weeks old so what I'm going to do is I'm going to tell you where we're at today we've got some pretty exciting news I feel I'm going to start off with West Hardeeville demo project is completed tomorrow we have a meeting with the Department of Health and environmental and our civil engineers to sign off that project is it bacon lot the pencil come down we're going to start growing grass, one hundred percent of the abatement is completed and we're about 55% already was the demo with the Demolition going extremely well the public is extremely happy we've talked to some of the neighbors and we were proceeding with that project as planned what we've done is is we've closed out some projects that we had open throughout the year and I just wanted to we kept a few of them because what we were able to do is we return some funds back to the school district that were not used we completed about 9 projects but the the top for the no one to talk to you about are the ones that I actually did not use all the funding though the administration building assessment we returned $19,599 the original site plan that was $1,742 the Hardeeville site plan was 5 K 857 dollars the admin windows that we could not do we there was $17,721 so for a total of $44,919.88 of unused funds both projects that we were able to do with less money that we thought in the beginning and we return that that money back to the school district so I think that's a good thing thank you let's get to jacob jacob Jacob just a lot of things going on I don't know if you've noticed but the last 3 weeks we worked almost 7 days in a row we did give everybody off Mother's Day to celebrate that beautiful holiday and I'd like to wish everybody on this girl happy Mother's day but we're actually very very close today was the last day asphalt 100% complete with some strike without some striping the concrete all the concrete for the for the facility is 100% complete bathrooms and that's not only the existing bathrooms but the new bathroom we've added some family bathrooms we're about 95% complete Security 85% complete and that's perimeter fencing that's that Stadium security and the actual building security landscape 85% the track tonight if you all drive by and you go by Jake app you actually see the stadium lights lit With the Wind we had to work nights last night was our first night that we worked here we actually turn the stadium lights on and the crew that is installing the track work during the dark because the winds calm down we have a very tight schedule this weekend We complain with the community so we were able to do that tonight will be the last night that were going to work the evening and the and the track will be completed with the exception of the Elaine stripe that's going to happen tomorrow afternoon the tracks one of the biggest pieces that we're trying to get completed contractor was behind schedule about 2 months behind they've been working non-stop 7 days a week since they've arrived two Sundays ago the Press Box is very close the exterior painting was done today the orange and blacks going up the bleachers have the VIP designated area for the superintendent's team that will come out and watch football games right now we have another inspection Wednesday and we have a final inspection for OSF scheduled for Friday that thing is Friday is your scheduled at the forecast is rain I'm not sure if that's going to ask that very detailed instruction but that's the plans for right now so hopefully we can turn over the field to the school district or definitely Focus to have practice graduation on that field and we want to see graduation on that field on the 3rd so we're pushing extremely hard anybody have any questions in questions no perimeter reason why defense isn't the premier of that property lines cuz they're used to a very very very very large tree that took up almost all that property when we planned the fencing and security of the of that location we didn't want to put the fence and risk room hurting the tree so we we chose it to go right behind the visitor side bleachers so now there's a lot of field that's available that we didn't want to do a change order we didn't want to move the fence but will cats being able to utilize that area down the road when we start doing it on another phase of that project so I'm not going to call it it's chicken Lexi I'm so sorry that it was giving me a hard time trying to unmute but let me give out to share and we will get started all right my name again is Emily sobczak I am an audit partner with green sin ekali and I have been overseeing the school district's on financial save an audit for the past several years so I'm here this evening to prison results of the audit for the year ended June 30th 2021 before we get into the financial results it's important to remember where the school is where is the school district responsibility is when it comes to the audit and what are response isn't your Auditors on the school district's responsibility is to maintain effective internal controls make sure you have good policies and procedures in place so that you're able to provide complete accurate and reliable financial information synonym for audit purposes it's also of course important that you have those processes and procedures in place so that you are also getting complete accurate and reliable financial information throughout the year so that use the board can make the best strategic on behalf of the school district our responsibility as your auditor is to audit that financial information that is provided an issue an opinion based on our audit we did Issue an unmodified opinion on your physical 22,021 financials Mets again this year as you recall on that's the best opinion that the district can receive that opinion provides reasonable assurance that the financial statements are materially correct so really really important to remember that a financial statement audit is not designed to look at every single transaction that occurred during the year nor is our goal to identify fraud if it occurred that being said if we were to identify frog we would certainly bring it out to your attention right away so let's look at your financial results starting with your general fund an increase in general fund fund balance of 4.7 million bring total fine. As of jun 30 2021 to 17.4 million included in that balance is what classifies nonspendable fund balance of $645,000 represents inventories and prepaid