing the first referendum or the current referendum that wear under with a penny sales tax felt a portion of that was to build the two campuses on the money was to go to building the two campuses that we currently received as well as the athletic facilities over on Hardeeville campus and in that referendum it also stated that they will be upgrades done to the current facility or the current Stadium on the Ridgeland side of town and moving of those other athletic fields to the original campus I think at that time don't they kind of ran out of money and what happened was that we were not able to complete the projects one of the things we did have enough money for however and as be paid off what we borrowed from the county we've had enough money to be able to complete the athletic Stadium over on the Ridgeland campus there for fulfilling that portion of that random but we were not able to complete moving those athletic fields to the Richland campus so we just wanted to make sure that what was said in the first referendum was Ashley you know comes to fruition but this present referendum that we're proposing in November leather chair I guess my question is what's the length of time and where the Desk Reference and this tape for the 75 million I mean I know the other one is ending what this year and next year so how many how many years looking for this 1% sales tax of maybe 10 to 15 years if I'm there I think it's 10 years I'm not mistaken so we are looking at 75 Millions over that course of time and you know a journal don't get a lunch so I'm just throwing at us at one time a 75 million so this Ashley money is accumulated over a course of time so therefore as the revenue grow grows that's when we'll begin moving in on on the project that's that mr. here okay the other question is sending existing district office upgrades that was not in a previous referendum am I correct no ma'am that was not so neither was the Early Learning academies those are new things but we did during our meeting I think we had a presentation back in March or March time frame where we kind of rolled up all of the except for the referendum I believe alarm we had been dishin with Architects trying to configure campus upgrades and such so these were part of that big meeting we had back in March I think it was held at the County Chamber I can't think of the exact date and that's my apologies but I believe it was back in March because of disgust a little bit about the what what the projects on a five-year facility plan out of 10 15-year facility plan we put forth and these were some of the things we pulled from that plan that seem to be of major need right now what day was March 29th it was March 29th and had them but the I would be the existing district office upgrade I can't see putting money into that I just took off instead of that be presently house now I think that might need to be changed to building a new District office I don't know how anybody else feel but but putting money into that building that was there now that's filled with mold and everything else I don't see us doing that Mister boy I see that it does not include required a tax increase to the residence and I think it's a very good thing and it also said it's a continuation of the current penny sales tax so I mean it's not like it's going to be increased they are paying that now so if we can get this funds these funds to pay for what we are trying to do here without Capital Improvement that's a win-win for everyone because we don't have to go into our general funds and all the funds from the state and the federal you know so I think this is this is a good thing at Chambord we witnessed Fraser about that building if there's any other way we can look at building a new facility for the district office LOL 40 but this is all good if we have to come back and do something later that's fine but I think this is a good starting point right here and we need to move forward so that if there's any corrections that needs to be made and we agree to change its cuz nothing is etched in stone and blood we are the governor and board and if we choose to do that we can so I'm all for this thank you Bama cash money to come in I know you were going to get it in a lump sum but the only thing is that  money set aside for that football field and I know that money was sitting there for some years so I don't know what was what was that but I'm not but I agree about the administration building I sent that with all that property we have over there I think that we need to think about that and have them in the fridge with building over there in that area because we got a lot of problems again if you going to do the Early Learning Center over there while doing that you know that's my opinion you have some money left over for that football field that's what we used to I didn't upgrade that we currently did so you're correct on that it that the that money has been used for the football field okay thank you very much are back to the heart what's the campus I say they got grade I know that that was only a previous referendum and that wasn't fulfilled so we'll have it but that give it a prioritized a prior to placing on the list come at some point what I'm saying is if we don't do that when we get the internet and all the party put that money first thing then it's possibility is that somewhere down the line we won't get to that again and so that's why I'm asking to I agree with the person's for the district off I would like to see us have a new district office also I think because putting good money after bad was allowed to have to go on with that existing building so I just like to see that beat the if I can see what was Ashley proposed in the initial referendum the current referendum I should say was the actual athletic fields that are currently there so those were built per the referendum what we are proposing is that we kind of mirror that huge upgrade that we had at the Ridgeland football field to the actual Hardeeville Campus of football field with the other upgrades were planning for the Ridgeland campus Ashley upgrading those same things to the Hardeeville campus so that will be the increase in the day we talked a little bit about the tennis courts out there I'm upgrading the football I'm sorry the current softball and baseball fields to make them kind of mirror at it like I said it was on that bridge lane or what the new additions will be to the Richland campus so that's a part of what