assets and the remainder of your general fund fund balance is unsigned and available for future operations that unassigned fund is 16.7 million as of June 30th 2021 how healthy that fund balance is we like to compare your general fund and a Sci-Fi dance with your operating expenditures the district's unassigned fund balance was very healthy at your end it's about 60% or about 7 months of operating expenditures in your unassigned fund Knotts there are a number of reasons why it's important I said keep that Finance in a healthy position one reason is for cash flow purposes having fun. So they'll will help you to meet your cash flow operating needs for the second half of the calendar year tell your most significant Revenue Source your property tax revenues on start coming in in late December and early January having a healthy also allows you to get the best possible interest rate when you're issuing long-term debt and it will also give you some National flexibility in your strategic decision-making I know that right now y'all are planning and implementing your plans for spending the day after 3 monies we know. course is a significant amount of funding that you'll be receiving but it is for a finite. And so having a healthy fund balance will allow you to continue certain programs that you may initially funded through after 3 or keep some of those additional Personnel on on staff at once those funds run out to look at your general fund revenues he had revenues of 32 million that was a 4% increase from the prior year and 6% better than what you had budgeted those increases were primarily related to property tax revenues coming in higher than the prior-year as well as above budget on the expenditure side you had 28.1 million 21 that was a 4% decrease from the prior year and 9% below what you had budgeted and that was primarily due to property or I'm sorry to hear all related expenditures coming in I'm lower than anticipated now when we look at all of your friends combined so I didn't your general fund plus your special Revenue funds he is a food service that service and your capital projects are looking at total revenues and net other financing sources of 52 6 million compared to total expenditures of 51.8 million so total increase of 854000 that was driven by increases in your general fund and Debt Service fund being largely offset by decreases in your capital projects which of course we would expect a decrease in your capital projects fund as your spending down prior-year Bond proceeds on current year Capital expenditures a couple of other items that we've been discussing the past several years are your net pension and Oak have liabilities as you work all your net pension liability will I see your participation in the state retirement system. Liability of 36.2 million is your allocate portion of the total unfunded Actuarial liability of the state retirement system and so that is not a liability that you have any control over nor is it one of your expected to it anytime write a check to pay off what you are expected to do is to continue hang on the employer on the contributions at the state-mandated rates those rates have been increasing steadily for the past several years and while they were frozen on 421 at 15 and a half percent they have increased to 16 and a half percent for 0.2 and they will continue to increase for the next several years the net worth of liability is similar in that it is also an Actuarial liability this one relates to your participation in the state retiree Health Care system I said that liability of 32.1 million again is your allocate portion of the total unfunded Actuarial liability of the retiree health care plan as a whole and again. well I believe it you have no control over nor will you be expected to write a check to pay off much with the state retirement system you are required to pay the employer contributions to the plan I'm at the state-mandated rates which are currently six and a quarter percent so let's get your more traditional long-term assets and liabilities starting with your Capital assets you had total Capital assets of the Year 66 million as of June 30th that was an increase of about 500 and 517000 from the prior year as your total editions of three and a half million or greater than depreciation expense of 3 million napkin additions that occurred during the year were the complete not the Cake Center on that was a total project cost of 8.8 million you also had your lighting an HP AC replacement projects on a long-term obligation side you had total long-term obligations of 28.4 million that was it increase of 4.3 million from the prior year due to principal payments made during the year on no new long-term debt issuance has occurred during fiscal 2021 will also report compensated absences 387000 represents your earned but unused vacation leave as of year-end and we're looking at total expected temp service payments for fiscal 22 of about 5.5 million Apple new accounting standards for you to be aware of the first is Ghazi number 84 this was implemented for fiscal 2021 this dinner provide new guidance for fiduciary activities so assets held on behalf of others that guy is required us to report your people activity funds in your special Revenue fund where they had previously been reported as a fiduciary find we refer to it as an agency find in Prior years to Simply reporting change no change in the day-to-day Vines the other standard I'd like you to be aware of that is gas in a 87 the standard provides new guidance for leases and will be implemented for fiscal 2022 turn addition to the and it's in the front of your financial report we also have to report that are in the back and those relate to our responsibilities and our government auditing standards as well as our responsibilities to complete the single audit which is required by the federal. so we do have one financial statement reporting finding included this year and that is related to the year and closing closing process it was not done as timely as accurately as as as it needs to be and I know that the district has plans in place to make sure that that is resolved or physical 22 for the single audit which again is required by the federal government that is the compliance audit that we kiss on your federal programs this year we looked at by DEA we also looked at faster and I'm pleased to report that there were no findings related to the single audit in addition to your financial report we