our Hardeeville upgrades will consist of screen yes I agree with everyone but my question is is Carter is and I know we're going to move on from this but my question is and we do know that the mole and stuff is in that district office building and I know I do like all the agreement we met with the county and get that building so with that being said Do We Own the land that the building is on I believe we just own the building but I have I really don't know. send do you know I'm I'm not sure I'm sorry we only own the building we only own the building so we couldn't just put a new building they're on their property know we could not and that was it when they went when we went the building was granted to us that was in the agreement that we could not tear that building down for historic purposes and that they would remain on the property that Golden Corral the architect plans were to be gutted fully so it would be a brand new building with the exception of the exterior which would be refurbished and or up cap to make it again an up-to-date building so again the district owns the building I guess the district if they think she's he choose not to certainly good that facility as the architect plans actually suggested so that you don't have them also that you don't have the asbestos that you have a true fully Ada building that has been again rebuilt to meet the standards for and updated building then we would need to speak with the county attorneys to look at what we need to do to give that property back to the county okay and well if we're discussing moving that building if possible we can put it at a neutral site miserable to thank you thank you a rally this Rollins I'm sorry yes I was going to say that I agree with everyone else I don't I don't think that we should be putting money into a building that we don't even own the property I think also that we should look at building our new District office and not putting money into the current district office building because I mean if we build a new building and the county owns the land I just don't I don't believe in building something on somebody else's land that was all I guess my question is Carter is we're in this discussion face but what is the timeline a timeline I know November is here we need to move rapidly to be able to I'm getting stood a his team on board to start preparing us to sell this referendum I'm the time I M Gus we had a meeting with them on last week if you agree to what we have here as for someone projects on this referendum and November and July we were asked for another meeting to be able to approve the resolution once that resolution is approved and the bod at attorney will and move it to be able to file Aunt for the referendum to be placed on the 2022 ballot and that process will happen in August and then I guess because the district office has become in the play upgrade versus relocation / pop property and we know property is very or because my screen the same find a neutral location so that was probably in my terms Midway both ends of the county cuz that's neutral so we would have to imprint in here the cost of the land if we had to purchase and and then that building because what you're doing here is basically saying refurbishing upgrading the card building is that what I'm understanding that does not have a land in the 75 million dollars that is correct that is correct that probably will not get into this referendum because that would exceed 75 million that we presented at the March meeting because we were play above 75 million so if it's the bourse pleasure that you certainly would like to see a new district office directed we have no problem with that just not so sure it's going to get on this referendum but you can certainly put it on there to be a building with purchase of land and if we have enough money to make it happen we move forward if not it'll be one of those projects that if you continue this  you can add that back to it and I do know that we have that agreement with the county I believe we purchased at buy what $10 or a dollar that building it was given $4 for a job and then the prop the property was ours forever other we could just not sell it as long as we used it as a district is that what I think I've read that but I have to f*** that actual agreement now that's as long as it remains a district office but you turn that would be long to Jasper County School District for that $1 so that is something to consider but those my only question are there any other questions about the board members Fitzgerald so we take the alternative and we do not renovate the current property what happens to the folks in the district office and where they supposed to conduct the business of the because they certainly caught stay in that building in the condition it soon and forget about buying property property in Jasper right now beyond the Beyond so I'm just being realistic based on the last realtor meeting that I attended so what what options do they have because I cannot stay in that building its current state ducklings that have you thought of additional isn't that something we can discuss that it and I know we're on this referendum but I people are willing to certainly sell without it being 200 plus acres excetera to even separate my share with you the last meeting that currently what we face right now is that we are looking at property that is not in our County he's available but we did not want to go that route health-wise we will have to do something for the staff members is in that facility and so the only other thing that I can certainly suggest that this point is that you know we will operate as long as can and when we cannot then we will have to make some decisions in the best interest of the health and safety of the staff members at our place in that district office as we cannot continue keeping them there because of the health issues that we know we in that facility so miss car now all for whatever the board wants to do and we will take the recommendation of his board as it's documented in writing we will certainly follow it, and if that is a new system a district office then we'll put that there if I don't propose that you going to get to that with the 75 million but if if we do certain that sign I again my suggesting at this point is just as I said we will have to make some type of decision in the knee future about where the staff members will go in that District office you sterilize your hands still.