also issued management letter h and that's where we may include some significant recommendations that we feel should be recorded in writing but they don't rise to the level of being a signing for recording purposes I know matters of that nature to report this year there were some more minor things that we discuss with Miss Carter and dr. I don't want to say it Miss Green I'm here do you have a question related the audit the finding my question is to warn the findings call Babe I think you have your your on the phone and you have your audio computer if you mute the computer we won't give them the back the echo Shuffle our questions regarding the finding I think about the closeout process Miss Green yes I guess you wasn't on that store so at year-end there are a number of different adjusting entries that are required to properly say things like rules so for example as you're going throughout the year you are essentially recording things on a cash basis but at your end for Saints recording purposes you required to accrue any receivable so money received after your end that related to the prior fiscal year so or payable so money for services rendered prior to June 30th that were paid after June 30th on those types of injuries have to be recorded manually just due to the nature of the entries and so for that reason the financial close out at your end takes a bit more time than a regular monthly closeout would take and so it's always expected that it's it's going to take several months but this year phone number of different factors is extended beyond what you know what it really should have and some of those factors included that the software conversion that occur during the year got you know cause some issues in running reports from the system and I know that there were also some some. For Sephora in the office during the year. but a number of Entry number of factors like that that we are hoping will not be an issue for physical 22 and as I said we have discussed with management to ensure that they have a plan in place so that we don't have a repeat about finding this year dr. Anderson dr. Anderson did notify me as for chair and I'm I thought the full board was notified that we were this was behind so this was notified. The innocent it was a full board aware of that I know that I received the email when email was sent to the entire board and I don't recall that date but it was definitely we were aware of that particular one finding that I know of any other questions regarding the audit thank you very much we appreciate you thank you y'all have a lovely evening due to update and we have that item see Messiah humans and Miss Erica Banks and this was a request by Miss Board member tumor to have the update for the attendance commuted mr. Baines I'm going to pull up so this is a very brief attendance update to go along with what was shared and the board packet some of the data is just decided to get a little bit and I'm going to provide a brief explanation as to how the state identifies truancy so basically tonight I will cover the truancy as it relates to state identification of truancy in the school reports on what can be found on those those prints reports the School attendance reports in the school tardy reports so basically truant as defined by the South Carolina Department of Jason applies to students who are ages 6 through 17 and if you look at the description says that if the student misses one only fold a unexcused absence contribute to her and excused absence pensions do not impact to have an effect on truancy but I want to bring a close attention to the labels habitual truant and products such as these are often reported the state department and that only applies to all students who are ages 12 through 17 so you looking at our middle school students and high school students and students who fail to comply with it intervention plan so that's what it would have been identified as Troy previously and then they fail to comply with the intervention plan and they accumulate two or more additional unlock for unexcused absences aquatic Troy is very much similar it is a student who has failed to comply with the intervention plan failed to comply with either the hearing officer or Tropic Supply with what was the deemed necessary for the students to continue maintaining appropriate attendance with in school and be labeled as chronically or chronic so as it relates to the to jcsd we have a charm shes in arya's have no students at this time as well as o May 2nd labeled as chronic or habitual truant we do have four students who were at rhhs as identified as chronic or habitual truant and those students have been it received and attendance intervention plan and we've had home visits as well as other support have been in place for those students for the School attendance report 80s hard Villa Elementary School has 560 students were listed with three or more absences of that 560 students 143 students have absences between three and five days and was it needs to be noted about h e s and Ras is that they have daily attendance so attendance is taken during homeroom or are they at first block that first of the day and so as soon as my present then they're considered present for the for that day so if you look at Arias they have 515 students who have been listed with three or more app this is with 237 of those students falling between three and five absences and that three and five day indicator is important for us because that is the time where we make contact with parents be a letter so it's the third abscess third unexcused absences a student receives a letter from from the daily specials at each school to indicate that your child has been accused has three unexcused absences and then again there's another letter and a request for an attendance intervention plan at that fifth absence Hardeeville Ridgeland middle school has 496 students listed with three or more absences important to know about both the high school and the middle school is that they use meeting attendance as opposed to a daily attendance so student attendance is taken for each. she attends so technically at the beginning of the year when the middle school had nine periods a student could miss one day and potentially have not absences or what now since they changed the schedule to change the schedule about November and it now reflects a five-day. One student who misses one day will now have accumulate five absence because they wouldn't have been marked absent for each one of those classes that they missed so when you see that number 496 with three or more absences this could actually reflects students who missed one day but that indicated on the report because that one day I'll accounted for 9 if it was prior to that November schedule change or that one day if it's after November discount for 5 absences are listed in the freezer part of that stupid total likewise with the high school where they have a fire. They that's four core classes or for instruction classes and then at home what time do students when they missed one day it will register as 5 absences because he's one of those classes count differently toward their attendance so full of jealousy 675 student listed with three or more absences but also just reiterate that when you look at that report when you see those values as being relatively High you could have a student who three days for for one reason or another and that students now have 15 absences based on that report Nexus just a sample of what that report looks like so if you noticed this this is a sample of the report that says that you have in your pocket and it is student attends report for rhs2 does 9th grade student who has a total of seven absences and it's likely that that student missed a day and then that one day and a half and it's reported as seven absences because it requires a code on it and probably even more clear if you look at this did the 10th grade student who has those those 12 absences first. And then you see where the total is 29 so really that student has an attendance issue in that first block class as opposed to not coming to school at all School tardy reports I thought it was very important to know you have the flu what are the reports from but I decided a gated the information to reflect parties are accumulated based on homeroom which is the first. Of the day for our students so we have at Hardeeville Elementary School 157 students with three or more tardies of which 104 Bill students have left 10 tardies for the whole year the original Elementary you have those 273 students were three more charges of weighs 255 225 less than a tenth artist for the home run. At HR since we have 76 students with three more Tardis of which 70 students have less than 10 hardest in the homeroom so many of those numbers are happening after that do stars have happened after the student has actually made it to school and that they're late to class again in our chest you have 268 there's a more Tardis of which 255 students have less than ten targets for homeroom and last but not least is just a sample of the charter report and how is indicated again when using the high school because they have a unique duration is related to schedule one compared to the elementary school so you look at at that ninth grade student at the bottom who has 14 Tardis for 4/3 block which is lunch time so they're coming back late from lunch and so that students will have reported a number of tardis in that regard for that that particular yes. But when you look at what a student stands for Lake Harding School that student does not have any charges for homeroom daily Quest I still have a question that you included in the packet to say thank you for all information what I was requesting and I didn't really see it in the packet so maybe you can point it out to me I saw all of the lower grades but I did not see as far as the high school and S high school was where I was more concerned about because of the seat time that the students have to have installed my question is how are we differentiate in students we're actually just late arrivals just because first is do students who were late arrivals due to a bus kisshu we do have those buff tardies so those students were checked in the back of the eye School receive a bust Harley pass so they're able to note that that's what it was on it was on a late bus so those are not counted toward the tardies and I and II I will try to pull that in this without the Andersons approval I don't mind admitting that books so that's how is the shack based on where the student comes into the building to the back through the bus we are accounted for and they do not accumulate those unexcused partisan as those students that you see who are either late to class or late to school alright I'm and I don't know if you can answer this question this is a question for. I understand I have to answer those students who are arriving say 45 minutes to an hour and I don't know how long y'all. Sorry I don't know if they're not a minute block circus they are arriving 45 minutes it is for example and he'll see class where they are tested in what are we doing for those students to ensure that they are receiving the instructional content that the teacher provided prior to do students arriving to class I can I can answer only based on my experience with the high school and I do know that we do a lot of classroom inventions a lot of intervention time many times has arrived late to school at the high school specifically Dave Mister intervention time which is a 20-minute block at Hilton at the beginning 25 minute block. At the beginning of the school day so rarely do we have the shoes come in and watch later for that first. But those who do we do have after school we do have Edgenuity I ready Achieve3000 and and some other intervention software that have been employed to assist those businesses skill last teachers have really worked diligently to make sure that they're preparing their students by allowing them to stay during lunch so that students have access to get that content and then not penalize but encouraged to attend during those on study study time sessions to work on on those areas of skills that they may have missed or even some of those tests or assignments that missed the turnover step doctor Anderson no you're fine just the base thank you for sharing thank you this is what I piggyback I know you said like some of the intervention programs that they're using I know like with i-Ready that's based on your field level so how how are we compared in Apples to Apples when a teacher is teaching that core content in the standard and the interventions that are receiving so already does Target those skills where your your Edgenuity is the piece that tackles that content so they're getting their support on both ears all right I think that is it mr. vain thank you any of the questions hearing on thank you mr.
